Others: Wagley, Fronzuto Latest draft of a report was handed out reflecting changes/modifications from Bissinger and we are looking for any additional comments. Major recommendation will be a “committee” to assist in recommending road and sidewalk surfacing in conjunction with a check list to be sure the “appropriate” parties have been notified and comment if they so choose. Oktay distributed an initial draft of a checklist. Outstanding report sections are: Sidewalks-Rowland and Encroachments- Kopko. BOS has asked the Committee to look at the streets affected by Phase II-B of the sewer repair work and consider what modifications could be incorporated to the surfacing contract and any other recommendations that might be helpful as long as the streets will be torn up by the sewer work. It was recognized that any changes to this work would not be included as a cost to the Sewer Fund, but could be added to the contract if funded from a separate source. Discussion suggested that the DPW apply for “stimulus” money. The use is for infrastructure which is historic, may be ADA compliant, energy efficient etc. If the request is not successful other sources may include abutters and the TON. If the latter, a Town Meeting would have to approve an appropriation. Annie Bissinger contributed facts on the streets in the layout used by the Roads and Right of Way Committee. Nat Lowell suggested that the Town and the Planning Board should coordinate on developing a “fund” to collect monies specifically dedicated for road and sidewalk improvements. The monies might come from developers or other sources with or without specific street designation and accumulated until designated to a specific project. To assist in the specifics of the streets covered by Phase II-B, Roggeveen, Young and Lowell agreed to meet, conduct site visits and make recommendations. Any other Committee member or member of the public is welcome to contact this group and participate. Because this is time sensitive the group will report back at the next Committee meeting to be held on 4/10/09 at 9 AM at 2 FG. Note taker, Rick Atherton
