HomeMy WebLinkAboutCPC Minutes - 11 16 2010_201402061424159078MEETING MINUTES Community Preservation Committee Tuesday, November 16, 2010 3:15pm 2 Fairgrounds Road Conference Room Nantucket, MA PRESENT: Ken Beaugrand, Richard Brannigan, Mark Voigt, Linda Williams, Clark Whitcomb@3:20, Michael Kopko@3:20, Channing Moore, Barry Rector@3:20, Maria Zodda CALL TO ORDER:@3:15pm APPROVAL OF AGENDA: Motion-Voigt second-Brannigan: Approved APPROVAL OF MINUTES: October 19th 2010 Mr. Beaugrand said that, because of statements made in the newspaper criticizing awards made to the TON by the CPC, he gave the Town Administrator a copy of all the awards made to the TON by the CPC between 2003 and 2011 which amounted to about 21% of all the monies awarded since 2002. Since that time the CPC has awarded over $22,000,000 in grants and the Town of Nantucket received over $4,000,000 that went to various Town Projects or Town Departments. The Town is the single largest recipient of CPC funds. Mr. Moore wanted a correction to be made on the minutes of the special meeting which took place on Wed. Oct 27th 2010. After the Administrative and operating expenses; on the Sub-Total the amount read $2,439,000 and it should have rear $2,439,100 and the same change on the Total Revenues. There was also an added statement on the unspent remainder of monies coming back into the CPC reserved and unreserved balances –the word “released” and the date 7/13/10 should be added to the amounts. CORRESPONDENCE: None GUESTS: The Rev. Snell was not able to be in attendance so this session was again tabled to the next meeting- Rev. Georgia Ann Snell-Nantucket Human Service Center This was tabled until the next regular schedule meeting. Mr. Brannigan stated that the BOS and Town Administration have an obligation to the CPC, the NHSC committee, and the Community of Nantucket at-large as to why the site control (lease) has not been completed. The Chair requested Mr. Kopko to check with town council on the remaining mechanics of the contract between the Town and NHSC so that this stage can be finally concluded. Mr. Brannigan did state that as far as he knows there is still no agreement between the BOS and the NHSC. Mr. Beaugrand ask Mr. Kopko if he had any information to offer and Mr. Kopko stated that Town council did make changes on the document and sent it to council for NHSC and the TON is waiting for a response. FUND REQUISITIONS: A motion was made by Mr. Voigt and seconded by Mr. Rector, to approve all the fund requisitions as they appear on the agenda. This was approved by all and the motion passed as on these requisitions- a. Nantucket Parks and Rec Youth Fields West/Williams $7,500 FY’08 b. Nantucket Parks and Rec Youth Fields West/Williams $2,500 FY’08 c. Housing Nantucket House Recycling/Moore $5,011.58 FY’08 d. Housing Nantucket Administration/Moore $609.90 FY’10 * balance is -0- on this account. e. Habitat for Humanity 46 Okorwaw/Beaugrand $4,382.27 FY’11 f. Nantucket Rental Assistance Program/Beaugrand $10,115.85 FY’11 g. Artist Association of Nantucket Permanent Collection/Williams $974.17 FY’11 h. Artist Association of Nantucket /Williams $787.30 FY’08 i. Town Clerk’s Records Restoration/Williams $5,870 FY’11 OLD BUSINESS: NEW BUSINESS: Linda Williams expressed concern over things that were raised at a meeting that she had attended of the Affordable Housing Trust fund concerning a possible challenge to the Commission’s votes on our warrant article and the allocations for funding. Mr. Beaugrand commented that he had been in touch with Stuart Saginaw of the CPC Coalition on these issues and indicated that the Coalition was supportive of the position of the Nantucket CPC. OTHER BUSINESS: ADJOURMENT: Ms Williams made a motion to adjourn which was seconded by Mr. Voigt with a positive vote by all. The meeting was adjourned at 3:35pm. The next regular meeting will be held on Tuesday, December 14, 2010 at 3:15 in the Town Annex at 37 Washington Street, Conference Room, and Nantucket, MA.
