Grant CALL TO ORDER: 3:15PM APPROVAL OF AGENDA: Mr. Kopko made a motion to approve the agenda, seconded by Mr. Brannigan. Positive vote followed. APPROVAL OF MINUTES: Mr. Kopko made a motion to approve the minutes, seconded by Mr. Brannigan. Positive vote followed. ELECTIONS OF OFFICERS: Mr. Beaugrand was voted in as chairman and Mr. Brannigan was voted in as vice chairman. CORRESPONDENCE: Thank you letter from Beverly Morgan-Welch, Museum of African American History. Letter from Cristin Merck, Nantucket Historical Association. Letter of Resignation from Jamie Ranney. Letter from James Manchester, Nantucket Park & Recreation Commission RE: the appointment of T.J. Grant as the replacement for Jamie Ranney. Housing Nantucket Re: completed projects, return of funds a. $0.08 back to CPC for 2 Clarendon St. FY09 ATM08 Article #26. B. $21,080.03 back to CPC for 2 Norquarta Drive FY09 ATM08 Article #26. C. $596.86 back to CPC for Nantucket Housing Office FY05 ATM04 Article #21. GUESTS: Charles Bartlett, Ground Managers for Nantucket Parks and Recreation came to give an update on the progress being made on the bidding process for the Nobadeer fields. Mr. Bartlett informed the committee that Gale Associates was the lowest bidder. The winner of the bid will be responsible for the finished design and the bid documents for the work to be done. Mr. Bartlett stated that they are looking for the work to begin around November 1, 2010. After a brief discussion about Gail Associates and other projects they have had on Nantucket and choosing the lowest bidders, etc; Mr. Grant said that the Park and Recreation is obliged to choose the lowest bidder as long as they are qualified. Mr. Bartlett also informed the committee of his intention of using the remaining funds for Coffin Park ($7,096.51) to proceed with handicap access for Coffin Park, after which he thanked the committee and left at 3:36. Tom Pochman, Nantucket Human Service Center informed the committee that he and Rev. Snell met with Mr. Kopko and Mrs. Roggeveen about the lease for the property. For further information he spoke briefly of the project and how it will take place in two phases. In giving an example, Mr. Pochman stated that the first phase would be housing-Admin. building and the second phase the heritage center, etc. but as of now they are waiting for the town lawyers to review the lease so they can move forward. Mr. Kopko said that they expect to have town counsel’s response at the BOS meeting on Wednesday (July 21, 2010). Mr. Brannigan wanted to know if Mr. Pochman was aware of the meeting and Mr. Pochman stated that he was not. Mr. Kopko informed the committee that he was surprised and shocked that Mr. Pochman was not notified that the lease was on the BOS agenda for the July 21st meeting and he informed the committee that he would look into it. Mr. Brannigan said that Mr. Pochman should at least know if there are issues and concerns that Town Council may have about the lease prior to going into the meeting. But it was still noted that Mr. Pochman and Rev. Snell were not notified that the lease was on the agenda for the upcoming BOS meeting. Mr. Pochman left the meeting at 3:44PM. FUND REQUISITIONS: Mr. Kopko made a motion to approve the fund requisitions for items a – h, because Mr. Beaugrand wanted to discuss item I. The motion was seconded by Ms Williams and a ositive vote followed. p a. Miacomet Homeownership Project /Williams $1,312.50 FY ’09 b. Housing Nantucket 3 Norquarta Drive/Moore $3,843.03 FY 09 Mr. Beaugrand informed the committee on what the Monohansett project was doing, given that this was their first request. A motion made by Mr. Moore and seconded by Mr. Brannigan to pay, positive vote followed. i. Housing Nantucket Monohansett 40B Infrastructure/Beaugrand $10,036.40 FY09 OLD BUSINESS: Mr. Brannigan brought the committee up to date with everything that is going on with the upcoming public forum, to be held at the Nantucket Atheneum on the August 17, 2010. Mr. Brannigan informed the committee about the public announcements scheduled to be made and where they will be. Plum T.V. Susan Witte and Andrew Vorce, Affordable Housing Trust. Ms. Witte informed the committee that she and Mr. Beaugrand met two weeks ago to discuss the grant agreement request made at the last meeting. Mr. Beaugrand said that he felt they came to an agreement where the Affordable Trust Fund and the CPC can move forward satisfying both of their mandated processes. Ms Witte stated that at the last meeting of the Affordable Housing Trust Fund Committee she was unable to get the projects needed to be presented at this meeting (July 20, 2010) because of a lack of a quorum and she apologizes for not having it at this time, and it is believed that she will present it at the next CPC meeting or the meeting following the Public Forum (September 21, 2010). Mr. Kopko informed the committee that the Affordable Housing Trust met with an attorney who is “knowledgeable” on CPC and Affordable Housing Trust in other communities and he would like Nantucket CPC to have her come (after the Public Forum) to make a presentation about how the Affordable Housing Trust and CPC work in other communities. Mr. Richen was charged with getting letters/ statements from CPC representatives in other communities to see how these two entities are moving forward satisfying both of their mandated processes. NEW BUSINESS: Mr. Beaugrand said that there was an updated manual from the TON that is a must read for all boards and committee members. He also informed the committee about the letter he got from Eric Savetsky that refers to SB 90 which we have already forwarded to all CPC members. OTHER BUSINESS: ADJOURMENT: Motion to adjourn made by Mr. Whitcomb and seconded by Mr. Moore. The meeting was adjourned at 5:15pm. The next regular meeting will be held on Tuesday, August 17, 2010 at 3:15 PM at the Nantucket Atheneum, Great Hall, and 1 India Street. The meeting will be followed by the CPC Annual Public Forum, starting at 4PM.
