The meeting took place in the Court Room, Town and County Building, 16 Broad Street, Nantucket, MA 02554. Members of the Commission present were Rick Atherton, Brian Chadwick, Michael Kopko, Allen Reinhard, and Patricia Roggeveen. Chairman Chadwick called the meeting to order at 6:02 PM. ANNOUNCEMENTS None. PUBLIC COMMENT None. APPROVAL OF MINUTES, WARRANTS AND PENDING CONTRACTS Approval of Minutes of 23 September 2009 at 6:00 PM. The minutes of 23 September 2009 at 6:00 PM were approved by the unanimous consent of the meeting. Approval of Payroll and Treasury Warrants for October 2009. The payroll and treasury warrants for the month of October 2009, with the exception of three items for the Nantucket County Sheriff which were tabled pending further information, were approved by unanimous consent of the meeting. OFFICIAL BUSINESS Council for Human Services: Request for Endorsement of National Counties of America (NACO) Prescription Discount Card Program. The matter was tabled pending further information. Revision to FY 2010 County Budget. County Manager C. Elizabeth Gibson explained that the County Commission approved the FY 2010 county budget a few months ago, some revisions occurred thereafter and subsequently, the sheriff takeover legislation transpired and the Department of Revenue (DOR) asked the County to wait to submit its budget to allow some transitional issues to be addressed. The DOR has since contacted the County saying the County budget can now be submitted. Ms. Gibson said a major change to the budget since it was last approved is a significant decline in deeds excise revenue, noting the original projection was $1,000,000 and that number is decreased to $600,000 due to a significant decline in the volume of real estate transactions. She said as a result, County spending must be significantly curtailed, with some items being reduced or eliminated. Ms. Gibson added that the budget still includes a $700,000 appropriation from the County Deeds Excise Corrections Funds for the new police station. Mr. Atherton asked what type of County spending is affected. Ms. Gibson said that land takings, recordings, appraisals, surveys, and certain legal and professional services relating mostly to bike path and road takings. Mr. Atherton then inquired about the amount of this activity; Ms. Gibson said it is in the range of $100,000. A discussion among Commission members followed. Mr. Atherton moved to approve the revision to the FY 2010 County budget; Mr. Reinhard seconded. All in favor, so voted. COMMISSIONERS REPORTS/COMMENTS None. The meeting was unanimously adjourned at 6:10 PM. Approved the 21st day of July, 2010. 1
