Minutes
Open Session
Friday July 15, 2011
Murray Room at the Founder’s Building
Present: Mickey Rowland, Jeanette Topham, Whitey Willauer, Georgia Snell, and Brenda
McDonough
Absent: Ellen Braginton-Smith and Nancy Rezendes
Called to Order: 4:10 p.m.
Note: Dick Moran and David Gray have resigned as Commission members.
Georgia Snell was commissioned as a new member.
Agenda: Mr. Rowland stated, by unanimous consent we are adopting the agenda.
Minutes: May 9, Open Meeting: Ms. Topham motioned to approve the minutes,
which Mr. Willauer seconded, and all the remaining present Commission
members, voted in favor of this motion.
May 9, Executive Session: Ms. Topham motioned to approve the minutes
for executive session, which Mr. Willauer, seconded, and all the remaining
present Commission members voted in favor of this motion.
June 17, Executive Session: Ms. Topham motioned to approve the
minutes for executive session, which Mr. Willauer, seconded, and all the
remaining present Commission members voted in favor of this motion.
Topics: 4:15 p.m.
Accessible parking spaces: Ms McDonough thought that new accessible
parking spaces could be in the following locations:
1. First parking space on Union Street at the intersection of Main Street
2. First parking space on Orange Street at the intersection of Main Street
3. A new space was suggested on Federal Street and will be submitted to
the BOS for approval
Ms. Topham thought that an accessible space somewhere on or around the
“Strip” could be convenient place for disabled and elderly to park. It was also
suggested that the space on South Beach Street closest to Broad Street might
be a good location. Mr. Rowland will look at the suggested locations and
make a recommendation to the Traffic Safety for these new spaces.
The members were wondering if Bartlett’s still had a manual wheelchair. Ms.
McDonough will check on this.
Ms. McDonough gave an update on the last month.
Ms. Topham mentioned that there were several areas where access was being
blocked:
1. High hedges on the corners of Mill Hill and Pleasant Streets blocking
access to sidewalk.

2. Vehicles parked at African Meeting House blocking sidewalk access.
3. Access is blocked in the York Street bakery area.
Mr. Willauer mentioned that people have complained to him that the
ramps at Jetties beach should go all the way to the water.
Executive Session: 4:55 p.m.
Mr. Rowland stated that the Commission would not reconvene after the executive
session. A vote was taken to go into executive session to discuss parking permit
applications and Mr. Rowland, Ms. Topham, Mr. Willauer, and Ms. Snell voted to go
into executive session.
