• Special Meeting for 7 Easy Street Variance Request:
Mr. Gutelius invited Mickey Rowland, Chairman of the Nantucket
Commission on Disability, and me to visit the site to discuss possible
solutions for access to the two public entrances: one entrance is on Easy Street
and the other entrance is on the porch. After discussing several ways to
provide access, Mr. Gutelius believed that providing a walkway from the
sidewalk to the entrance on Easy Street was the best solution. Unfortunately,
when the Nantucket Historical District Commission (HDC) reviewed Mr.
Gutelius’s application for the accessible walkway, they denied his application.
Thus, Mr. Gutelius is seeking relief for providing access to the Easy Street
entrance. This results in only one accessible entrance, which will be provided
from the porch entrance.
To gain access to the porch, a portion of the brick sidewalk has to be raised
and repaved to provide access. This raised portion of sidewalk will not
comply with the 521 CMR.
At our meeting today, the members that were present discussed this
variance application, reviewed the building’s floor plans and the pictures
submitted with the application, and viewed the property at 7 Easy Street.
Since the HDC will not approve an accessible walkway to the Easy Street
entrance, the Commission voted to support the variance request with the
following conditions:
1. The porch entrance has a 1 3/8 inch threshold that will need to be ramped
as stated in section 24.2.2.
2. An accessible pathway from the sidewalk to the accessible entrance will
be free and clear of tables, chairs, etc at all times as stated in section 20.1.
3. An accessible pathway from the accessible entrance to the service counter
will be provided at all times.
4. The outside porch seating area will provide an accessible table as stated in
section 17.2.
5. Signage will be posted at the inaccessible entrance indicating the route to
the accessible entrance as stated in section 25.6.
1
6. An accessible service counter will be provided for disabled customers as
stated in section 17.2.5
Ellen motioned to support variance request with the conditions that we stated,
which Dick seconded and all the remaining Commission members present
voted unanimously to support this motion.
The Commission members then discussed Martin’s Lane and the consensus
was that Martin’s Lane is hazardous and needs to be reported to the DPW.
Ellen motioned to adjourn the meeting, which Dick seconded and all the
remaining Commission members present voted unanimously to support this
motion.
