The meeting took place in the Court Room, Town and County Building, 16 Broad Street, Nantucket, MA 02554. Members of the Commission present were Rick Atherton, Brian Chadwick, Michael Kopko, Allen Reinhard, and Patricia Roggeveen. Chairman Chadwick called the meeting to order at 6:30 PM. ANNOUNCEMENTS None. PUBLIC COMMENT None. COMMISSIONERS REPORTS/COMMENTS Nantucket County Sheriff: Request for Reimbursement for Claim of Unused Sick and Vacation Time. Chairman Chadwick noted the Commissioners have received a letter from the Sheriff’s counsel asking for the request to be tabled with no date to continue. Update as to Execution of Letter Agreements with Sheriff for County Funding Commitments (continued from 25 March 2009). Chairman Chadwick said Sheriff Bretschneider signed a letter of commitment supporting the construction of a new police station to be located at 2 Fairgrounds Road with a commitment of corrections deeds excise funds for a portion of the expected debt service through the life of the authorized bond. Chairman Chadwick read the letter aloud and thanked the Sheriff for signing the agreement, noting it was important for both the County and the Town. County Manager C. Elizabeth Gibson said a Memorandum of Agreement (MOA) has been drafted between the County and the Town to allow an annual grant up to $250,000 from corrections deeds excise funds to the Town for the life of the new police station debt service. Ms. Gibson said that the MOA has been reviewed by counsel and that the document is required by the state County Government Finance Review Board. Mr. Atherton moved to execute the MOA with the Town to transfer County deeds excise funds to the Town; seconded by Mr. Reinhard. All in favor, so voted. Chairman Chadwick indicated that the MOA needs to be voted on by the Board of Selectmen as well. Discussion of Road Surface for South Cambridge Street in Connection with Major Commercial Development. Leslie Snell, Senior Planner at the Planning Office representing the Planning Board, said that during discussions with Island Racquet Club, which is proposing a facility off of South Cambridge Street, an issue came up regarding paving the unpaved portion of the road due to concerns about dust, noise, and concerns that club members would use Long Pond Drive as a cut through. Ms. Snell explained a request for the Town Manager to sign the Conservation Commission Notice of Intent (NOI) for the applicant to resurface a portion of South Cambridge Street. She clarified that the authorization does not mean the County Commissioners endorse the plan. Attorney Paul Jensen, representing families in the neighborhood, said the vast majority of the neighborhood is not in favor of paving South Cambridge Street. Attorney Jeff Stetina, representing the applicants, said Island Racquet Club is not for or against paving; they are submitting an application to the Conservation Commission at the request of the Planning Board to explore the option. He said it was never the intent to pave the road. Mr. Reinhard moved to authorize the Town Manager to sign the NOI; seconded by Ms. Roggeveen. So voted. Mr. Atherton abstained. The meeting was unanimously adjourned at 6:45 PM. Approved the 27th day of May, 2009.
