(“Epsilon”) submits this request to amend Order of Conditions (“OOC”) for the above refined project pursuant to Standard Condition No. 14 which reads: “Any change to the plans identified in Condition #13 above shall require the applicant to inquire of the Conservation Commission in writing whether the change is significant enough to require the filing of a new Notice of Intent.” This request is consistent with the Massachusetts Department of Environmental Protection (“MassDEP”) Wetlands Program Policy 85-4: Amended Orders Policy which requires applicants to; 1) provide a narrative description of the proposed changes, 2) provide plans depicting the proposed changes. Proposed Changes Construction of the existing geotube project was completed in February 2016 and ongoing monitoring of the project continues pursuant to the OOC special conditions. Ongoing monitoring reveals that sand at the northern and southern ends of the existing geotube returns has eroded. As we enter another winter season the SBPF requests that the current OOC be amended to allow installation of 50 foot long coir fiber roll returns at the northerly and southerly ends of the existing Jeff Carlson 2 Nantucket Conservation Commission September 28, 2018 geotube stabilization system; see attached sheets C-010 Proposed Planview and C- 020 Typical Sections. These returns are needed to preserve the integrity of the geotube system and to avoid continued erosion at the ends. Construction will be similar to that required to install the geotubes, but to a lesser degree because the coir fiber rolls are more easily installed than the sand filled geotubes. The anticipated duration of construction is approximately one month. Construction will proceed according to the following sequence: 1. Construction equipment will access the beach via Hoick’s Hollow. 2. Excavate a trench for the lowest tier of coir fiber roll to elevation +3.0 feet MLW. The trench will be approximately five to six feet wide and 50 feet long. Material excavated from the trench will be temporarily placed seaward of the trench. 3. The bottom row of coir fiber roll will be anchored into the ground using helical anchors and cables to hold the roll in place. The lower tier of coir fiber roll will be a high density coir roll. 4. Subsequent coir fiber rolls will stacked in a step wise pattern and will be held in place with duck-bill anchors and cables. These rolls will be low density coir fiber rolls. Sand will be placed behind the rolls in lifts and encapsulated with coir netting and mesh to construct a coir roll and coir fabric envelope stabilization system. 5. The top coir fiber roll will be held in pace with helical anchors and cable. 6. Following installation of the of coir fiber rolls and sand backfill, the trench will be backfilled with sand excavated from the trench and re-graded to match pre- construction grades. 7. The coir fiber roll returns will be covered by sand as part of the ongoing sand template filling program to maintain the integrity of the Coastal Bank and bluff, and to provide a sediment source. 8. Equipment will be demobilized from the site via Hoick’s Hollow. All construction equipment will access the beach from Hoick’s Hollow. All construction vehicles will be fueled in the Hoick’s Hollow parking lot area. Jeff Carlson 3 Nantucket Conservation Commission September 28, 2018 This work will involve stabilizing, and work on an additional 100 linear feet of Coastal Bank (50 feet on either end of the existing geotube stabilization system); thus increasing the total length of work on Coastal Bank from 950 linear feet to 1,050 linear feet of Coastal Bank . This work is required to maintain the stability of the Coastal Bank and bluff, and to maintain the integrity of the existing geotube bank stabilization system. Whereas the proposed returns will become part of the existing geotube system, this work will be subject to the conditions enumerated in the OOC authorizing construction of the geotube stabilization system. Abutters to the existing geotube system are being notified by certified mail and the municipal OOC Amendment fee and newspaper notice checks are attached hereto.
