DELIBERATIONS FOR FUNDING FOR FY ‘13
4 Fairgrounds Road, 1st Floor, Nantucket, MA
SESSION ONE
At the meeting we had vice chair, Rich Brannigan, Ken Beaugrand, Chair, Barry Rector, Channing Moore,
Bob DeCosta, Linda Williams (arrived 2:09 PM), Mark Voigt (arrived 2:11)
Vice Chair Rich Brannigan called the meeting to order at 2:06 PM. The agenda was approved by all.
After which each proposal was taken in the order that it was presented to the committee during the
interviews.
1. HOUSING ASSISTANCE CORPORATION: SACHEM’S PATH INFRASTRUCTURE
FUNDING/$1,100,000.00…….LARVEE……COMMUNITY HOUSING.

A motion was made to consider for funding by Mr. Moore, second by Mr. Rector. Ms. Williams
stated for the record that she is a member of the Housing Authority. After discussion Ms.
Williams made a motion to keep this project in for a final vote and it was second by Mr. Rector.
It was a positive vote by all with 7 yes’s and 0 no.
2. HABITAT FOR HUMANITY:LOT 17 ON SACHEM’S
PATH/$250,000.00……..BEAUGRAND….COMMUNITY HOUSING

A motion to consider was made by Mr. Beaugrand, 2nd by Mr. DeCosta. The vote to keep it in
was positive 7 yes’s and 0 no.
3. NANTUCKET INTERFAITH COUNCIL:NANTUCKET RENTAL ASSISTANCE PROGRAM
/$115.000.00……….BEAUGRAND…….COMMUNITY HOUSING

A motion to consider was made by Ms. Williams, 2nd by Mr. Beaugrand. The vote to keep it in
was positive7 yes’s and 0 no.
4. NANTUCKET LAND COUNCIL, INC.: OPEN SPACE PRESERVATION AT 120 & 124 HUMMOCK POND
ROAD/$400,000.00………………….OPEN SPACE

A motion to consider made by Mr. Beaugrand, 2nd by Ms. Williams. Mr. Rector re‐cused himself
because he lives in close proximity. After a long discussion a vote was taken to keep it in, there
was a 3 yes (Beaugrand, Voigt, Williams) and 3 no (Brannigan, Moore, DeCosta).
This motion did not carry.
5. HOUSING NANTUCKET:AFFORDABLE RENTAL HOUSING‐CAPITAL & ROUTINE
MAINTENANCE/$240,000.00………MOORE……..COMMUNITY HOUSING

A motion to consider for funding was made by Ms. Williams, 2nd by Mr. Moore. There was a
discussion as to whether or not CPC funds can be used for maintenance etc.. A vote to keep it in
to consider for funding was made and the vote was 7 yes’s and 0 no.
6. TON PARK AND REC: NOBADEER FIELD PROJECT FIELD HOUSE/$385,000.00…………WILLIAMS
…..OPEN SPACE.
A motion was made to consider by Ms. Williams and 2nd by Mr. DeCosta.
No discussion the vote was taken to consider for funding 7 yes’s and 0 no.
7. TON PARK AND REC: NOBADEER FIELD PROJECT SYNTHETIC TURF
FIELD/$1,100,000.00…….WILLIAMS…….OPEN SPACE.

A motion was made to consider for funding was made by Ms. Williams, 2nd by Mr. Beaugrand.
During discussion the question was asked was it possible to fund part of this project and also
there was concern about the synthetic turf. After which a vote was taken to leave it in there
was 5 yes (Rector, Brannigan, Beaugrand, DeCosta, Williams) and 2 no (Moore, Voigt).
8. NANTUCKET FIREMAN’S ASSOCIATION: 1937 LaFRANCE PUMPER FIRE
TRUCK/$160,000.00……….MOORE.

A motion to consider for funding made by Ms. Williams, 2nd by Mr. DeCosta. After a brief
discussion Mr. Moore stated his concerns about funding such a project. A vote was taken to
consider for funding and there were 5 yes (Williams, Brannigan, DeCosta, Beaugrand, Voigt)
and 2 no (Rector, and Moore).
9. NANTUCKET MARIA MITCHELL ASSOCIATION: CONSERVATION AND RESTORATION OF THREE
HOSTORIC WROUGHT IRON FENCES/$241,050……………..RECTOR……….HISTORIC PRESERVATION.

A motion to consider was made by Ms. Williams, 2nd by Mr. Rector. Mr. Moore disclosed that he
is on the Board for Prospect Hill. A vote was taken to consider for funding and there were 6 yes
and 1 re‐cused (Channing).
10. NANTUCKET HUNTING ASSOSIATION: NANTUCKET SHOOTING PARK‐CONSERVATION
MANAGEMENT PLAN/412,650.00…………… OPEN SPACE. CONTACT: STEVEHOLDGATE‐325‐4224
A motion was made to consider by Mr. Beaugrand, 2nd by Mr. Rector. The vote for funding was
7 yes and 0 no.
11. TON‐AHTF: 7 SURFSIDE ROAD/333,000.00………….LARIVEE………….COMMUNITY HOUSING.
A motion to consider was made Ms. William and 2nd by Mr. Rector.
Ms. William stated for the record that she is a member of the Affordable Housing Trust Fund,
Planning Board, Planning Commission, and Housing Authority. Mr. DeCosta stated for the
record that he is a member of the Affordable Housing Trust Fund. Mr. Rector stated for the
record that he is a member of the Planning Commission and Planning Board.
A vote was taken to consider for funding. The vote was 7 yes’s and 0 no.
12. TON‐AHTF: HOUSE RECYCLING /$275,000.00.…………………….LARIVEE…………….COMMUNITY
HOUSING.
A motion was made to consider by Ms. Williams and 2nd by Mr. Voigt. Mr. DeCosta that in a
discussion with the town manager she was unaware of any deal with the town to purchase the
property or move the house. He was wondering if this was one we may fund and the money sits
in the account for awhile. One of his concerns was that Housing Nantucket has a lot of money
to move houses that they are sitting on, so I would like to see collaboration between AHTF and
Housing Nantucket to see if they can work together. After a brief discussion a vote was taken to
keep it in for funding and there were 3 yes (Rector, Williams, Brannigan) and 3 no (DeCosta,
Voigt, Channing). Mr. Beaugrand left prior to the vote.
This motion did not carry.
13. TON‐AHTF: AMNESTY AND ACCESSORY UNITY (AU) CREATION
PROGRAM/$450,000.00……LARIVEE…..COMMUNITY HOUSING.

A motion was made to consider by Ms. Williams, 2nd by Mr. Rector. A vote was taken to keep in
for funding FY13 and the vote was 0 yes and 6 no.
This motion did not carry.

Next hearing for deliberations funding FY13 will take place at 4 Fairgrounds Road, 1st Floor on Monday
October 24, 2011 from 2:00 – 5:00 PM.
