Minutes of the Meeting of 13 August 2008 at 6:00 PM. The meeting took place in the Town and
County Building, 16 Broad Street, Nantucket, MA 02554. Members of the Commission present
were Brian Chadwick, Patricia Roggeveen, Rick Atherton, Allen Reinhard and Michael Kopko.
Chairman Chadwick called the meeting to order at 6:10 PM, following a meeting of the Nantucket
Regional Transit Authority.
Approval of Payroll and Treasury Warrants for August 2008. The payroll and treasury warrants for
August 2008 were approved by the unanimous consent of the meeting.
Public Hearing Pursuant to Section 2.5 of County Charter to Consider Acceptance of Grant of
Easement from Nantucket Islands Land Bank at 81 Milestone Road for Nobadeer Farm Road
Bicycle Path. Chairman Chadwick opened the hearing and asked if any individual was present who
wished to speak in favor of the easement. Planning Director Andrew Vorce explained the purpose
of the easement and spoke in favor, commending Transportation Planner Mike Burns for his work
in obtaining this easement. As no individual was present to speak in opposition, Chairman
Chadwick closed the hearing. Mr. Reinhard, pursuant to section 2.5 of the County Charter, moved
to accept a grant of easement from the Nantucket Islands Land Bank at 81 Milestone Road for the
Nobadeer Farm Road Bicycle Path; seconded by Mr. Atherton. So voted unanimously.
Public Hearing Pursuant to Section 2.5 of County Charter to Consider Grant of License from
County to Nantucket Electric/National Grid at 109 Washington Street Extension for Utility Service
Purposes. Chairman Chadwick opened the hearing and asked if any individual was present to
speak on the license and Tim Shea, representing the Great Harbor Yacht Club, spoke in favor and
explained that, as part of the Planning Board requirements for Great Harbor Yacht Club, the utilities
are to be placed underground which is what necessitates this request. As no individual spoke in
opposition, Chairman Chadwick closed the hearing. Mr. Atherton moved to approve a grant of
license from the County to Nantucket Electric/National Grid for utility service purposes at 109
Washington Street; seconded by Mr. Reinhard. So voted unanimously.
Request for Determination as to Financial Interest of Steamship Authority Representative Pursuant
to MGL c. 268A, s. 6. Town Manager C. Elizabeth Gibson explained the reason for the
determination noting it relates to Mr. Ranney’s personal financial interests and potential conflict
with his role as Nantucket representative on the Steamship Authority. Ms. Gibson also disclosed
that Mr. Ranney is her father. Discussion followed on the matter and Mr. Kopko moved to
determine that Mr. Ranney’s interest is not so substantial as to be deemed likely to affect the
integrity of his services to the Steamship Authority and to exempt Mr. Ranney from MGL chapter
268A, section 6; seconded by Ms. Roggeveen. So voted. Mr. Atherton and Chairman Chadwick
were opposed.
The meeting adjourned at 6:30 PM.
