Project Title: GSE Garage Design
Department: Airport Contact Person: Tom Rafter
Department Priority: Low Medium High
Funding Amount Requested: $ 150,000
Funding Source(s): General Fund State Grant
Enterprise Fund $150,000 Other (please explain):
Project Description including location and source of cost estimate: This request is for the design
of a Ground Storage Equipment (GSE) building. Currently the airport has a small two bay garage to
store about eight pieces of equipment, which requires them to store several pieces in various
locations/hangars around the airport. The estimate was provided by the airport’s engineering
consultant.
Is the request for a new structure or equipment? Possibly New structure.
If the request is for replacement or renovation please explain the need. This would be for the
expansion or replacement of the existing GSE storage facility.
Provide cost changes (if any) that will/could result from this request i.e. increase or
decrease maintenance costs, utilities, personnel etc. This will make the operations
department more efficient and be able to provide services in a more timely manner.
Provide an estimate of revenues (if applicable) gained by this expenditure. Example: Artificial
turf field would enable field rental and lower the ground maintenance costs. Include the
estimated number of years to pay back this expenditure. N/A
If relevant, provide any other justification for the project or equipment. This would eliminate
the need to store equipment in several locations around the airport property thusly making the staff
more efficient.

Project Title: New Lektro Aircraft Tug
Department: Airport Contact Person: Tom Rafter
Department Priority: Low Medium High
Funding Amount Requested: $ 125,000
Funding Source(s): General Fund State Grant
Enterprise Fund $125,000 Other (please explain):
Project Description including location and source of cost estimate: This request is for a new
aircraft tug that is used to tow aircraft on the apron. Cost estimate is from the manufacturer of the
current tug.
Is the request for a new structure or equipment? Yes
If the request is for replacement or renovation please explain the need. Yes, this is a
replacement of an existing aircraft tug that has exceeded its useful life. The present tug will be
dedicated to the North Ramp and utilized as a back-up for the South Ramp if needed.
Provide cost changes (if any) that will/could result from this request i.e. increase or
decrease maintenance costs, utilities, personnel etc. N/A
Provide an estimate of revenues (if applicable) gained by this expenditure. Example: Artificial
turf field would enable field rental and lower the ground maintenance costs. Include the
estimated number of years to pay back this expenditure. N/A
If relevant, provide any other justification for the project or equipment. Due to the heavy
congestion on the aircraft ramp, it is very often necessary to move/relocate aircraft. This is also
done to minimize noise impacts on neighbors. By keeping a tug on each side of the airfield (North &
South Ramps) response time and safety risks will be minimized by avoiding driving a tug through the
commercial airline ramp.

If the request is for replacement or renovation please explain the need. By overhauling the
transmission and re-pinning the joints, the airport can utilize the use of this equipment for several
years to come.

Project Title: Passenger Stair Truck/Ramp
Department: Airport Contact Person: Tom Rafter
Department Priority: Low Medium High
Funding Amount Requested: $ 85,000
Funding Source(s): General Fund State Grant
Enterprise Fund $85,000 Other (please explain):
Project Description including location and source of cost estimate: This is for the purchase of a
passenger boarding ramp used to load and unload passengers from aircraft. Currently the airport
only has one of these units that is in need of rehabilitation. Having on unit creates a single point of
failure that would be critical if the unit were taken out of service.
Is the request for a new structure or equipment? Yes, this would be an additional unit
If the request is for replacement or renovation please explain the need.
No direct added revenue, but this will
help protect a revenue stream from airline operators.
If relevant, provide any other justification for the project or equipment. At the present time the
airport has one loading ramp. There are many times when two or more aircraft are on the apron at
the same time. With only one unit, we can only deplane/enplane a single aircraft at a time.
Additionally, if this one unit fails, passengers may be trapped on the aircraft or not able to board a
flight.
