The meeting took place in the Court Room, Town and County Building, 16 Broad Street, Nantucket, MA 02554. Members of the Commission present were Rick Atherton, Brian Chadwick, Michael Kopko, and Patricia Roggeveen. Whiting Willauer was absent. Chairman Chadwick called the meeting to order at 9:02 PM following meetings of the NRTA Advisory Board, Board of Health, and Board of Selectmen. ELECTION OF OFFICERS Chairman Chadwick opened the floor to nominations. Mr. Kopko nominated Mr. Chadwick for chairman and Mr. Atherton for vice chairman. Both Mr. Chadwick and Mr. Atherton accepted the nominations. So voted by acclimation. ANNOUNCEMENTS None. PUBLIC COMMENT None. APPROVAL OF MINUTES, WARRANTS AND PENDING CONTRACTS Approval of Payroll and Treasury Warrants for April 2010. The payroll and treasury warrants for April 2010 were approved by unanimous consent of the meeting. PUBLIC HEARINGS Public Hearing to Consider Taking by Eminent Domain the Fee Simple Title to Portions of Certain Easements Along the North Side of Cliff Road from Crooked Lane to Sherburne Turnpike Pursuant to MGL Chapters 79 and 82. Chairman Chadwick opened the public hearing. Planning Director Andrew Vorce spoke in favor of the actual taking as well as continuing the hearing. Mr. Kopko moved to continue the public hearing to 26 May 2010; Mr. Atherton seconded. All in favor, so voted. Public Hearing to Consider Discontinuance of All or Portions of South Road (1933 Layout) aka New South Road, Pursuant to MGL Chapter 82. Chairman Chadwick opened the public hearing. Mr. Vorce noted he has received an email (attached) from Attorney Whitney Gifford, representing the Nantucket Conservation Foundation, which he read into the record and which objected to the discontinuance of South Road. Mr. Vorce requested that the Commissioners close the public hearing and reschedule a second public hearing for 26 May 2010 to allow his office to work out any issues with the Conservation Foundation. Mr. Kopko moved to close the public hearing; Ms. Roggeveen seconded. All in favor, so voted. Richard Cooper asked if land is being put aside for mitigation purposes for the layout of the roads. Mr. Vorce answered affirmatively. Public Hearing to Consider the Layout of Industrial Road and Trap House Road, Pursuant to MGL Chapter 82. Chairman Chadwick opened the public hearing. Mr. Vorce spoke in favor of the layout of Industrial Road and Trap House Road. No one spoke in opposition. Chairman Chadwick closed the public hearing. Mr. Kopko recommended the Commission change the names of the proposed roads as follows: Industrial Road to Industry Road and Trap House Road to Shadbush Road. Mr. Vorce said that Industry is on a list of road names kept by the Planning Board and that he has no 1 2 objections to the suggested name changes. Mr. Kopko moved to approve the layout with the roads renamed as discussed; Mr. Atherton seconded. All in favor, so voted. OFFICIAL BUSINESS Planning Office: Request for Acceptance of Deed from Town of Nantucket for Land for Industrial Road and Trap House Road. Mr. Kopko moved to accept the deed from the Town as presented; Mr. Atherton seconded. All in favor, so voted. Vaughan, Dale, Hunter, Stetina, and Beaudette, PC: Request for Assent to Land Court Petition Regarding 73 Monomoy Road, Nantucket. Lori D’Elia of Vaughan, Dale, Hunter, Stetina, and Beaudette, PC spoke in favor of the request. Ms. Roggeveen moved to approve the assent to the Land Court petition regarding 73 Monomoy Road; Mr. Kopko seconded. All in favor, so voted. COMMISSIONERS REPORTS/COMMENTS 2010 - 11 Representative Appointments. Mr. Atherton agreed to continue to be the County representative to the Nantucket Planning and Economic Development Commission (NP&EDC). It was agreed by the Commission to leave the Pilgrim RC&D representative open to see if any citizens are interested in serving in that capacity. The meeting was unanimously adjourned at 9:17 PM.
