Minutes of Meeting held February 21, 2012

Couldn’t approve the minutes because there was no quorum.
Chairman’s Report:
Dr. Boyce said he would not be at the March 6 meeting and that
Mr. Brace and Mr. Smith would work out who would run that
meeting. At the March 20 meeting, Lee Saperstein of the Article
68 Workgroup is going to report on the group’s final document.
Marine Department Report:
Ms. Riley said the bushel count is up around 16,000. She recapped
her purpose for going to Zanzibar. She had two spawns that didn’t
do well, but several good ones right before she left and that they’ve
figured out how to spawn and get the larvae into the water and
growing well. Dr. Boyce asked Ms. Riley to report on the progress
at the lab at next meeting.
Old Business:
Striped bass legislation
Dr. Boyce recapped the issues covered by the proposed legislation
and talked about population and catch numbers, saying that the
population is 40% above the threshold of no return. He added that
he and Mr. Rank put together the official response to this proposed
legislation, which has to be ready for an open hearing on Feb. 28.
Water Quality Funding
Dr. Boyce reminded those in attendance the reasons for keeping
this item on the agenda. He reiterated that it was too late to get an
article on the annual Town Meeting warrant for a homerule
petition to change the propagation fund percentage from 75% to
100% and that that was cool because the water quality program is
funded this year.
Shellfish Management Plan
Dr. Boyce reported that the committee would review the comments
by the independent reviewers of the final draft on Feb. 23 at 5pm at
2FG.
Dr. Boyce, Mr. Herr and Mr. Rank discussed the scallop surveys in
the harbor that Dr. Boyce had done and his plans for future
surveys. Mr. Willauer urged Mr. Herr to follow through with Dan
Drake on getting the Nantucket Shellfish Association to pay for
100 fish totes for seed strandings.
New Business:
Mr. Herr suggested seed be moved from heavy seed areas to places
in the harbor where the current is stronger.
Dr. Boyce talked about the final draft of the Article 68
Workgroup’s best management practices. He mentioned that
manure from animals could eventually equal a big source of
nitrogen that will find its way into the harbor. Dr. Oktay noted that
new irrigation systems require a permit from the Conservation
Commission and that pool water needs to be pumped out and taken
to the sewage treatment plant.
Dr. Oktay gave a PowerPoint presentation on the work of the
Harbor Plan Implementation Committee’s work on implementing
the harbor plan’s 122 action items. She detailed which
items/recommendations in the plan have been completed and
shared the committee’s operational matrix. Of the 122
recommendations, more than 90% of them have been completed by
the selectmen or other town agencies. Dr. Oktay noted that she’s
working to secure money from possible fines from DEP on
Chapter 91 violations, which could be used for betterment of the
harbor.
Dr. Oktay asked that that board go through matrix in their own
time and let the HPIC know which items require more emphasis
and which ones require less. She talked about the importance of the
Blue Pages now being produced.
Dr. Boyce commended Dr. Oktay and the HPIC for the tremendous
amount of work they’ve done in getting the harbor plan
operational.
Moving seed
Mr. Herr recommended that HSAB include on its next agenda
movement of seed from denser areas to other areas in the harbor.
