1. Nantucket Sewer Department
Discussion a. Presentation of FY2021 and Out -Year Requests.
Welch — A lot of these are related to the SMP.
108-120 Baxter Road
Gray — This has been in process for a number of years; we do have a preliminary design that
shows a new force main system by the golf course. We are waiting for the trigger, which is the
road to be 35 feet from the top of the bluff. There are easements and land swaps that still need
to take place. The $22m is being carried forward; can't be sure if the final cost until he knows
whether or not all of `Sconset needs to be done.
Kickham — Asked for a copy of the SMP.
Gray — `Sconset Beach Preservation Foundation (SBPF) was supposed to provide money for
design while the Town provided construction; this is really a placeholder.
Bridges — One thing the Select Board negotiated with SBPF if this goes forward, we want them
to have an alternative access planned out.
Kickham — Asked if the old lines are decommissioned and is that cost included.
Gray — Decommissioning would be included in the construction cost.
Welch — Asked about the utility of getting this on Annual Town Meeting so it's ready to go
FY2021.
Bridges — The Select Board agreed only to allow the SBPF to go to Conservation Commission.
It is now in Superior Court to appeal the Conservation Commission's denial.

Airport pump station upgrade
Gray — He had an engineer look at the potential design. Both force mains are weak; he is
ordering replacement parts to make repairs until the upgrade is made. It was design for
Nantucket Inn only but is now serving a laundry and an increased number of residences. Part of
the plan is to install our own power and transformer since it currently is running off Nantucket
Inn power. He doesn't see the work being done until late FY2021. We have the funding and we
are on National Grid's schedule for the electrical work. Over the years, the pumps have been
replaced as well as pieces and components of the control panel, but there has been no major
overhaul. Described the proposed changes to add capacity and power to the pump station.
Welch — Asked about a request for 2018 that was extended for $.25m.
Gray — That is a placeholder because the cost of power is unknown.
Lowell — He thought the Nantucket Inn was paying for the upgrade; but as Mr. Gray explained
it, it is different regarding the storage tank. Confirmed that if the inn and laundry just hooked up
and let sewage flow, it would overwhelm the pump station.
Kickham — This will significantly increase energy consumption. Asked if any energy efficiencies
are being incorporated.
Gray — He works closely with an energy consultant to incorporate efficiencies and get
incentives. He's very cognizant of how much power his department uses.
Aurora Way Pump Station
Gray — This is a key component of the SMP for North and South Miacomet; that station has
one of the larges wet wells.
Welch — Asked the CIP be uploaded to the supplemental documents.
Gray — More numbers will be coming out based upon the SMP. The pump station is on Gan-
Winn's property and the Town has an easement. The Nantucket Islands Land Bank owns the
triangle on the right as you turn onto Aurora Way and the force main runs across their propert;
the force main was in place when they bought the property.
The Cato Lane Pump Station has moved up on our priority due to a fire, so Aurora Way will
drop back. Cato Lane should be covered under the CMOM or other upgrade moneys.
McEachern — With the fire, asked if Cato Lane is functioning.
Gray — We were able to repair it.
Lowell — Asked about the impact Hawthorne Park is going to have.
Gray — They had to run a force main up to Hussey Farm Road; that will cover the rest of
Hawthorne Lane.
One -ton Dump Truck
Gray — This was kicked out a couple of years; the truck still runs, but he'd like to see it replaced.
It comes with a plow and sander. Noted that for another truck, they are planning to replace the
body since it runs fine. This is the primary truck for plowing to the `Sconset plant.
Welch — Praised Mr. Gray on his efforts to make things work. Referenced an MCM quote on an
F-250 for $25,000.
Lowell — That is the new one -ton.
Gray — He tries to od thorough research
Design & Construction of `Sconset Sewer
Gray — Weston & Sampson is doing the `Sconset design. The biggest issue is the gravity sewer
line in the bluff going down Low Beach Road; it's within a coastal dune and high -velocity zone
and needs to be moved. We have to measure before and after every storm; this is the first year
he has seen beach loss. With a few exceptions, all homes from the golf course to the top of the
hill are on septic; they are in the sewer area but there is no line. The septic systems have to be
moved away from the wells; that is driving this. Gary Winn is on board with this and will pay for
the subdivision's part of the sewer. We are working with people on Plainfield and Windsor, they
want sewer. He's been in discussion with Director of Planning Andrew Vorce about the land we

