Minutes April 22, 2010
Town Annex Conference Room
• Call to Order at 4:31PM: Members present Dr. Boyce (in the chair), Mr. Glowacki, Mr. Rank, and
Mr. Smith.
From Marine Dept: Ms. Riley. From the BOS: Mr. Willauer.
• Approval of Minutes: The minutes of the April 6 meeting were distributed. As there were no
corrections, they are assumed to be approved.
• Chairman’s Report:
Dr. Boyce noted that with so few members present it would perhaps be better to postpone the
election of officers until more of the Board could be present. The Board agreed unanimously to
postpone the election until the next meeting.
• Marine Department Report:
Scallop Harvest: The commercial scallop harvest, including the extended season, was 18,135
bushels. The scallops were small toward the end of the season, with an average yield of 5.5
pounds/bushel in Madaket and 6.5 pounds per bushel in Town.
Propagation Efforts: 500 adult scallops were sent to the Milford Lab for conditioning and
spawning.
Boathouse: Ms. Riley asked that a meeting of the HSAB not be held in the Boathouse until later
in the year. The Board agreed that early fall might be a better time to meet in the Boathouse.
• Old Business:
Conflict of Interest Legislation: Dr. Boyce reported a brief conversation he had had with Town
Counsel Mr. DeRensis in which Mr. DeRensis recommended that the Home Rule Petition as
originally written provided a blanket protection and that adding the suggested wording weakened
the protection for the fishermen. Mr. DeRensis opined that adding the wording would not
seriously affect the chance for passage. Dr. Boyce apologized to the Board for misunderstanding
the emails he received and suggested that the Board might like to vote to reconsider the vote from
the last meeting. The Board agreed and voted unanimously to reconsider the vote and bring the
item up for discussion at the next meeting. The vote was 3 for, 0 opposed, and 1 abstention – Mr.
Glowacki noted that he had not been part of the previous discussion and would therefore abstain.
• New Business: No new business
• Next meeting: May 4, 2010 The agenda will include election of officers, consideration of goals
for the coming year, and a presentation of the Town’s scallop propagation plans.
