Members present- Barbara Gookin, Chairman- Anne Kuszpa, Vice Chairman- Mike
Burns- Peter Morrison- Whitey Willauer- Sandra Welsh
Absent – Carl Borchert and Board of Selectmen Liaison, Brian Chadwick
I. Call to Order

IV. Public Comment On Non Agenda Items. None
V. Discussion and Action
A. Discussion: Black and Veatch Energy Feasibility Study……Anne
Action : The Study as written is totally unacceptable Anne and Peter will
hold a workshop and re-write the Study per The Energy
Committee’s original directives and submit again; requesting an
Immediate response as we are losing time relative to grant
deadlines. We are also considering a Peer Review of Black and Veatch
There will be a meeting at noon on November 16, 2009 in the
BOS Conference room to approve the text of the revised Study.
B. Discussion : Town Manager would like comments on DPU National
Grid Energy Efficiency plan / rate increase hearing from 11-2-09.
We read the attached DPU 11-2-09
Action: Comments on the $350.00 a year surcharge we pay into this
plan and continue to pay….We would like an enumeration of the concrete
benefits we achieve from these payments and can we transfer them
toward any rate increase in the future ?
C. Discussion ; Town Manager would like us to explore the Green
Communities grants for energy audits.
Action: Mike Burns will look into this at the NPEDC office and enlist
input from Leslie Snell there.
D. Discussion: New Police Station Solar Energy update… No update
E. Discussion High School wind turbine update……. Barbara
VI. Other Business from Committee Members.
VII. Sandra Welsh suggested we were operating in a vacuum by not

notifying The Chief of Police we had been researching hybrid police cars and
were about to present our findings to him…. The Police have already
purchased a Hybrid and are not satisfied with it. Carl and Sandra will make
plans to meet with him and compare notes on pros and cons of the hybrid
cruisers.
