HomeMy WebLinkAboutSiasconset Bluff Walk Public Access Meeting Notes - July 13, 2010_201402041425319795 SCONSET BLUFF WALK PUBLIC ACCESS SUBCOMMITTEE Draft Minutes Tuesday July 13, 2010 / 4:15 PM @ 2 Fairgrounds Road Conference Room Members Present: Co-Chairs D.Anne Atherton, Harvey Young, Rob Benchley, Bob Felch, Jeri Hicks, Frank Holdgate, Joan Porter, Bert Ryder BOS Liaison: Brian Chadwick Members of the Public Present: Lucy Dillon, Carol Dunton, Linda Holland, Lee Saperstein, Whitey Willauer, Susan Whitney I. Call to Order: Co-Chair Atherton called the meeting to order at 4:15 PM A quorum was present. II. Approval of Minutes: The motion was made by Bert Ryder and seconded to approve the minutes of June 1, 2010, as distributed. The vote was unanimous. III. Announcements: None IV. Discussion: Draft Work Plan Ms. Atherton developed a DRAFT Work Plan based on the comments and suggestions received by the Subcommittee. Each item on the DRAFT Work Plan was reviewed. The discussions included: The path is impassable at some points The easement for the path is 6 feet The present width of the path varied & there are encroachments Town should maintain what we have Keep all the ways, do not give any away Some walkers cause real issues along the path, set down rules Some issues will be brought before the Traffic Safety Aug. Committee Mtg A time frame was attached to the items. A number of items were eliminated by consensus being “beyond the scope of work” Ms. Atherton will revise the Draft Work Plan accordingly and distribute it. Messers Benchley and Holdgate and Ms. Hicks, with the assistance of GIS Coordinator Nathan Porter, will develop a way to graphically depict the salient information needed by the Subcommittee; examples include stairs, addresses etc. The costs of fly-over and physical survey of the path will be discussed with the Right-of Way Committee and CPC. This may help with the takings as well It is expected that once the ConCom representative to the Subcommittee has been selected that this person will work to provide information relative to any constructions (stairs, etc.) that have been permitted by the ConCom, as well as any structures that have been licensed by the TON. Ms. Anne McAndrew in the BOS office coordinates such licenses for the Town and will be a resource for this information. V. Updates: Management Plan: There are meetings with the Sconset Civic Association and the Sconet Trust (July 22 and August 12 from 3:00 to 4:00 PM) planned to discuss a Management Plan for the foot path Easement Negotiations: Mr. Chadwick reported that he has been in contact with Mr. Reade, the attorney for the individual who committed to engaging in negotiations this summer for an easement. Selectmen Chadwick will look into 67 Baxter Road It was noted that there is a CLOSED sign at #69, necessitating exit from the path at this point, or turning around, rather than continuing to exit at Bayberry; Mr. Felch mentioned that some residents believe that this is part of the path. Ms. Atherton & Mr. Felch will talk to Director Vorce on easement issues VI. Organizational Matters: ConCom Rep. Still Pending Meeting Schedule: Basically 2nd & 4th Tuesdays through Oct. 2010 VII. Next Steps: Continue working on the Draft Work Plan VIII. Adjournment: Co-Chair Atherton adjourned the meeting @ 6:10 PM.
