HomeMy WebLinkAboutHSAB Minutes - May 18, 2010_201402051347400880Nantucket Harbor and Shellfish Advisory Board Minutes May 18, 2010 Town Annex Conference Room • Call to Order at 4:31PM: Members present Dr. Boyce (in the chair), Mr. Blount, Mr. Glowacki, Ms. McCrae, and Mr. Rank. Absent: Mr. Smith, Mr. Holdgate. From Marine Dept: Ms. Riley, Steve Heck. From the BOS: Mr. Willauer. Also present: Rick Atherton, Matt Herr, • Approval of Minutes: The minutes of the May 4 meeting were distributed, read and approved. • Chairman’s Report: Dr. Boyce reported that he had sent a letter to the Board of Selectmen requesting secretarial help to take the minutes and maintain the documents required under the new Open Meeting Law. Upon request, he read the letter to the Board (attached). In the meantime Mr. Fronzuto and Dr. Boyce will take notes and prepare minutes. • Marine Department Report: Spawning Cages: Spawning cages with adult scallops were deployed around the Harbor. These hold adult scallops in close proximity, and protected from predators, so that any spawn is likely to be successful. Spawning Cages are located at 2nd pier, UMASS Field Station, 3rd Bend, Pocomo East, McGoslin’s, 4th Bend. Spat Lines: Spat lines are being set out at the following places: 2 in the Chord of the bay opposite 2nd and 3rd Bend. Abram’s Rock, Folger’s Creek, Pocomo East. They augment the coverage maintained by the Maria Mitchell program. Boathouse: Temperature regulated water is now available in the brood stock conditioning room. Water Quality: Sampling began today at 8 sites within the Harbor Staff: Summer intern is Steve Heck, from Middlebury College. He was introduced to the Board. • Old Business: Election of Secretary/Treasurer: The election was laid on the table at the last meeting. There was no motion to take this matter up. The Board prefers to wait for a response from the Town regarding possible help. Ms. McCrea prefers to wait until we have full attendance. Open Meeting Law: Dr. Willauer will investigate the problem of several Board members serving on Boards of non-Town organizations. Goals: Dr. Boyce summarized what the Board accomplished last year. This year’s goals were discussed and unanimously approved as proposed. June 22 Meeting: The Board agreed unanimously to meet at the Boathouse on June 22. It is not handicap accessible. Dr. Willauer reported that a one-time meeting could take place if there were arrangements to provide some means of access, including carrying a wheel chair up the steps. Dr. Boyce agreed to provide a 4-wheel drive vehicle for access over the beach. 1 • New Business: Funding Request: Ms. Riley presented her request (attached) for funding of items needed for hatchery operations. After discussion, Mr. Glowacki moved (Mr. Rank seconded) that an amount of $3,725 from the propagation fund be authorized. The motion carried unanimously. • Next meetings: June 1 and 15, 2010. • Meeting Adjourned: 5:38 pm Respectfully submitted by Peter Boyce 2 Harbor and Shellfish Advisory Board Minutes of May 18, 2010 Attachments 3 May 13, 2010 To: Patty Roggeveen, Chair, Board of Selectmen Subj: Secretarial help for committees With the prospect of the increased record keeping mandated by the new Open Meeting Law facing us, we find it impossible to get any volunteers for the position of Secretary on the Harbor and Shellfish Advisory Board (HSAB). Already taking notes, listening to tapes, and typing up minutes in a way that captures the gist of the discussion is a time consuming business, taking as long or longer than the meeting itself. This is a lot to ask of working people. Additionally most of our members are not very adept with computers, and most do not feel up to the task of preparing minutes. Yet, the HSAB, along with other Town advisory committees and groups will be responsible for very much upgraded record keeping after July 1 when the new law comes into effect. Failure to have the appropriate records will open the Board (and the Town) to liability issues. At the very least, decisions, duly made, can be set aside for lack of adequate documentation. We see this as a major problem in the future, and ask that the Town supply someone who can take effective notes and produce adequate minutes, and who will also be in charge of maintaining the archive of agendas, minutes, and documents as required by the new law. We at HSAB hope that you can provide us with some relief on this issue soon. Propagation efforts are currently in progress but will be limited and risky unless some essential back-up equipment is purchased. The table below details the equipment needed, it is important to note that each item on the list is a one time purchase and should last for 3+ years. Blower) $585 4 Chiller $1200-$1500 5 Algae filters (.45 um) $140 6 Spat Bags Totals $3125-$3725 • All prices are “estimations” and vary according to vendor and delivery options Priority Descriptions 1. Electric pressure cookers/ autoclaves are essential for maintaining the sterility of primary algal cultures to allow for continuous culture all year round. The electric option will allow for “sterilization” to be done at the boathouse without the use of a stove. 2. Main water supply pump is a 2-HP Jacuzzi pump. There is currently no back-up. 3. In order to aerate the algae, broodstock, and larval tanks: a larger blower will be needed to accommodate the increased volume of water associated with production. 4. In order to culture shellfish larvae, the water temperature must be able to be controlled, heat in the winter and chiller for the summer. I have two heaters that will work to accommodate for the heating portion. 5. These filters are designed to filter the air prior to aerating algal cultures: due to the amount of dust and mold that has accumulated over the years, this can only help the health and densities of the cultures.
