B. EXECUTIVE SESSION: The Executive Session is for; Purpose 6 [G.L. c. 30A, 21(a)(6)J.
The particular transactions and parcels of real estate are not identified since disclosure of
the property information may have a detrimental impact on the Land Bank's negotiating
position with one or more third parties. The Commission will not reconvene in open session
at the conclusion of executive session.

CALL TO ORDER 4:00 P.M.
PRESENT: Richard Glidden, Kristina Jelleme, Neil Paterson, Allen Reinhard, John Stackpole.
STAFF PRESENT: Jesse Bell, Assistant Director; Susan Campese, Administrator/Finance
Manager; Marian Wilson, Assistant Administrator; Rachael Freeman, Environmental
Coordinator; Guthrie Diamond, Field Ecologist; Taylor Donovan, Field Ecologist.
Inquirer and Mirror Reporter, Brian Bushard; Miacomet Golf Course ("MGC") General
Manager, Alan Costa; Golf Superintendent, Sean Oberly were also present at call to order.
I. CONVENE IN OPEN SESSION:
A. PUBLIC COMMENT / STAFF ANNOUNCEMENTS: None.
B. GOLF BUSINESS:
1. Sconset Golf Course ("SGC") Proposed 2020 Budget — Discussion: Mr. Costa
presented an updated draft budget for SGC which included the rate increases voted at the
November 26th meeting. Mr. Costa reviewed some of the more significant increases in the
budget. Upon a motion made by Commissioner Reinhard and duly seconded by Commissioner
Glidden, it was unanimously VOTED to approve the updated budget as presented.
Property Manager, Robert Earley entered the meeting at 4:09 p.m.
2. Miacomet Golf Course Proposed 2020 Budget — Discussion: Mr. Costa
presented an updated budget which included the rate increases voted at the November 26th
meeting. Mr. Costa reviewed some of the more significant increases. Upon a motion made by
Commissioner Glidden and duly seconded by Commissioner Reinhard, it was unanimously
VOTED to approve the updated budget as presented.
3. Sconset Golf Course — Manager's Monthly Review (November and
December): Mr. Costa presented the balance sheet and profit and loss comparison for November
and December 2019.
4. Miacomet Golf Course — Manager's Monthly Review (November and
December): The Commission reviewed the balance sheet and profit and loss comparison for
December 2019, as well as the check register and departmental profit and loss summary for
December 2019. Mr. Costa noted that overall the year was better than expected although the cash

balance at the end of the year was quite low due to the supplies needed for the new building.
5. Miacomet Golf Clubhouse — Update and Warrant Authorization: Ms.
Bell read a summary of the progress on the project from the Owner's Project Manager. Overall
the project was 98% complete with the remaining 2% having to do with site work. There are still
some equipment issues in the kitchen that are being addressed. A progress payment to the
contractor, Dellbrook/JKS was recommended with a negotiated change order for $60,000 for
delays due to the relocation of the electrical transformer and designer delays. Upon a motion
made by Commissioner Stackpole and duly seconded by Commissioner Jelleme, it was
unanimously VOTED to execute the January 14, 2020 warrant document in the amount of
$191,000.95 to be provided to the county treasurer.
6. Miacomet Golf Course Summer Employee Administration, Housing,
and Storage Facility — Warrant Authorization: Upon a motion made by Commissioner Stackpole
and duly seconded by Commissioner Jelleme, it was unanimously VOTED to execute the
January 14, 2020 warrant document in the amount of $10,000.00 to be provided to the county
treasurer.
Mr. Costa and Mr. Oberly departed the meeting at 4:34 p. m.
C. PROPERTY MANAGEMENT:
1. Property Maintenance Equipment — Requests: Mr. Earley presented five pieces
of equipment to replace and/or supplement the current fleet of property maintenance equipment:
a. 2020 Vermeer chipper to replace the 2007 chipper for $44,086 less the
trade-in value of $10,000 for a total of $34,086.
b. New Loftness Cutter G4 to replace the old Loftness Cutter G3 for
$30,000 less the trade-in value of $12,000 for a total of $18,000.
c. 2020 John Deere 5100E Utility Tractor to supplement the fleet for
$61,083.79.
d. 2020 Alamo RM 165 Roadside Cutter for $26,447.05 less the trade-in
value of $13,000 for the 2017 Alamo Extend -A -Kut I1 for a total of $13,447.05. Mr. Earley said
the Extend -A -Kut did not work as they had expected on the sloped roadsides and the new cutter
was better designed for varied topographies. Further, the new cutter would be mounted on the
new tractor.
e. New Woods Batwing Dual -Wing Rotary Cutter for $28,400.
Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner
Reinhard, it was unanimously VOTED to approve the expenditure of $155,016.84 for all five
equipment requests.

