Draft Minutes
Tuesday Sept. 28, 2010 / 4:15 PM @ 2 Fairgrounds Road Conference Room

I. Call to order Co-Chair Atherton called the meeting to order at 4:20 PM
A quorum was present.
II. Approval of Minutes:
The motion was made by consensus to approve the minutes of
Sept. 14, 2010, as amended.
The vote was unanimous.
III. Announcements: James Grieder was unable to attend due to the HDC meeting.
He did send a sample of a small sign as an example.
IV. Discussion: Draft Management Plan included:
Rights in the Path
Respect the privacy of the abutters
Mary Wawro will get ConCom info to Harvey Young and Frank Holdgate for the
Committee
Issues included: Increased volume, especially on the South end of the path
and a change in behavior of the people
Signage was discussed:
Some possible wording of the signs, which might include enforceable rules and
suggested “proper” behavior
Give cards to abutters to give out to walkers with the laws & rules
Little signs near entrances & exit points and possibly along the Path
Any applications or costs would be approved and go through the ROW
Get rid of the new granite posts, so not to attract more public attention
Enforcement
Included referencing Chief Pittman’s attending the prior meeting
He comments included: calling the police when a problem occurs, the police
awareness and response in the area has increased, the ability of enforcement of
existing Town laws, the possibility of the BOS or other Town entity to control the
Path who have enforcement authority (this idea of “control” was not well received
by the “Sconset members of the Committee).
Cannot legally stop joggers
The hours:
Some thought 8:30 AM was a good time to open, some felt it was too late
A suggestion was to go along with the Town “Noise” Bylaw (which is 7:00AM
and 7:30AM June 15 –Sept.15th) / 101:1
Sunset seemed to have some agreement
This will be continued for discussion
Also to enforce the laws of the Town as to public drinking, noise, dogs on leash,
littering, loitering,
Bike racks are in ‘Sconset Village and some could be up at the Light House.
More are not needed at this point in time
Abutters take care of their own land
DPW maintain the path itself, with a safe width (6’?); cut bushes, tall grasses etc.

On second thought, James, would waiting until Tuesday, October 12 be better?
I am just reviewing the work of the Subcommittee and waiting until the following
meeting is also doable for us.
The Subcommittee meets on the second and fourth Tuesday at 4:15 at 2
Fairgrounds. Our deadline is a November 16 formal recommendation to the Roads
and Rights of Way Committee, and we hope to have our draft report completed by
October 26.

RE: ASSISTANCE RE SIGNAGE
Hi, James. I am contacting you on behalf of the Sconset Bluff Walk Public Access
Subcommittee of the Roads and Rights of Way Committee. (For more about us, our
charge and our work-to-date, please go to our page on the Town website
http://www.nantucket-ma.gov/Pages/NantucketMA_BComm/sconsetbluffcom. I will also
attach a copy of our Work Plan, so that you can see how we have organized
ourselves to meet our charge.)
As a follow-up to Article #74 from ATM2010, we are working on public access from
Baxter Road to the Bluff Walk. In addition, we have been asked by the BOS to
develop a Management Plan for the Bluff Walk. (No easy task.) It is in regard to
this that we are reaching out to you, in your role as the HDC Sign Guy.
We have been discussing signage for the Bluff Walk (please see attached, a DRAFT
for a sign on Front Street where the Bluff Walk begins), and it has been
suggested to us by Chief Pittman that we consult with you. In addition to
proper signage, we are also interested in recreating any “historic” aspects of
the Bluff Walk, such as turnstiles. I was thinking, since you are such an
excellent Nantucket historian, that, perhaps, you might assist us by researching
some of this. Apparently, the Sconset Historic Research Committee (yes, there is
such an entity) is in an inactive phase, for want of people power.
Our next meeting is scheduled for Tuesday, September 28 at 4:15 at 2
Fairgrounds. I realize that this might conflict with HDC, but, with luck, you
might be available to join us for a discussion of these matters. We believe that
it is helpful, in the long run, to consult with Town officials early in the
process, rather than later.
I would be happy to discuss this with you in greater detail if you would like. I

We will keep our fingers crossed that next Tuesday, the 28th, will work for you,
James. If not, is there someone else within the HDC office who can advise us as
to signage and any other historic paraphernalia associated with the Bluff Walk?
