Of the 107 articles on the warrant, 22 were called for discussion. A few zoning articles resulted in lively discussion and several were adopted. The most discussed was probably the “Tiny House” zoning article, which was adopted. After lengthy discussion, $41 million dollars was appropriated (subject to a ballot vote on April 12th) to sewer an area called “Nantucket Harbor Shimmo” and an area called “the Plus parcels” LINK TO MAP. Town Meeting voted to fund the appropriation entirely through the tax rate (as opposed to the 75% tax rate, 25% betterment proposal put forward by the Board of Selectmen and Finance Committee). The project was subsequently approved at the April 12th election. The next step will be design of the project, and construction in two phases, likely beginning in 2017 (Nantucket Harbor Shimmo) and 2019 (Plus parcels). Milk St Bike Path, ATM Update, and Mobile Food Trucks http://us8.campaign-archive2.com/?u=bc2c42bcb6cc04d8937a4da58&id=86bd9ce606&e=[UNIQID][8/11/2016 11:22:54 AM] School Supplemental Appropriation A supplemental appropriation of $4.2 million dollars to the $46 million dollar School project approved at the 2015 Annual Town Meeting was approved without discussion. Capital projects totaling $10.6 million dollars in Article 10 were also approved without discussion. To be sure, both articles underwent extensive discussion in the preceding months with the Capital Program Committee, Finance Committee and Board of Selectmen. Other Important Articles Other articles discussed at length included Article 63 – a proposal to repeal a bylaw requiring Town Meeting approval to move Town offices out of the downtown area (was not adopted); Article 70 - a proposed bylaw amendment regarding nuisance animals (was adopted); and Article 82 – a Home Rule Petition which would add a one-half percent fee to certain real estate transactions, the revenue of which would go toward affordable housing initiatives (was adopted). Two of the more controversial Home Rule Petitions not adopted included Article 85 – which would have made the elected Town Clerk an appointed position; and, Article 86 – which would have imposed term limits on certain elected and appointed officials. Bylaw Amendments and Home Rule Petitions All bylaw amendments that were approved, including zoning, will require Attorney General approval to be effective. The Home Rule Petitions that were adopted will require the approval of the state legislature in order to become effective. Later this month, I will be reviewing Town Meeting follow-up with the Board of Selectmen, specifically seeking direction from the Board as to how it wants to proceed and/or prioritize action on articles that allow the Board to take further action – primarily the real estate articles. We will also be reviewing the timing of a fall Special Town Meeting for an additional sewer project. Town staff will be busy this summer with public outreach on this project. Upcoming Projects Bartlett Road Sidewalk Widening This will be a widening of the existing sidewalk on the south side of Bartlett Road. This will be achieved by paving the existing unpaved strip between the sidewalk and the road in order to better accommodate pedestrian and bicycle traffic. Victor is scheduled to start clearing work on Bartlett Road next week, weather permitting. Boulevarde Road UpgradesThe project is in the final permitting process. The road will be reconstructed, new drainage added, and a new bike path as well. Plans are 99% complete (barring any changes that may come up from the required endangered species filing). The project is expected to be bid next week. The multi-use path will start at the intersection of Milk/Prospect/Vesper and connect to the beginning of the Hummock Pond Road bike path. This is in a continued effort to extend and connect current bike paths to others and improve the overall network of bike paths and sidewalks around the island. Athletic Fields Update Collaborating with Nantucket Community School Milk St Bike Path, ATM Update, and Mobile Food Trucks http://us8.campaign-archive2.com/?u=bc2c42bcb6cc04d8937a4da58&id=86bd9ce606&e=[UNIQID][8/11/2016 11:22:54 AM] The Nantucket Community School (NCS) and Town of Nantucket (TON) reached an agreement in the Spring of 2015 under which NCS will manage the use of the Nobadeer Farm, Tom Nevers, Delta and Winter Park fields for one pilot year. Now heading into our second year we believe things are running quite efficiently. Our goal going into this process was to assist in giving structure to the field use process, identifying gaps in service and developing recreation programs for all members of the community. We created a new application with clear deadlines, insurance requirements and due dates to process field use fees in a timely manner. We have opened additional lines of communication and are constantly collaborating between all field use stakeholders, the DPW and TON. Additionally, NCS hosts quarterly meetings to discuss past, present and future programming and any issues that pertain to the fields and programs. Currently, NCS coordinates with the three youth organizations that run programs during the school year, 10+ summer camps, and three adult recreation leagues. We are excited that there is such high demand for recreation in our community and to be directly involved allows us to ensure things run smoothly by decreasing duplication and providing equitable field use to all users. Mooney earlier this month. Bob served as Nantucket’s state representative for three terms and acted as the Town Prosecutor for a period of time thereafter. Bob’s knowledge of, and devotion to the Island was remarkable. He was a colorful and important part of Nantucket’s history and fabric of our community. We will miss him It was also with sadness that we learned of the passing of David Glidden, father of Selectman Tobias Glidden. Public Forum on Food Trucks Milk St Bike Path, ATM Update, and Mobile Food Trucks http://us8.campaign-archive2.com/?u=bc2c42bcb6cc04d8937a4da58&id=86bd9ce606&e=[UNIQID][8/11/2016 11:22:54 AM] An “out-of-the-box” idea has come up: replacing one or more of the existing beach concessions (possibly Surfside and/or Children’s Beach) with food trucks. The rationale is that there would be no more maintenance, repair, capital or utility costs for the concession buildings. The challenge is ensuring that the amenity of refreshments at these beaches remains in place. We will be planning a public forum to invite public input on this idea sometime in May and will be getting the word out about once we have secured a date. Stay tuned!
