B. EXECUTIVE SESSION: The Executive Session is for; Purpose 6 [G.L. c. 30A, 21(a)(6)J.
The particular transactions and parcels of real estate are not identified since disclosure of
the property information may have a detrimental impact on the Land Bank's negotiating
position with one or more third parties; and for Purpose 3 [G. L. c. 30A, 21(a)(3)J.
Discussions concerning strategy with respect to ongoing litigation. The Commission will -not
reconvene in open session at the conclusion of executive session.

CALL TO ORDER: 4:01 p.m.
PRESENT: Richard Glidden, Kristina Jelleme, Neil Paterson, Allen Reinhard, John Stackpole.
STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan
Campese, Administrator/Finance Manager; Marian Wilson, Assistant Administrator.
Inquirer and Mirror Reporter, Brian Bushard; Miacomet Golf Committee, Chris Perry; Miacomet
Golf Course ("MGC') General Manager, Alan Costa; Golf Superintendent, Sean Oberly were also
present at call to order.
I. CONVENE IN OPEN SESSION:
A. PUBLIC COMMENT/ STAFF ANNOUNCEMENTS:
1. MGC Clubhouse — Opening Information: Mr. Perry inquired if there was a grand
opening planned for the new clubhouse. Mr. Costa responded that there was nothing official
planned however there may be an opening event held in the spring of 2020. The restaurant was not
operational yet and the building still needed some furniture and other interior design elements. Mr.
Costa said the hours of operation would be somewhat variable over the coming weeks.
Commissioner Jelleme reminded Mr. Costa to update the MGC website with the new hours of
operations.
2. Reyes Pond — Citizens Request for Duck Boxes: Mr. Savetsky stated that Robert
McNeil has asked for permission to erect three wood duck boxes on the Reyes property subject to
review and approval of the locations by staff. Upon a motion made by Commissioner Stackpole and
duly seconded by Commissioner Jelleme, it was unanimously VOTED to approve the request and to
work with staff accordingly on the locations.
B. GOLF BUSINESS:
1. Miacomet Golf Clubhouse — Update and Warrant Authorization: Mr. Savetsky
briefed the Commission on a few interior design items still in progress. Upon a motion made by
Commissioner Glidden and duly seconded by Commissioner Jelleme, it was VOTED to execute the
December 10, 2019, warrant document in the amount of $542,131.52 to be provided to the county
treasurer. Chairman Paterson was opposed.
2. Miacomet Golf Course Summer Employee Administration, Housing, and Storage
Facility Project ("MGC SEAHSF") — Update and Warrant Authorization: Upon a motion made by
Land Bank Commission

Commissioner Glidden and duly seconded by Commissioner Reinhard, it was unanimously VOTED
to execute the December 10, 2019, warrant document in the amount of $973,569.90 to be provided
to the county treasurer.
3. Miacomet Golf and Sconset Golf Event Policies — Discussion: Mr. Costa reviewed
the event policies for both golf courses as previously sent to the Commission electronically.
Specifically, he reviewed event types, suggested limiting the number of attendees, and confirmed
that the restaurant would remain open to the general public during private events. Upon a motion
made by Commissioner Stackpole and duly seconded by Commissioner Glidden, it was
unanimously VOTED to accept and approve the Event Policy as presented by Mr. Costa.
Mr. Perry, Mr. Costa and Mr. Oberly departed the meeting at 4:20 p.m.
C. PROPERTY MANAGEMENT:
1. Easy Street Park — Bid Award: Ms. Bell presented the following four bids received
for the park construction and bulkhead repair work at 21 and 27 Easy Street:
ACKMarine and General Contracting $2,215,268.00
D'Allesandro Corp $2,938,350.00
Sciaba Construction Corporation $3,672,200.00
Northern Construction Services LLC $3,287,900.00
Upon a motion made by Commissioner Jelleme and duly seconded by Commissioner Glidden, it
was unanimously VOTED to award the work to the lowest responsible and eligible bidder, ACK
Marine and General Contracting, authorizing Mr. Savetsky and/or Ms. Bell to execute the contract
on the Commission's behalf.
2. Land Bank Properties Naming — Discussion: Commissioner Reinhard presented a
list of names for various Land Bank properties. After some discussion, upon a motion made by
Commissioner Stackpole and duly seconded by Commissioner Jelleme, it was unanimously
VOTED to approve the following names:

