Nantucket Commission on Disability
Minutes
September 5, 2007
Present: Mickey Rowland, Dick Moran, Linda Williams, Liz Winship, Jeanette
Topham, Ellen Braginton-Smith, and Brenda McDonough
Absent: David Gray
The meeting opened with the members reviewing June’s minutes, which after
some discussion were unanimously approved.
Topics:
• Discussion of the Minutes
Linda explained the role of the Community Preservation Commission (CPC)
and the Commission on Disability members discussed the following possible
areas where CPC funds could benefit the disabled community:
1. Full accessibility at all the public beaches, preferably boardwalks
2. Accessible boardwalk from Brant Point’s parking area to the Brant Point
Lighthouse
3. Create wheelchair access to historic homes, buildings, or sites
Brenda will contact Ken Beaugrand, Chairman for the CPC, and see if the
projects that we discussed are actually in the scope of the CPC.
Linda suggested that we reestablish contact with Pacific National Bank since
there is a new bank president concerning accessible signage.
Linda stated the ZBA couldn’t request the creation of an accessible parking
space when a business is granted a variance for a reduction of parking spaces.
Dick motioned to approve the minutes, Linda seconded the motion, all were in
favor and so it was voted.
• Federal Street Accessible Space
Jeanette mentioned that there is a utility box of sorts adjacent to the accessible
parking space on Federal Street, which can make it difficult for a disabled
passenger to get out of their vehicle. Liz mentioned that the sidewalk in front
of the Looms on Federal Street needs rebricking.
• David Gray will be unable to attend some Commission meetings because of a
scheduling conflict he has with another committee. Whenever this conflict
arises, we will try to reschedule our meeting until the following Wednesday.
• Parking Permits
If one member is adamant about not issuing a parking permit to an applicant,
regardless of the other members’ approval, should the permit be issued? After
much discussion the following was decided:
If a member voting against the application has additional information on
the applicant, then the information will be relayed to all the other members
so that everyone can decide on the application given the new information.
If a majority of members still approve the application, then a permit will
be issued to the applicant. If a majority of members do not approve the
application, then no permit will be issued.
• Phil Gallagher
Phil is no longer a member of the Commission on Disability but attended our
meeting because it is open to the general public. He said that the disabled tour
vehicle’s regulations states that the Commission must provide sensitivity
training annually to all its drivers.
