Minutes
March 4, 2010
Present: Mickey Rowland, Dick Moran, Ellen Braginton-Smith, Nancy Rezendes,
David Gray, Jeanette Topham, and Brenda McDonough
Absent: Whitey Willauer
The meeting opened with the members reviewing February’s minutes.
Dick motioned to approve the minutes, which David seconded, and the
remaining Commission members present unanimously approved this
motion.
Topics:
• Open Meeting Law
Mickey informed the Commission members that we could not discuss parking
permits over the phone any longer. This is a violation of the Open Meeting
Law. Mickey suggested that we should meet monthly instead of six times per
year and review the permits only at our monthly meetings. This could mean
that there might be meetings where the only agenda item is reviewing parking
permits.
Jeanette arrived at 4:45 p.m.
The Commission then discussed where and when these extra six meetings
should be held. Everyone agreed that our present location, the Craig Room in
the Founder’s Building, is perfect, and the second Monday of the month was
suitable with everyone’s schedule. Brenda will contact the hospital and see if
this room is available.
• Other Items:
Brenda suggested that whenever we discuss a variance application, that the
applicant should be informed that we plan to review their application, and the
applicant should be invited to attend that meeting.
Jeanette informed the Commission that a vehicle was perked completely on
the sidewalk at 11 Pine Street, thus blocking access to the sidewalk. Brenda
will contact the police department regarding this. The discussion led to access
on all sidewalks.
Jeanette wondered why there was still a disabled parking space on Gay Street.
The space was created because the homeowner, who was disabled, requested a
space. The homeowner is now deceased, so the space is no longer needed
there. It was suggested that we request to have the space relocated at the
corner of Gay and Center Streets where more of the disabled community

would have access to it. Mickey said he would discuss this at the next Traffic
Safety meeting.
Jeanette motioned to approve the two parking permits that the Commission
reviewed, which Dick seconded, and all the remaining present Commission
members voted unanimously in favor of this motion.
Brenda will go to the elementary school to see if vehicles are blocking access
to the disabled parking spaces. Dick mentioned that we should inform the
newspaper if the problem continues to exist.
Ellen motioned to adjourn the meeting, which David seconded, and all the
remaining Commission members voted unanimously in favor of this motion.
