CALL TO ORDER: 5:00 P.M.
PRESENT: Kristina Jelleme, Neil Paterson, Allen Reinhard.
ABSENT: Richard Glidden, John Stackpole.
STAFF PRESENT: Jesse Bell, Assistant Director; Susan Campese, Administrator/Finance
Manager; Marian Wilson, Assistant Administrator; Rachael Freeman, Environmental
Coordinator; Jeffrey Pollock, Property Foreman; Guthrie Diamond, Field Ecologist; Taylor
Donovan, Field Ecologist.
Berkshire Design, Landscape Architect, Jeffrey Squire; Inquirer and Mirror Reporter, Brian
Bushard; Janet Schulte; Hillary Anapol; Craig Hunter; Beth Morris; Andrea Morris; Grace
Holt; Danielle Viente; Kristen Graham; and Rhoda Weinman were also present at call to order.
I. CONVENE IN OPEN SESSION:
A. PUBLIC INFORMATION SESSION:
1. Dog Park — Review of Conceptual Design: Ms. Bell thanked everyone for
coming and pointed out the members of the dog park work group and introduced the Landscape
Architect. Mr. Squire briefly described the process taken to arrive at the conceptual design,
including site analysis, needs assessment and location specifications. He displayed an aerial map
of the location at the corner of Miacomet and Surfside Roads and adjacent to the bike path. He
displayed plans of the park and explained the three designating areas for large dogs, small dogs
and the agility training area. Further, he described the parking areas, entrances, paths and
surfacing options.
Veterinarian Shanna Minior entered the meeting at 5:25 p.m.
2. Questions and Answers: Mr. Squire, Ms. Bell and Commissioner Jelleme
answered various questions from the public about dog waste, type of fencing, environmental
concerns, and noise issues. Overall the response for the dog park was positive. Ms. Bell thanked
everyone for attending.
Mr. Squire, Ms. Diamond, Ms. Donovan, Mr. Bushard, Dr. Minior, Ms. Schulte. Ms. Anapol, Ms.
Hunter, Ms. Morris, Ms. Morris, Ms. Holt, M. Viente, Ms. Graham; and Ms. Weinman departed
the meeting 5:35 p.m.

B. FINANCIAL BUSINESS:

1. Warrant Authorization — Cash Disbursements: Upon a motion made by
Commissioner Reinhard and duly seconded by Commissioner Jelleme, it was unanimously
VOTED to execute the November 5, 2019 warrant document in the amount of $35,468.84 to be
provided to the county treasurer.
C. GOLF BUSINESS:
1. Miacomet Golf Clubhouse — Grant of Electrical Easement: Ms. Bell presented a
grant of electrical easement to National Grid that was required to in order to move the junction
box to accommodate the new clubhouse. Upon a motion made by Commissioner Jelleme and
duly seconded by Commissioner Reinhard, it was unanimously VOTED to execute the Grant of
Easement.