will need. The `Sconset CWMP will include all of that; the 2014 Island CWMP didn't include
`Sconset, so theirs is separate.
South Shore Road
Gray — The funding request is based upon putting a line from Surfside Road to the plant to
serve all of the Miacomet Beach area and to serve Surfside Crossing, if it goes in, as well as
future stuff. Estimate $2.8m to include the pump station. It would service, Miacomet Road,
Pond View, Field and Folger. They are looking at everything in SMP. It could be a potential
entry point for Madaket; we have to decide where Madaket flow would go: Vesper Lane or Sea
Street. It would provide all future capacity.
Bridges — He appreciates that Mr. Gray is on top of all this.
Welch — It sounds more like we are looking at a larger capacity line and pump station with
Surfside Crossing contributing to that, rather than doing it all.
Gray — Explained how Nantucket Islands Land Bank land has been removed from the sewer
plans and residential lots added. He has been working closely with Mr. Vorce to anticipate
inclusion into the SMP.
South Valley Pump Station upgrade
Gray — The number is over 10 years old and Richmond promised to contribute $300,000 to the
new station. The new numbers are in at $846,000. This facilitates Naushop; the agreement with
Naushop has been reviewed and approved. The Naushop sewer is private though we've been
maintaining it; it will be transferred over to the Town. The benefit of acquiring the Naushop
sewer is for control; when we go to our Fat, Oil, and Grease (FOG) Program, we will have
enforcement authority over their sewer line. Nashaquisset is also all private; we will approach
them as well.
Kickham — The project summary says Richmond agreed to pay $250,000.
Gray — They agrees on $250,000 but the cap is $300,000. We just had a meeting and I told them
we are coming for the full $300,000.
Surfside Wastewater Treatment Plant
Gray — The membranes quote doesn't include installation. $2.8m for the membranes and
$200,000 for installation. Explained the benefits to using the membrane technology. This is
FY2021 ready. We already have $1.4m from a previous appropriation.
Kickham — Asked about the 10 -year life expectancy.
Gray — That is the manufacturer recommendation. Our current membranes are over 12 years
old but are working as if they are only 5 years old. We have been maintaining them, but his
concern is something will happen.
Lowell — Asked what Mr. Gray needs; this has been on before.
Gray — Prior Plant upgrades didn't include the membrane.
Welch — It was approved for $1.3 in the past which wasn't used; that will be applied to this
request.
Gray — This request includes the cost for the specialized crane needed for installation.
Kickham — You have membranes as high priority even though they are working great and look
great.
Gray — In our business, you just don't know; we can't keep pushing our luck. Explained how he
inspects the membranes.
Wastewater Lab Upgrade
Gray — We are going to table a good portion of the $500,000, because of the Water Testing Lab
the Town is looking into. We just had an official audit on the lab; it's more likely well use only
$125,000 for equipment repair and replacement. He doesn't want to do a full upgrade if the
Town is going to build a complete lab; if they don't, Mark Willet and I will look at working on a
combined lab for water and wastewater.

Welch — You originally put in for this year and an out year at $625,000. Based upon the
possibility of a full testing lab, confirmed Mr. Gray believes the $500,000 could be better spent
elsewhere and that the $125,000 will be used on legally- required upgrades.
Gray — The $125,000 is to meet legal requirements; we will upgrade lab equipment and different
types of chemical cabinets, based upon the audit. We can move out a few years.
McEachern — Currently, an on -Island lab makes no sense to Finance Committee; they think we
should keep sending it off rather increasing operating costs.
Gray — The estimate Finance Committee saw from that consultant was extremely low; some of
the equipment they want will cost $500,000.
Lowell — We have fast boats running all dav; he thinks water testing should continue to be done
off Island. We have other things on the list.
Waitt Drive
Gray — We just 300 feet of sewer as part of the Shimmo project; what concerns him is that
$1.34m was approved and now asking for an additional $3.7m.
Kickham — That $3.7m is for the road.
Gray — We should request $100,000 for sewer to service residents and employee housing along
Waitt Drive. The line would be in the existing road layout and give sewer to the end of the road.
There would be a separate line to serve the workforce housing, Ticcoma Green, from the back,
not from Waitt Drive.
Welch — We won't see that unless it goes through Town Administration.
Out -years
Admin Building and Garage
Gray — A couple of years ago, the Admin and garage buildings were swapped to move the
garage up; we want a maintenance facility with housing above. There is no major change to these
other than the year swap.
Madaket/Warrens Landing & Somerset
Gray — Madaket will come up again; it's in the works. Based upon the Shimmo numbers,
Madaket might be half what was initially projected. Hummock Pond North is closer to Town
and South closer to the beach. Those numbers will come with the SMP. We are looking at
Somerset as a separate project, which has become a priority. Miacomet Area sewers covers
Miacomet Road, which is in a needs area. Pond View and South Shore Road all fall into the
Miacomet Needs Area.
Welch — It would be helpful to have a date-stamped map when it comes to putting these areas
in the data base.
Gray — The Needs Areas are based upon the 2014 CWNIP.
One thing not on here is the third force main, which is about $22m; we've hired the Operating
Project Manager for the project and the Request for Proposal is being drafted. We now have a
parcel buildout; that will be in the SMP. Described the route the 3' force main would take from
the Sea Street Station and lines to be repaired/replaced along the way.
Welch — It would be helpful to have a list of equipment procured under the Shimmo area and
CMOM. Asked if they are able to pick up private lines along the way.
Gray — We are doing areas where inspections had to be terminated and trying to find out what
caused the stop. We are locating all lines and manholes. As of October 8, all the new maps will
be digitized and turned over to the Town and GIS maps will be updated.
Welch — Asked about capacity to finish projects if all of these were approved.
Gray — He feels all projects could be completed. Reviewed status of currently approved projects.

Welch — We will have some follow up on the Sewer projects and Have Mr. Gray come back.
Asked if there are any comments on the RORIs; we can edit them, so they can be filled out and
updated when final numbers come in.
Lowell — Asked about water testing.

Kickham — We seem to be directing towards it not being needed; however, Mr. Gray and Mr.
Willett coordinate a lot.
Welch — The $125,000 is for stuff to be done at the existing lab.