D. APPROVAL OF MINUTES: Upon a motion made by Commissioner Stackpole and duly
seconded by Commissioner Glidden it was unanimously VOTED to accept, approve and release the
regular session minutes of November 26, 2019.
E. TRANSFER BUSINESS:
1. November 2019 Transfers — Record Nos. 41201 through 41300. The Commission
reviewed transfers for the period of November 1, 2019 through November 30, 2019.
a. Current "M" Exemption and Liens: The Commission authorized the placing of
liens against the following properties as a result of the purchasers claiming the "M" exemption as first-
time buyers of real property:

No. 41284 Kristine Mortensen
b. Current "O" Exemption and Lien: The Commission authorized the placing of a
lien against the following property as a result of the purchasers claiming the "O" exemption as part of a
deed -restricted affordable housing program:
No. 41257 Lee -Jay Hurley
c. Two -Year Ownership Non -Compliance — Payment/Release of Lien — No.
37417 Wendy L. Murrel: Ms. Campese explained that Ms. Murrel had paid the fee ($10,000),
interest ($5,063.34) and penalty ($2,500) on the above -referenced transfer, as the property was sold
prior to the expiration of the five-year domicile/ownership term under the "M" exemption. Upon a
motion made by Commissioner Reinhard and duly seconded by Commissioner Jelleme, it was
unanimously VOTED to approve and execute a Release of Lien to be provided to Ms. Murrel or her
attorney.
F. FINANCIAL BUSINESS:
1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing calendar
years 2018 and 2019 through November 2019 were presented.
2. Warrant Authorization — Cash Disbursements: Upon a motion made by
Commissioner Stackpole and duly seconded by Commissioner Jelleme, it was unanimously
VOTED to execute the December 10, 2019, warrant document in the amount of $179,807.16 to be
provided to the county treasurer.
3. Warrant Authorization — 2009 A Semi -Annual Bond Payment: Upon a motion
made by Commissioner Stackpole and duly seconded by Commissioner Jelleme, it was
unanimously VOTED to approve payment and authorize staff to wire the Series A semi-annual
bond payment of interest in the total amount of $14,528.75 from the Land Bank's Collection
Account to the Bond Trustee at U.S. Bank.

G. REGULAR BUSINESS:

1. Golf Financial Consultant Proposal — Discussion: Mr. Savetsky presented a
proposal from Derek Johnston, Partner of ("GGA") Global Golf Advisors, for review as a potential
candidate for the golf consultant position. Mr. Savetsky stated that Mr. Johnson and his team would
review the financials and operational systems according to industry standards as well as review the
management model in anticipation of putting management services out to bid in 2021. Ms. Campese
added that GGA was a spinoff of KPMG accounting services that specialize in golf operations and
had extensive experience working with municipalities. Part of their proposal was to review both
courses' annual budgets and monthly financial reports. Discussion followed and the consensus of
the Commission was to set up a video interview call with Mr. Johnston at a future meeting.
2. Annual "M" Exemption Amount — Adoption: Ms. Campese presented statistics for
2017, 2018 and 2019 (year to date) for "M" exemption transfers. Based upon an analysis of those
statistics and knowledge of current sale prices for residential real property in the Town and County
of Nantucket, upon a motion made by Commissioner Stackpole and duly seconded by
Commissioner Jelleme, it was unanimously VOTED that the value of the "M" exemption remain at
$600,000 for the calendar year 2020.
2. 2020 Meeting Schedule: Upon a motion made by Commissioner Stackpole and
duly seconded by Commissioner Glidden, it was unanimously VOTED to accept and confirm the
regularly scheduled Land Bank meeting dates for 2020.
Mr. Bushard departed the meeting at 5:02 p. m.
Il. EXECUTIVE SESSION: Upon a motion made by Commissioner Stackpole and duly seconded
by Commissioner Glidden, it was unanimously VOTED to go into executive session in order to
discuss the purchase, exchange, lease or value of real property. A roll call vote was taken: Reinhard
— Aye, Paterson — Aye, Glidden — Aye, Jelleme — Aye, Stackpole — Aye. The Chairman under
Purpose 6 [G.L. c. 30A, 21(a)(6)] declared that discussion of these matters in open session may be
detrimental to the Land Bank's negotiating position and that the Commission would not reconvene
in regular session at the conclusion of executive session.

ADJOURNMENT: Upon motion made by Commissioner Reinhard and duly seconded by
Commissioner Glidden, it was VOTED to adjourn at 5:03 p.m.
