HomeMy WebLinkAboutCPC Minutes - 10 14 2011_201402061428491908 MEETING MINUTES MEETING WITH APPLICANTS FOR FY13 FUNDING COMMUNITY PRESERVATION COMMITTEE Friday, October 14, 2011, 2 – 4 PM Community Room of the Public Safety Building, 1st Floor 4 Fairgrounds Road Conference Room Nantucket, Massachusetts 2:00 – 2:30 Chairman Beaugrand called the meeting to order at 2:04 PM. CPC members present are Ken Beaugrand, Chairman; Richard Brannigan, Vice Chair; John Brescher, Bob DeCosta, Linda Williams, and the Administrator Neville Richen. The Chairman welcomed Anne Kuzspa from Housing Nantucket to the meeting and she introduced the President of their Board, Paul Wolf. Ms. Kuzspa briefed the committee on the mission statement of Housing Nantucket…providing affordable housing for Nantucket residents. She was asked to give a breakdown of monies between a 1, 2, 3 bedroom house which she did. And that information was also provided in the grant proposal package. And after a brief discussion the Chairman directed Mr. Richen, Administrator to call the community preservation coalition and ask them if CPC monies can be used to fund for maintenance of appliances (ie. stove, refrigerator etc.)  Mr. Richen called the coalition Mon. Oct. 17, 2011 at 9:50 AM and posed the question to Cathy of CPC monies being used to fund maintenance of appliances. Her response is no CPC funds can be used for appliance maintenance. Please refer to tape #1 titled Housing Nantucket, Affordable Rental Capital, dated October 14, 2011 2:30 – 3:30 Chairman Beaugrand called the meeting to order at 2:30 PM. CPC members present are Ken Beaugrand, Chairman; Richard Brannigan, Vice Chair; John Brescher, Bob DeCosta, Linda Williams, Mark Voigt, and the Administrator Neville Richen. The Chairman welcomed Jimmy Manchester from Park and Recreation (the Nobadeer Field Projects) to the meeting and asked him to introduce his members. Mr. Manchester introduced Diane O’Neal – Town Procurement Officer and Jim Webb – CHA Sports/Construction Administrator. Mr. Beaugrand, informed Jimmy that we would be taking his presentations in sequence. Mr. Manchester chose to do the Field House Project first. Mr. Manchester was asked if this money was for building the field house only, to which he replied yes. The question was also asked where the money was going to come from to maintain the building in the future, since CPC monies cannot be used for Open Space maintenance. To which he answered that it was going to come from the Town of Nantucket’s budget. Rich Brannigan spoke briefly on how impressed he was with the new fields and encouraged the committee members to go by the fields and see the work being done. The Committee then moved onto the second part of the Park and Recreation request, which dealt with the synthetic turf for the new field. Mr. Manchester them introduced Dick Webb to speak on this. Mr. Webb brought some samples of turfs for the committee to see along with a mock up sample of how it would look in the ground. Emphasizing “artificial turf is not for NO maintenance but LOW maintenance”. He was asked about the results of a study that was made by the DEP on artificial fields, which he did not have in his possession but told the committee that they could go on the DEP website under the artificial turf title and get the results of that study if they wished. Mr. Voigt asked the question, if this project needed an HDC approval which was not answered but he felt it needed to be looked into by the applicant. CPC members present are Ken Beaugrand, Chairman; Richard Brannigan, Vice Chair; John Brescher, Bob DeCosta, Linda Williams, and the Administrator Neville Richen. The Chairman welcomed Nelson Eldrige from Nantucket Fireman’s Association to the meeting. He asked Mr. Nelson to take 5 – 10 minute to present his project. Mr. Eldrige then gave a brief history of the 1937 LaFrance Pumper Fire Truck and how the truck became the possession of the Fireman’s Association. After some discussion Mr. Eldrige was asked if the work that needs to be done on the truck can be done in stages and what monies will be needed to accomplish this. He was instructed to go back to the company doing the work on the truck to get this answer and bring it back to the committee no later than the 20th of October.
