BEAUGRAND CALLED THE MEETING TO ORDER AT 3:20 AND WELCOMED BACK MR. LARIVEE. APPROVAL OF AGENDA: AFTER ADDING THE SOBER HOUSE UNDER OLD BUSINESS THE AGENDA WAS APPROVED AFTER A MOTION BY MR. DE COSTA WHICH WAS SECONDED BY MR. MOORE. APPROVAL OF MINUTES: OCTOBER 18, 2011 Motion by Mr. DeCosta seconded by Mr. Brannigan. CORRESPONDENCE: MR. BRANNIGAN READ A LETTER OF THANK YOU FROM THE NANTUCKET HISTORICAL ASSOCIATION TO THE CPC FOR ITS FUNDING OF THE ‘GREATER LIGHT PROJECT’. GUEST: NO FUND REQUISITIONS: A MOTION WAS MADE BY MR. BRANNIGAN READ A LETTER SENT TO HIM BY PAMELA MERIAM REGARDING THE SOBER HOUSE: Dear Rick, I am writing on behalf of Libby Gibson, who has asked me to follow up on the current discussion surrounding the future of 47 Boulevard, aka The Sober House property. As I am sure you are aware, CPC funding was used for the purchase of the Sober House building in 2004- 2005. Effective this Saturday, the last client/resident of the Sober House will move out and Family and Children’s Services will end the program there. Housing Nantucket is interested in assuming the land lease for this property and use the two dwellings as Affordable Housing. This would be a different use than currently is in the land lease, and an addendum can be made in the lease with the Town to address this. The concern that I direct to you is this: does CPC have an issue/concern with transferring the agreed upon purpose of the property from housing for folks with mental disability and/or in need of substance recovery to Affordable Housing? Housing Nantucket has a family in need of housing effective December 1, 2011 and is hoping to make 47 The Boulevard a home for these folks. I know you, alone cannot make this decision and also know that Ken Beaugrand is the chair, but he is away this week. If you could get back to me with any input at all, it would be greatly appreciated. Thank you for any response you can offer at this time. RECTOR WHO IS THE PROJECT MANAGER. MR. DECOSTA SAID THE BOS IS CONSIDERING AMENDING THE LEASE SO THAT THIS REQUEST COULD TAKE PLACE, AND WOULD ALSO REQUIRE HOUSING NANTUCKET TO INCLUDE A RESERVE FUND FOR MAINTENANCE. IT WAS ALSO MENTIONED THAT THE CPC WOULD HAVE TO GET THE $50,000 (WHICH IS STILL IN THE ACCOUNT) RELEASED AND PUT INTO HOUSING RESERVES. MR. RECTOR SAID THE CPC AND BOS SHOULD CHECK WITH TOWN COUNSEL TO MAKE SURE THAT ALL OF THIS CAN BE DONE. AFTER FURTHER DISCUSSION UPON WHICH THERE WAS MUTUAL AGREEMENT, MR. RECTOR MADE A MOTION TO HAVE TOWN COUNSEL CONFIRM THAT SUCH USE IS WITHIN THE SCOPE OF THE AFFORDABLE HOUSING USAGE IN THE ORIGINAL GRANT AND ADVISE US AS TO WHAT CHANGES NEEDED TO BE MADE TO THE LEASE TO ACCOMPLISH THIS AFFORDABLE HOUSING USE. THE MOTION WAS SECONDED BY MR. BRANNIGAN AND PASSED UNANIMOUSLY. A SECONDED MOTION WAS MADE TO HAVE BEHAVIORAL SERVICES RELEASE THEIR NEED FOR THE $50,000 LEFT IN THE CPC ACCOUNT BACK TO THE CPC SO THAT THE CPC CAN SUBMIT A WARRANT FOR TOWN MEETING, TO TAKE THE FUNDS BACK. THIS MOTION WAS SECONDED BY MR. MOORE AND PASSED UNANIMOUSLY. THE CHAIRMAN THEN DIRECTED MR. RECTOR TO GET IN TOUCH WITH BEHAVIORAL SERVICES TO REQUEST THE LETTER FOR THE RELEASE OF THESE FUNDS. NEW BUSINESS: OTHER BUSINESS: MR. BEAUGRAND SPOKE ON THE TIMELY WORK DONE BY TOWN COUNSEL REGARDING BOTH THE BOND ISSUE FOR THE PLAYING FIELDS AND THE HUNTING ASSOCIATION GRANT; AND THE THANK YOU LETTER HE THEN SENT TO MS GIBSON. Dear Libby – So often all that gets sent forward about town activates are complaints. I would like to express my appreciation for the excellent work down by town counsel, Lauren Goldberg in connection with the CPC warrants for town meeting. She responded to the short timeframe that had evolved with respect to the two opinions necessary for two of the articles for the town meeting warrant and worked late into the evening on the day before the holiday to get the opinion to me so that I could finish the warrant articles and get the necessary signatures for the filings required by today. Thank you and the town administration for facilitating this with town counsel and major kudos to Lauren Goldberg for her help to the CPC this year. All the best, Ken as Chair of the CPC.
