HomeMy WebLinkAboutCPC Minutes - 10 12 2011_201402061428490971 MEETING MINUTES MEETING WITH APPLICANTS FOR FY13 FUNDING COMMUNITY PRESERVATION COMMITTEE Wednesday, October 12, 2011 2:00 PM Community Room of the Public Safety Building, 1st Floor 4 Fairgrounds Road Conference Room Nantucket, Massachusetts 2:00 – 3:00 Chairman Beaugrand called the meeting to order at 2:10 PM. CPC members present are Ken Beaugrand, Chairman; Richard Brannigan, Vice Chair; Channing Moore, John Brescher, Bob DeCosta and the Administrators Neville Richen and Glena Stokes-Scarlett. The Chairman welcomed Gisele Gauthier from Housing Assistant Corp., Thomas Hartman from Coldham and Hartman Architects and Renee Ceely from NHA. Ms. Gauthier gave a brief history of Sachem’s Path, how it came about and where they are with the application process (mentioning that this application is for the infrastructure) and after being asked gave a timeline on completion of this phase of the project. She did mention that there has been a slight change in the plan and brought additional materials that reflect the changes. She also mentioned having to deal with the endangered species and the moth there on the site. Mr. Beaugrand mentioned Linda Williams and Mark Voigt joining the meeting at 2:15PM. Pardon the interruptions. Ms. Gauthier continued stating that after this phase they should be able to start building homes a year from now and she also mentioned that Cape Cod 5 and Rockland Trust as an organization said they will be happy to work them, (Housing Assistance Corporation) to assist them in any way possible. Additional information that was asked for was cost of the project if part of it had to be cut. Please refer to tape #1 titled Housing Assistance Corp, Sachem’s Path dated 10/12/11 for more information on this meeting. 3:00 – 3:30 Mr. Beaugrand opened this session by introducing the CPC members , Richard Brannigan, Vice Chair; Channing Moore, John Brescher, Bob DeCosta, Linda Williams. He welcomed Tom Richards from Habitat for Humanity and asked him to introduce his Board members that were with him. Mr. Richards then introduced Terry Anne Vigil, Louis Gennaro. He also mentioned that John Brescher (a CPC member) is also a member on their Board and provides legal advice. And Rob Anderson He thanked the committee for support in the past and for the opportunity to speak to them again today on this new application. He spoke on the success of the program in the Nantucket community and also of the opportunity given them by the Housing Assistance Corporation who provided them with a building lot in their Sachem’s Path project. He welcomed Janis Carreiro from NRAP and asked her to introduce the Board members that were with her. She introduce Georgia Anne Snell andTerry Anne Vigil who mentioned that she has been involved in the program since its inception and expressed the gratitude they have for the presence of Ms. Carreiro in this organization. In speaking on the NRAP program, Ms. Carreiro was asked by Mr. DeCosta what percentage received for the CPC was being used for salaries and she explained that it was a small percentage being used from the CPC funds as well as other sources of funds to make up salary but it all amounted to a small amount of each area and most of the funds they get always go to the program itself. She volunteered more information on this which she will bring to the office of the CPC prior to deliberations. For more information on this interview please refer to tape #3 Nantucket Interfaith Council, dated 10/12/11 4:00 – 5:00 Mr. Beaugrand opened this session by introducing the CPC members present Richard Brannigan, Vice Chair; Channing Moore, John Brescher, Bob DeCosta, Linda Williams. He welcomed Cormac Collier from Nantucket Land Council. Mr. Collier introduced himself to the committee and he mentioned that his organization is a 5013c environmental agency. Mr. Collier presented two maps (which he left with the committee) showing the location of the properties that the Land Council was interested in receiving with monies from the CPC and elsewhere (120 &124 Hummock Pond Road). In the conversation he reiterated that the money from the CPC is only part of the monies they will need if they were able to purchase this property from Bartlett Farm. He said that the land had been assessed by Jamie Ranney to be worth over 1 million dollars. After being asked questions regarding other properties they have acquired from the Bartlett’s or the Linda Loring properties then also regarding the fence on this property on Hummock Pond Road.
