correction to the Special Meeting on October 27, ‘10

A general motion was made by Mr. Voigt and seconded by Ms Williams to pay all
the fund requisitions from B through G the vote was unanimous. Mr. Brannigan
wanted to talk about the NHSC and give an update as to where things stood at
present. First he informed the Committee that Mr. Pochman in no longer
involved with the NHSC. The last remaining document (i.e.; RFP 2004,
schedules, and timelines) requested by the BOS are now in the possession of the
Town (BOS, and the NHSC is now waiting for this to come to a close. It appears
both parties are ready to finally sign the lease and NHSC will have “site
control”. After which he made a motion which was seconded by Ms Williams to
pay the monies which covers the fees for both the NHSC and the TON’s attorneys
the vote was positive.

NEW BUSINESS:
Mr. Kopko made a motion which was seconded by Ms Williams that the CPC should ask the
Selectmen to submit two warrant articles on their behalf the first to have the
$75,000 which was appropriated at the ’07 ATM article 22 returned back to the CPC and
allocate to fund reserve for Affordable Housing along with the $10,188.97 which was
appropriated at the ’09 ATM article 24 (Housing Planner Salary) also to be allocated
to fund reserve for Affordable Housing and have these funds combined of a total of
$85,188.97 resubmitted in an article by the CPC for the ’11 ATM allocation to the
AHTF. After a lengthy discussion an amendment was made and accepted to the motion
that these monies be used in connection with the Surfside Road Project and not be used
for salaries. The Committee agreed that its vote was subject to review by the Chair
and with Community Preservation Coalition that the action and timing was permissible
within the scope of the Act. There were seven votes in favor and one against (Mr.
Voigt). There was a long discussion about this action setting a precedent and a
motion was made by Ms Williams and seconded by Mr. Brannigan that this was a special
circumstance and it should not set a precedent. The vote taken on this motion was 6-
yes, Mr. Rector no and Mr. Voigt abstains.
OTHER BUSINESS: Mr. Rector wanted to state for the record, that
he objected the ‘letter to the editor’ in the I&M which was
written by Vice Chair of the CPC Mr. Brannigan because the
letter was never approved by a vote of the CPC before it was
sent out.
ADJOURMENT: Motion by Ms Williams seconded by Mr. Moore
The meeting was adjourned at 5: pm.
The next regular meeting will be held on Tuesday, January 18,
2011 at 3:15 at 2 Fairgrounds Road, Conference Room, and
Nantucket, MA.
