HomeMy WebLinkAboutHSAB Minutes - November 2, 2010_201402051347404161Nantucket Harbor and Shellfish Advisory Board Minutes of Meeting held November 2, 2010 Approved December 7, 2010 Conference Room, Town Annex, 37 Washington St. Call to Order at 4:31PM: Members present Dr. Boyce (in the chair), Mr. Blount, Mr. Glowacki, Mr. Holdgate, Ms. McCrae, Mr. Rank, Mr. Smith Members Absent: none From Marine Dept: Mr. Fronzuto, Ms. Riley From the BOS: Mr. Willauer Others: Mr. Brace, Mr. Herr, Mr. Brasfield Approval of Agenda: There being no additions or changes, the Agenda was assumed to be approved. Chairman’s Report: The minutes are up to date and the Annual Report is done. The Town wants all Committee Members to have a copy of their new book on Committee and Board operations. Dr. Boyce will pick up copies for all members and distribute them at the next meeting. Approval of Minutes: (4:35pm) Dr. Boyce called for corrections and additions to the minutes of the October 19 meeting. Several typos were pointed out, and a sentence under the Article 68 Work Group report was unfinished. Dr. Boyce supplied the missing ending. Ms. McCrae asked that we take no action. Dr. Boyce suggested that the minutes could be accepted as corrected. Ms. Mcrae moved acceptance of the minutes as corrected (Mr. Holdgate second). The corrected minutes were approved unanimously. Marine Department Report: (4:38pm) SMP: Mr. Fronzuto reported that the notice of the first Public Forum for the SMP was in the paper and handed out a flyer (copy attached). Commercial scalloping: Mr. Fronzuto passed around the flyer he printed for this season which called attention to the SMP Informational Meeting. Six voluntary boat safety inspections have been carried out so far. There were 56 boats out the first day. The yield was 7-8 pounds per box. The price is $11 a pound. The Vineyard price is higher. There were scallops being marketed in New York last week as Nantucket Scallops. The scallops were traced to a fisherman from the Vineyard, but the “mistake” was attributed to a mislabeling by counter help in the retail fish market. Mr. Brasfield commented that this happens every year. There was a discussion which concluded that Nantucket must trademark its scallops. Dr. Boyce remarked that this was not within the purview of the Board and terminated the discussion. Aquaculture: The hearing on Mr. Roberts application for a lease is scheduled for Nov. 17 at the BOS meeting. Mr. fronzuto just received Jamie Marks’ report. The DMF approved expansion of his lease in Coskata Pond to 10 acres. He had good spat, but poor growout this year which has prevented him from going to market until next year. Meeting Place: The SHAB meeting will continue to be at the present location for its January meetings. Comments: Dr. Boyce pointed out that the Board had asked to have the MMA site location added to the Commercial Scalloping Flyer. Mr. Fronzuto said he would add their site when reprinting the flyer tomorrow. 1 Old Business: (4:55pm) Annual Report: Dr. Boyce passed out copies of the annual report for approval. Mr. Willauer suggested identifying Cochlodinium as the organism which produced the rust tide. Dr. Boyce noted that he avoided repeating items, such as the size of the harvest, which are already in the Marine Department report. Mr. Smith moved (Mr. Holdgate second) that the Annual Report be accepted with Mr. Willauer’s suggestion included. The vote for approval was unanimous. Progress on Shellfish Management Plan: Dr. Boyce remarked that it will be important for the fishermen to get involved with the plan, and that the meeting on Nov 10 is the time to do this. Mr. Willauer interviewed Ms. Riley on TV, and, as president of the Nantucket Shellfish Association) is using other means to get the word out to the shellfishing community.. Report on Article 68 Work Group: Ms. McCrae reported that the final edits were made by the Work Group for all of article 68 Home Rule Petition. Dr. Boyce said he would send out the draft as soon as the corrections have been incorporated. The Work Group has also finished a parallel set of Board of Health Regulations which can be implemented more rapidly. New Business: No New Business. Comment: Mr. Rank noted that the scallops this year have small, pale gonads. Adjournment: The meeting adjourned at 5:05pm Next Meetings: November 2 and 16.