2. Madequecham Beach Stairs — Update: Ms. Freeman presented an aerial of the
area and explained that staff had reviewed the idea of installing beach stairs at the request of the
Commission and recommended against them due to the size of the cliff and ongoing erosion.
Alternatively, she recommended modifying the path to encourage beach goers to access the
beach further to the east. Commissioner Reinhard relayed some of the reasons he thought the
beach and parking were underutilized and Commissioner Jelleme suggested if the objective was
to increase beach use by the current parking lot then the beach stairs option should not be
discounted. Ms. Freeman indicated that she would revisit the beach stairs option with staff.
3. Property Trailhead — Discussion: Ms. Freeman presented twelve trailhead signs
for approval to bring to the Historic District Commission. Upon a motion made by
Commissioner Reinhard and duly seconded by Commissioner Jelleme, it was unanimously
VOTED to approve the signs as presented.
4. Consue Springs — Discussion: Ms. Freeman presented pictures of the headwall
at Consue Springs that was compromised due to various factors which included the construction
of the neighboring subdivision and associated dewatering of the site; significant rain events; tidal
flow, etc. Ms. Freeman suggested some temporary fixes to stave off the problem in the interim
while the Land Bank waits for the Town to complete its stormwater infrastructure project in the
area.
5. Hays/Bachman/Ottison (Creeks/Orange Street) — Design Services Proposal:
Ms. Bell presented a proposal for a master plan from Horiuchi Solien Landscape Architects for
$15,000 to $20,000 plus expenses with an estimated timeline for completion in two to three
months. Chairman Paterson queried whether this timeline could be accelerated, and staff
indicated they would attempt to expedite the work. Upon a motion made by Commissioner
Stackpole and duly seconded by Commissioner Reinhard, it was unanimously VOTED to
approve the proposal for the master plan.
6. Request to Show Land Bank Destination on App — Sandy Pedals: Ms. Bell
presented a request from Sandy Pedals, a new venture on the island that was offering e -bike
rental service. The owner Thomas Holt has asked to add Land Bank properties as suggested
destinations for biking on their mobile application. Upon a motion made by Commissioner
Reinhard and duly seconded by Commissioner Glidden, it was unanimously VOTED to allow
the request.
D. APPROVAL OF MINUTES: Upon a motion made by Commissioner Stackpole and
duly seconded by Commissioner Reinhard, it was unanimously VOTED to accept, approve and
release the regular minutes of December 10, 2019.
E. TRANSFER BUSINESS:
1. December 2019 Transfers — Record Nos. 41301 through 41413: The Commission
reviewed transfers for the period of December 1, 2019 through December 31, 2019.

of liens against the following properties as a result of the purchasers claiming the "M" exemption as
first-time buyers of real property:

2. Five -Year Domicile and Ownership Compliance — Release of Liens: Upon a
motion made by Commissioner Glidden and duly seconded by Commissioner Jelleme, it was
unanimously VOTED to execute and authorize the issuance of Releases of Liens for the
following transfers as a result of the purchasers fulfilling all of the requirements of Section 12,
subsection (-m-):
No. 35919 Jason A. Curtis and Cheryl L. Curtis
No. 35838 Edwin Rudd and Sharlene Rudd
F. FINANCIAL BUSINESS:
1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing
calendar years 2018 and 2019 and fiscal years 2019 and 2020 through December 2019 were
presented to the Commission.
1. Monthly Financial Report: The Commission accepted the November 2019
financial reports including the balance sheet and income statements previously provided by
email.
2. Warrant Authorization — Cash Disbursements: Upon a motion made by
Commissioner Glidden and duly seconded by Commissioner Stackpole, it was VOTED to
execute the January 14, 2020 warrant document in the amount of $299,943.62 to be provided to
the county treasurer. Commissioner delleme recused herself from the vote.

Il. EXECUTIVE SESSION: Upon a motion made by Commissioner Jelleme and duly seconded
by Commissioner Glidden, it was unanimously VOTED to go into executive session in order to
discuss the purchase, exchange, lease or value of real property and review executive session
minutes. A roll call vote was taken: Paterson -Aye, Reinhard -Aye, Glidden -Aye, Jelleme-Aye,
Stackpole-Aye. The Chairman under Purpose 6 [G.L. c. 30A, 21(a)(6)] declared that discussion
of these matters in open session may be detrimental to the Land Bank's negotiating position and
that the Commission would not reconvene in regular s stop at the conclusion of executive
session.
