HomeMy WebLinkAboutCPC Minutes - 12 20 2011_201402061428502533 MEETING MINUTES COMMUNITY PRESERVATION COMMITTEE Tuesday December 20, 2011 3:15PM Community Room of the Public Safety Building, 1st Floor 4 Fairgrounds Road Conference Room Nantucket, Massachusetts Present: Ken Beaugrand, Chairman; Rich Brannigan, Vice Chair; Dave Larivee; Bob DeCosta; John Brescher; Barry Rector; Mark Voigt (3:40), Neville Richen and Glena Stokes-Scarlett (Administrator’s) Call to Order: Mr. Beaugrand called the meeting to order at 3:15 PM Approval of Agenda: Mr. DeCosta made a motion to approve the agenda which was seconded by Mr. Rector. Carried. Approval of Minutes: November 15, 2011, Motion to approve was made by Mr. Rector and seconded by Mr. Brescher. Carried. Correspondence: Mr. Brannigan stated that he will respond to the letter from Two Center Street Preservation Project regarding their request for donations for painting the façade and pillars. Mr. Brannigan stated that he will advise them of the monies of $166.00 and $1,112.00 in their account which can be used toward this work as long as it fall within the scope of their prior applications. Mr. Brannigan made the motion which was seconded by Mr. Larivee. Carried. Guest: Melissa Murphy from the Dreamland Foundation stated that Mr. Voigt, Mr. Brannigan and Mr. DeCosta toured the building today. She also stated that the trusses in the building which represents the Old Quaker Meeting House are back in the building in their natural forms with marking made by various workmen who have worked on this building over the years and are a natural part of the historic fabric of the building. A motion was then made by Mr. Rector and seconded by Mr. Larivee to accept the Dreamland Preservation Restriction. A positive vote followed. Fund Requisitions: Mr. DeCosta made a motion to approve fund requisitions a-h, which was seconded by Mr. Rector. a. A.A.N. Permanent Collection Restoration/Williams $1,920.00 FY11 b. 2nd Round Public Access to Open Space & Recreational Resource Fund/DeCosta $19,393.41 FY10 c. 1st Round Public Access to Open Space & Recreational Resource Fund/DeCosta $1,781.25 FY10 d. 1st Round Public Access to Open Space & Recreational Resource Fund/DeCosta $9,976.10 FY10 e. 2nd Round Public Access to Open Space & Recreational Resource Funds/DeCosta $500.00 FY10 f. Nantucket Rental Assistance/Beaugrand $12,738.53 FY12 g. Sachem’s Path/Larivee $24,233.32 FY12 h. Housing Nantucket House Recycling/Moore $13,540.72 FY13 Motion Carried. Mr. Brannigan made a motion to approve fund requisition i. (National Historic Landmark Update), and seconded by Mr. Rector. Mr. Beaugrand abstained from this vote. i. National Historic Landmark Update/Voigt $8,240.00 FY08 Motion Carried. Old Business: Mr. Beaugrand inquired about the $50,000 being held in the Try Works account and as to whether Mr. Rector had contacted Behavioral Services regarding these monies being returned back to the CPC to which Mr. Rector responded that he was waiting for the letter to come to the CPC. Mr. Rector and Mr. DeCosta will follow up on this at the January 17, 2012 meeting. New Business: Mr. Beaugrand informed us that Town Counsel stated that technically the CPC by Law Amendment of 2001 need to be modified and strength. Mr. Beaugrand will follow up with Town Counsel regarding the warrant article concerning CPC members and their appointments. Mr. DeCosta stated that Lauren Goldberg will be at the January 17, 2012 meeting to answer and address these issues. Mr. Brannigan stated the he and Mr. Beaugrand met with Fin Com for two hours. He also stated that Giselle Gauthier from Housing Assistance and Dick Webb from Park and Recreation Nobadeer Field Project joined them. Much of the focus was on our revenue source and how we reached our conclusion on funding... They also discussed processes, policies and designated reserves. Mr. Beaugrand stated that there they had good conversations with Fin Com; they asked difficult questions and Ms Gauthier’s and Webb’s answers were well thought out. While not voting, there were no reservations as to our recommendations. Mr. Brannigan stated that he received emails regarding other projects, and had also heard and read comments regarding the CPC warrant article. He stated we may want to suggest to the applicants that they invite Giselle Gauthier and Dick Webb to Town Meeting. Additionally, Mr., Brannigan reported on his meeting with the Land Bank held December 13th. The meeting focused on the Nobadeer Field Project specifically the synthetic turf field. The discussion was centered on the environmental impact f the field and the CPC is expecting a positive endorsement from the Land Band and Comm. Bob Gardner in Feb. Other Business: Mr. Larivee asked about remote access at meetings. Mr. DeCosta stated the Town may adopt some remote access, but it’s still being discussed. Adjournment: Motion was made by Mr. Brannigan at 4:15 and 2nd by Mr. Voigt. The next regular meeting will be held on Tuesday, January 17, 2012 in the Community Room of the Public Safety Building located on 1st floor at 4 Fairgrounds Road, Nantucket, MA.
