Members Present: Co-Chairs D.Anne Atherton, Harvey Young,

I. Call to order Co-Chair Atherton called the meeting to order at 4:15 PM
A quorum was present.
II. Approval of Minutes:
The motion was made by consensus to approve the minutes of
Oct. 12, 2010, as amended.
The vote was unanimous.
III. Announcements:
Thea Gudonis created the chart of walkers from the numbers provided by
Joan Porter
Harvey Young will be having surgery on Nov. 3rd
The eastward & westward views of the 11 ways will be e-mailed to Frank
Holdgate
IV. Discussion: Maintenance of the Bluff Walk and Access Ways
Jeff Willett, Director, DPW
Jeff Willett said that he is very short staffed and the basic maintenance and
signage would be done.
The BOS handle encroachment letters if any are necessary.
He does mow the path usually 2-3 times per year, often when he receives a call
concerning it, rather than on a schedule.

He suggested a survey of the bounds, so his workers would be sure where they
should be working (Due to costs etc the subcommittee will not recommend this
survey, enough area should be covered when the ways are surveyed)
Jeff will review the draft management plan and create a cost analysis for the
subcommittee.
Mickey Roland, Chairman of the Commission on Disability said that he believed
as long as no real changes were made to the path that no new ADA regulations
would kick in, but he would look into it to make sure. He said that the 4’ width
the subcommittee was suggesting was plenty.
V. Updates:
Mary Wawro distributed a list of the Baxter Road properties with (19) beach
stairs.
D.Anne and Harvey will send an e-mail to Anne McAndrew to request any info
on the Town licensing of the stairs.
There doesn’t seem to be any movement on Anne’s Lane negotiations
Possibly request that the ROW review the properties that were removed from
2010 ATM Article 74 and submit articles for 2011 ATM.
