HomeMy WebLinkAboutCPC Minutes - 06 15 2010_201402061424149391MEETING MINUTES Community Preservation Committee Tuesday, June 15, 2010 3:15pm 2 Fairgrounds Road Conference Room Nantucket, MA PRESENT: Ken Beaugrand, Richard Brannigan, Mark Voigt, Linda Williams, Michael Kopko, Channing Moore, Barry Rector, CALL TO ORDER: 3:15 APPROVAL OF AGENDA: Ms Williams made a motion to approve the agenda and seconded by Mr. Brannigan. Positive vote followed. APPROVAL OF MINUTES: Minutes for May 18, 2010. Motion to approve made by Mr. Voigt and seconded by Mr. Moore. Positive vote followed. CORRESPONDENCE: GUESTS: Charles Bartlett, Parks and Recreation. Tom Pochman, Human Services. Matt MacEachern, Affordable Housing Trust. Mr. Bartlett came to inform the committee that the bids when out last week (June 10th) and should be in by the July 1st. By the end of September the person/company doing the work on the fields should be chosen. He also informed the committee that with the monies on hand from the CPC, they should be able to build two fields and the infrastructure. After the presentation of this timetable, Mr. Bartlett left the meeting at 3:20. Mr. Pochman came to present his updates on activities going on between the town and Human Services. He wanted the committee to know that they met with the Behavioral Services Board to bring them up to speed on what was going on with the lease. He also informed the committee that the BOS has all the documents they need. The Human Services Board is hoping to be on the BOS agenda by early July. The committee was also told that the Behavioral Services had a building fund and Mr. Kopko wanted to see if they could fund one of the buildings. He also said he is looking forward to having a good relationship with the Behavioral Services. Mr. Pochman left the meeting at 3:35. Mr. MacEachern, chairman of the Affordable Housing Trust, came to inform the committee that they will like to have the lump sum ($525,789) so that they can have the money on hand to use as needed. There was a long discussion as to the procedure of giving out funds from the CPC. It was suggested that committee members should go back and reread the grant application from the Affordable Housing Trust. The representatives from the Fund who were present indicated that once the CPC money was approved they would get the lump sum allocation. The committee again reiterated their concern with having control of funds, how it is spent, and if needed the committee at any given time could call a special meeting to accommodate the immediate needs of the Affordable Housing Trust. At the end of this discussion the CPC agreed to go back and reread the application from the Town of Nantucket- Affordable Housing Trust Fund and will return to this discussion at the next meeting on July 20, 2010. FUND REQUISITIONS: Motion was made by Mr. Rector to approve the fund request since they are all ongoing projects and the motion was seconded by Ms Williams. A positive vote followed. a. South Church Preservation Fund/Brannigan $4852.19 FY ’09, $122,534.22 FY ’10 b. Habitat for Humanity/Beaugrand $15,795.43 FY ’10 c. Housing Recycling $30,964.50 FY ’08 OLD BUSINESS: Project Manager Assignment. The committee went over the list of all the projects, including the new ones for FY ’11 and eliminated all the projects that were complete and reassigned (as requested by the committee) all the projects at the committee members’ wishes. This list will be update and corrected for distribution at the July 20th meeting. NEW BUSINESS: Plans for Public Forum: Date, Time, Ads (T.V. and Print), Speaker/s, etc. The committee agreed to have the Public Forum to be held at 4:00PM following the August 17th meeting. The deadline from submission of application will be September 17, 2010 at 4:00PM. Mr. Brannigan and Mr. Richen (vice chair and administrator) were charged with getting together to formulate the plans for the Public Forum (ads- t.v. and print, dates, times, etc). The information will be presented at the July 20th meeting. OTHER BUSINESS: ADJOURMENT: The meeting was adjourned at 4:30pm. The next regular meeting will be held on Tuesday, July 20, 2010 at 3:15 at 2 Fairgrounds Road, Conference Room, Nantucket, MA.
