Project Description including location and source of cost estimate:
The funding request is based on an estimated cost of a new building at $3 - $4m (7000
square feet x $450/sf = $3,150,000 + “Nantucket Factor”). Design costs generally run
10-15% of the total estimated cost.
Is the request for a new structure or equipment? New building.
If the request is for replacement or renovation please explain the need. The current PLUS
building has been occupied by town offices since 2005. The building was never intended to long-
term office space use – it was always intended to be temporary until a space needs plan could be
developed. That plan is contained within the long-term capital financing plan. The current
building is extremely inefficient in numerous ways, including use of space and energy use. A
new building would be sited differently so as to maximize use of the property.
Provide cost changes (if any) that will/could result from this request i.e. increase or
decrease maintenance costs, utilities, personnel etc. Energy savings anticipated.
Provide an estimate of revenues (if applicable) gained by this expenditure. Example: Artificial
turf field would enable field rental and lower the ground maintenance costs. Include the
estimated number of years to pay back this expenditure.
If relevant, provide any other justification for the project or equipment.

Project Description including location and source of cost estimate: The project description is
contained within a feasibility report (“Design Feasibility Study for the Re-use of the Former
Police Station Building at 20 S Water St” Dec 2011 by Brown Lindquist Fenuccio & Raber
Architects) funded through appropriations made at the 2010 and 2011 annual town meetings.
Is the request for a new structure or equipment?
If the request is for replacement or renovation please explain the need. Renovations to the
current 20 S. Water Building are needed in order to effectively and efficiently use the space.
The building is not up to code and has limited use. The physical condition of the building is
declining and it is becoming an “eye sore”.

decrease maintenance costs, utilities, personnel etc. Energy costs are anticipated to
decrease.
Provide an estimate of revenues (if applicable) gained by this expenditure. Example: Artificial

Project Description including location and source of cost estimate: Contribution towards
purchase of a pond harvester with other local groups such as the Land Bank and Nantucket Pond
Coalition for pond management
Is the request for a new structure or equipment? New equipment – although Town would not
own the equipment or operate it
If the request is for replacement or renovation please explain the need.
Provide cost changes (if any) that will/could result from this request i.e. increase or
decrease maintenance costs, utilities, personnel etc. The equipment is intended to
provide a higher level of improved pond maintenance/management. Transport of the
harvested vegetation will be required to the landfill which may result in additional
minimal cost.
Provide an estimate of revenues (if applicable) gained by this expenditure. Example: Artificial
turf field would enable field rental and lower the ground maintenance costs. Include the
estimated number of years to pay back this expenditure.
If relevant, provide any other justification for the project or equipment.

Project Description including location and source of cost estimate:
The Town’s auditor recommended a one time capital expenditure for security improvements to
the Finance Department at 37 Washington St in the FY 2013 audit report. Town Administration
proposes a Facility Security Review to determine a secure method of employee entrance and
exit after hours and into secure locations of each building where the public has access. The
estimate is for $50,000 for a review to identify the specific improvements recommended at
each location (37 Washington St, 16 Broad Street and possibly other buildings). Examples in
addition to entry and exit include installation of overhead cameras and sensors for doors and
windows.

decrease maintenance costs, utilities, personnel etc. There may be an increase in cost
for maintenance in installation of the systems, but it may be offset by general insurance
reductions due to improved security measures.
