1. Call to Order, Approval of the Agenda, Approval of Minutes, and Public CommentsL
A. Chair Allen Reinhard called the meeting to order at 4:00 pm. In attendance were Rick r
Atherton, Nelson (Snookie) Eldridge, Ed Gillum (4:05 pm), Bill Grieder, Nat Lowell (left at 5:n
pm), Allen Reinhard, Bert Ryder (4:07 pm), and Lee Saperstein; there was a quorum at all time;`
Absent: Leslie Forbes
Guest: Mike Burns, Transportation Planner.
B. Approval of the Agenda. The agenda was approved unanimously.
C. Minutes. Approval of the minutes of April 24, 2019, was moved by Rick Atherton, seconded
by Snookie Eldridge, and approved unanimously.
D. Public Comments. There were none.
2. Transportation Plan Update: Mike Burns.
Nantucket Transportation Planner, Mike Burns, gave a thorough presentation on the draft
"Nantucket Long -Range Transportation Plan, 2020-2040", LRTP, that is under development for
the Nantucket Planning and Economic Development Commission, NPEDC, which is
Nantucket's Regional Planning Agency, RPA. The full report can be found on the web pages for

selected from the report and projected on the large monitor screen in the conference room, can be
obtained from him or the Committee Secretary. A similar presentation will be made to the Select
Board on Wednesday, May 22.
Mike Burns began by showing the timeline for review and approval of the draft. He noted that
the Committee on Roads and Right of Way was on the list of reviewers and that the final vote
would be taken by the NPEDC at their meeting on June 17, 2019. He indicated that the
recommendations were shaped by information received from the Transportation Survey,

as part of the development of the plan. He also indicated that the plan incorporated vision and
goals for transportation on Nantucket. Leading among the nine goals is the desire to limit the
number of vehicles on Nantucket. With a series of tables, he presented recommended capital
improvements for roads, intersections, and bicycle paths along with their funding status.
He ended with a table of recommendations for road takings that was based on the Committee's
recommendations. Lee Saperstein noted that his list was out of date and said that the current list
includes only Winn Street, Somerset Street and Friendship Lane (combined as one project), and
Warrens Landing Road. Several ways that were on an earlier version of the "Potential Taking
List" were deemed to have too little use to require taking. Other ways, such as Amelia Drive,
Boulevarde, the ways from Surfside to the Airport, and First Way have been taken and, in some
cases, rebuilt. Lee Saperstein moved that the Committee endorse the report and this was
seconded by Snookie Eldridge. The unanimous vote for endorsement will be conveyed to the
Chair of the NPEDC, Nat Lowell, who, as a member of the Committee on Roads and Right of
Way, was present for the presentation by Mike Burns, by Allen Reinhard. [Action: Formal
communication to the NPEDC by Allen Reinhard.]
3. Sidewalk Improvements Discussion.
Allen Reinhard reported that he feared that the creation of a historic sidewalks work group would
delay reconstruction of downtown sidewalks. The Committee has spent considerable time and
effort in surveying the condition of Town sidewalks and was pleased when budgetary support
was dedicated to planning and re -building deteriorated sidewalks. For safety reasons and
protection to pedestrians in our Cultural District, the committee recommends that planned
improvements be installed as soon as possible. The Town should stay with the published
schedule for sidewalk reconstruction. Allen Reinhard said that he would discuss sidewalks with
Rob McNeil, Director, DPW, and would ask for progress reports from time to time so that the
Committee could monitor progress.
4. Takings List: Winn St. and Millbrook Road; Boston Avenue.
In addition to the discussion of the Committee's recommendation on takings that occurred in
Agenda Item 2., Lee Saperstein reminded the group that we had had a single presentation on
Millbrook Road for its addition to the Potential Road Takings list, on which there has been no
follow-up from the presenter. Allen Reinhard reminded the committee members that he had had
a complaint about maintenance on Boston Avenue (Monomoy) that had raised the question of its
ownership status. He will ask Andrew Vorce, Town Planner, for information on its status.
Lee Saperstein noted that a recent inquiry from the Town's Administration office on the
ownership status of Stone Alley led him to look it up on the Road Ownership map. It is
described as "T', i.e., the ownership, whether private or public, is unknown. Stone Alley is a
pedestrian way; the map also shows that three vehicular ways have the same unknown status:
Coal Lane (aka Coal Alley), Dock Street, and Independence Lane. Lee Saperstein asked that
these ways go into the agenda of a future meeting when Andrew Vorce can speak to resolving
ownership of these four ways. [Action: Allen Reinhard to schedule this item on a future agenda
and invite Andrew Vorce to that meeting.]

Mike Burns announced that there would be a public hearing about Amelia Drive on Thursday,
May 30, 2019, that we might wish to attend.
5. Historic Coloured Cemetery Access Issue.
Allen Reinhard reported that the Hospital's building planners are working on a plan for
landscaping, which will include an entrance to the Historic Coloured Cemetery. He did relate,
however, the plan will not be realized until the old building is demolished. He will keep
following this access item.
6. Old, New or Other Business: Member Comments.
Bill Grieder signaled that he had several issues that he would like to bring up. The first was a
progress report on encroachments on Baltimore Street and Washington Avenue. He said that
road access is still constrained by construction vehicles and he suggested that the Committee
write to the Town to ask that no -parking limitations be installed on the northwest side (Hither
Creek side) of Washington Avenue. This would ensure access for emergency vehicles and the
NRTA bus. The committee accepted this suggestion as a motion, Snookie Eldridge seconded it,
and it passed unanimously. [Action: Bill Grieder will draft a letter for committee review and
Allen Reinhard will transmit it to the Town.]
In his second item, he said that Madaket residents are nervous about a future move to take the
private portion of Washington Avenue for a yard sale. The people for whom he was speaking
did not want this to happen. Committee members were uncertain about any action that might be
taken and asked Allen Reinhard to seek more information from Ken Beaugrand, the Town's
newly hired real estate specialist and Andrew Vorce for advice and information. [Action: Allen
Reinhard to ask for advice from Ken Beaugrand and Andrew Vorce on Washington Avenue.]
Finally, Bill Grieder advised the committee about potential problems on Ames Avenue and
Millie's Bridge, particularly with respect to rising waters.
7. Adjourn,
The meeting was adjourned at 6:02 pm by acclamation. The next meeting will be at 4:00 p.m.,
Tuesday, June 18, 2019.
