B. EXECUTIVE SESSION: The Executive Session is for Purpose 6 [G.L. c. 30A, 21(a)(6)J. The
particular transactions and parcels of real estate are not identified since disclosure of the
property information may have a detrimental impact on the Land Bank's negotiating position
with one or more third parties. The Commission will not reconvene in open session at the
conclusion of executive session.

CALL TO ORDER: 4:00 p.m.
PRESENT: Richard Glidden, Neil Paterson, Allen Reinhard, John Stackpole.
ABSENT: Kristina Jelleme.
STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan
Campese, Administrator/Finance Manager; Marian Wilson, Assistant Administrator.
Inquirer and Mirror Reporter, Brian Bushard; and Community Foundation for Nantucket, Program
Director, Jeanne Miller, were also present at call to order.
I. CONVENE IN OPEN SESSION:
A. PUBLIC COMMENTS / STAFF ANNOUNCEMENTS:
1. Discovery Playground at Hinsdale Park: Ms. Miller expressed gratitude for the
construction of the Discovery Playground, further, she complimented how smoothly the project
went due to the successful collaboration between the Nantucket Land Bank, Maria Mitchell
Association, and other community groups involved in the planning process.
Ms. Miller departed the meeting at 4:04 p.m.
2. Cross -Island Hike: Ms. Bell informed the Commission that she had recorded an
advertisement with the local radio station, 97.7/ WACK, promoting the first annual Cross Island
Hike to be held on Sunday October 6, 2019. There will be three spots advertised daily beginning
September 14, 2019.
B. GOLF BUSINESS:
1. Miacomet Golf Clubhouse Replacement — Project Update: Chairman Paterson
inquired whether granite or concrete curbing was specified in the plans for the Miacomet
Clubhouse; he noticed that concrete curbing was onsite waiting to be installed, however, he
suggested that granite was not only more aesthetically pleasing, it was also a superior product. The
consensus of the Commission was to switch to granite after Mr. Savetsky confirms what was in the
plans and find out the feasibility of exchanging the concrete for granite curbing.
Mr. Savetsky presented two dining room chairs to the Commission, the chair they had already
approved and an alternative that had a shorter lead time and was less expensive since the original

chairs had a three-month lead time. Mr. Savetsky said an alternative is to rent or purchase
temporary chairs. The consensus was to keep the original chair order and approve Land Bank staff
to research renting or buying temporary chairs for the interim rather than settle for the alternative
chair.
2. Warrant Authorization — Clubhouse Requisition: Upon a motion made by
Commissioner Glidden and duly seconded by Commissioner Stackpole, it was unanimously
VOTED to execute the September 10, 2019, warrant document in the amount of $1,291,113.21 to
be provided to the county treasurer.
C. PROPERTY MANAGEMENT:
1. Property Maintenance Equipment Request - tree spade: Mr. Savetsky presented a
request for a new tree spade to replace the existing, inadequate equipment. Upon a motion made by
Commissioner Glidden and duly seconded by Commissioner Stackpole it was unanimously VOTED
to purchase the equipment from Big John Manufacturing for the amount up to $17,500.00.
D. REGULAR BUSINESS:
1. 21 Grove Lane — Driveway Encroachment Matter: Mr. Savetsky presented an
aerial view of the property abutting 3 Wyers Way. The Nantucket GIS map displays the driveway
to the 3 Wyers Way property on Land Bank property. The owners, The Ceylon Elves, submitted a
Conservation Commission application for a newly subdivided lot which proposes to improve the
drive as well as installed utilities on Land Bank land. Counsel, Valerie Swett, opined that the 3
Wyers Way house was built in the 1960's which gives the property owner the right to claim adverse
possession and use the driveway to access the existing property but not the right to develop an
additional lot or make improvement on Land Bank property. Upon a motion made by Commissioner
Reinhard and duly seconded by Commissioner Stackpole it was unanimously VOTED to authorize
Mr. Savetsky to file a motion against the owners of 3 Wyers Way and the Nantucket Planning
Board to stop the subdivision access on Land Bank property.
2. Action Items List — Review: Mr. Savetsky informed the Commission that the
design plan for the dog park was attractive with a natural setting and included a walking path off
Surfside Road. Further, he updated the Commissioners that Peter Brace had been contacted and
was assisting with the Land Bank history pamphlet. Rachael Freeman continues to work with the
graphic designer on the trailhead signs for the Land Bank parking areas identifying the properties.
E. APPROVAL OF MINUTES: Upon a motion made by Commissioner Reinhard and duly
seconded by Commissioner Stackpole, it was unanimously VOTED to accept, approve and release
the regular session minutes of August 27, 2019 as written.
F. TRANSFER BUSINESS:
1. August 2019 Transfers — Record Nos. 40897 through 40996: The Commission reviewed
transfers for the period of August 1, 2019 through August 30, 2019.

a. Current "M" Exemptions and Liens: The Commission authorized the placing of
liens against the following properties as a result of the purchasers claiming the "M" exemption as first-
time buyers of real property:
No. 40899 Alexa M. Coleman and Brandon W. Eldridge
No. 40904 Eion McKenzie and Svetoslava McKenzie
No. 40913 Azizbek E. Karimov and Madina Gulyamova
No. 40959 Bharat Banjara and Parmila Banjara
b. Current "O" Exemptions and Liens: The Commission authorized the placing of liens
against the following properties as a result of the purchasers claiming the "O" exemption as part of a
deed -restricted affordable housing program:
No. 40930 Ricki-Lee Millington and Emily Millington
No. 40891 Christopher O'Reilly and Clarissa J. Esco
G. FINANCIAL BUSINESS:
1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing calendar
years 2018 and 2019 through August 2019 were presented to the Commission.
2. Warrant Authorization — Cash Disbursements: Upon a motion made by
Commissioner Stackpole and duly seconded by Commissioner Glidden, it was VOTED to execute
the September 10, 2019 warrant document in the amount of $275,456.70 to be provided to the
county treasurer.
Mr. Bushard departed the meeting at 4:52 p. m.
II. EXECUTIVE SESSION: Upon a motion made by Commissioner Stackpole and duly seconded
by Commissioner Reinhard, it was unanimously VOTED to go into executive session in order to
discuss the purchase, exchange, lease or value of real property. A roll call vote was taken: Reinhard -
Aye, Paterson -Aye, Stackpole-Aye, Glidden -Aye. The Chairman under Purpose 6 [G.L. c. 30A,
21(a)(6)] declared that discussion of these matters in open session may be detrimental to the Land
Bank's negotiating position and that the Commission would not reconvene in regular session
following executive session.
ADJOURNMENT: Upon a motion made by Commissioner Glidden and duly seconded by
Commissioner Reinhard, it was VOTED to adjourn to executive session at 5:07 p.m.
