HomeMy WebLinkAboutSiasconset Bluff Walk Public Access Meeting Notes - October 12, 2010_201402041425386827 ‘SCONSET BLUFF WALK PUBLIC ACCESS SUBCOMMITTEE (SBWPAS) DRAFT MINUTES Tuesday, October 12, 2010 2 Fairgrounds Road Conference Room Members Present: Co-Chairs D.Anne Atherton & Harvey Young, Rob Benchley, Joan Porter, Bert Ryder, Mary Wawro Members Absent: Bob Felch, Frank Holdgate, Jeri Hicks Interested Public: Carol Dunton, Linda Holland, Lee Saperstien I. Call to order. 4:20 p.m. II. Approval of September 28 Minutes III. Announcements: Ms. Atherton hopes DPW director Jeff Willett can attend a meeting or advise the committee about maintenance of the footpath Mickey Rowland, Chair of the Nantucket Commission on Disability will attend the October 26th meeting to discuss parameters of the ADA regarding handicap access to the path, in particular to the opening of selected ways. References were made to Mass. Coastal Zone Management’s guide book “Preserving Historical Rights of Way to the Sea,” as well as websites about public cliff walks in Newport, R.I., and York, Maine. Ms. Atherton noted that the ‘Sconset Beach Preservation Fund is currently developing a new erosion control plan for the North Bluff using an “anchored mattress and gabion” system that is currently in use on the bluff at Hinckley Lane. Although most of the SBPF’s proposal will include areas north of the foot path, there will be some overlap, and undoubtedly there will be discussion with the SBPF. Updates: Information gathering: Mary Wawro submitted photographs of the beach stairs taken by Dirck Van Lieu. (continued on next page) ( 10/12/10 SBWPAS minutes, Page 2) Permitting and Licensing of staircases: Mary W. reported that the ConCom has some information on the stairways, but not a lot. She also said she would get more information about how much jurisdiction the ConCom has with respect to new activities on the path, such as widening and delineating. Anne’s Lane negotiations: Going nowhere; D.Anne will ask Andrew Vorce about same. Revised Draft Management Plan: Bob Felch distributed a consolidated draft to members Benchley and Porter on 10/11, but they were unable to review it in time for the 10/12 meeting. Other: 1) Discussion about certain ways that were “removed” from the ATM Warrant Article #74, “paper” ways between properties at #23 & #25 Baxter Road, #53 & #55 Baxter Road. While the R&ROW Committee had not included these originally because the respective owners owned property on both sides of the ways, this committee feels they should be included “in a policy of fairness.” Harvey and D.Anne will draft a memo to re-introduce these ways for a future ATM article. 2) Priority for Easements: Discussion began concerning which ways should be opened to the path; i) Bayberry Lane at the northern end of the path, ii) Way between #65 & #67 Baxter, iii) Anne’s Lane… A final tally was not reached, as the meeting was running late and members agreed we need further legal counsel to understand these steps. Public Comment: Abutter Linda Holland noted there has been much wear and tear on the path near her house at 29 Broadway, and that the traffic and noise on the footpath over the Columbus Day weekend was “Awful…it was the worst.” Next meeting scheduled for Tuesday, October 26, 4:15 at 2 Fairgrounds Road.
