The articles are generally grouped by category, with financial articles first, then zoning bylaw amendments, general bylaw amendments, General Law acceptances, Home Rule Petitions, real estate. The ones we have heard the most discussion about include (but are not necessarily limited to): Article 18 - Sewer Project This article seeks to appropriate $41 million dollars for a sewer project that would connect properties in two Needs Areas (Nantucket Harbor Shimmo and “Plus”) to the Town sewer system. In an effort to educate people about the project, we have: Developed a Frequently Asked Questions (FAQ) document for the project and have a dedicated email address for questions (sewerproject@nantucket-ma.gov) 2016 Annual Town Meeting Articles, Info, and Tips http://us8.campaign-archive1.com/?u=bc2c42bcb6cc04d8937a4da58&id=2b5c7dab26&e=[UNIQID][8/11/2016 11:21:35 AM] Mailed an island-wide newsletter about the project at the beginning of March The Board of Selectmen has held two public workshops on the sewer project, see both presentations here Wastewater Plan Update and Sewer District Numbers The Nantucket Civic League sponsored a public forum regarding the project on Saturday, March 5 (that can be viewed here) A letter to property owners was sent earlier this month We gave presentations to the Nantucket Town Association, the Nantucket Rotary Club and the Nantucket Association of Real Estate Brokers during the month To be sure, this is a costly project; however, it is a necessary project in order to address island-wide water quality problems – the most pressing of which is that nutrient levels in several of Nantucket’s water bodies (including Nantucket Harbor, Madaket Harbor, Hummock Pond among others) exceed established levels. There are numerous reasons why this sewer project is being put forward now – please take the time to read through the FAQs and other information on the Town website. Article 63 - Conveyance of Town Property This article seeks to rescind a bylaw that requires Town Meeting approval to move municipal offices out of the “downtown core district”. This article was discussed at the Nantucket Civic League-sponsored “Meet the Articles” forum on Saturday, March 19 an on-demand recording can be viewed here. Regardless of the outcome of this article, Town Meeting approval will be required for any capital expenditure that would most likely be needed for such moves. 2016 Annual Town Meeting Articles, Info, and Tips http://us8.campaign-archive1.com/?u=bc2c42bcb6cc04d8937a4da58&id=2b5c7dab26&e=[UNIQID][8/11/2016 11:21:35 AM] Article 82 - Community Housing This is a home rule petition for a real estate transfer fee that would generate revenue to be used for affordable housing. Notes and Tidbits Please BRING YOUR WARRANT WITH YOU. You will receive it in the mail before Town Meeting. There will be a limited number of copies at the town meeting. PARKING - With the School building projects going on, parking is going to be tight. The area around the football field will be available, as will the Boys & Girls Club lot. We highly recommend carpooling, walking (if possible) or taking the Nantucket Civic League – Inquirer & Mirror-sponsored shuttle. This free shuttle will run every 10 minutes from the 2 Fairgrounds Road parking lot from 8:15 am to 10:00 am; then, will run back for one hour after the end of the Town Meeting. Town Meeting starts at 9:00 am. The sooner we can get settled and started, the better. There will be a lunch break. Lunch will be available for a small charge in the High School Cafeteria. The lunch break will likely occur “around” noon (depending on where we are with articles). The expected finish time is 5:00 pm. HOWEVER, if it appears that we could realistically finish within a reasonable period of time, we will likely keep going. If we do not finish on Saturday, we will resume on Monday, April 4th at 6:00 pm. 2016 Annual Town Election The 2016 Annual Town Election is scheduled for Tuesday, April 12. Polls will be open from 7:00 am – 8:00 pm at the Nantucket High School.
