FINAL AND APPROVED MINUTES
1. Call to Order, Approval of the Agenda, Approval of Minutes, and Public Comments.
A. Chair Allen Reinhard called the meeting to order at 4:02 pm. In attendance were Rick
Atherton, Nelson (Snookie) Eldridge, Leslie Forbes (left at 5:30 pm), Ed Gillum, Nat Lowell,
Allen Reinhard, and Lee Saperstein; there was a quorum at all times.
Absent: Bert Ryder.
Guest: Patricia Stolte, 19 Baltimore Street
B. Approval of the Agenda. The agenda was approved unanimously.
C. Minutes. Approval of the minutes of January 15, 2019, was moved by Nat Lowell, seconded
by Snookie Eldridge and approved unanimously.
D. Public Comments. Patricia Stolte said that she had a correction to the minutes with respect to
the bus route on Washington Avenue. Her suggestion was accepted as an editorial amendment.
The final and approved minutes now have the following sentence in the first paragraph of the
second page:'
"Paula Leary told the committee that obstructions on Washington Avenue prevented the
use of `D' Street, the normal route, which had led to the use of Baltimore Street instead
of D Street for the bus to use as a loop for turning around."
The committee invited Patricia Stolte to join in the discussion for the next agenda item, which
dealt with Baltimore Street and Washington Avenue.
2. Update: Washington Avenue and Baltimore Street in Madaket.
Allen Reinhard said that he had better information on these ways than we had at last month's
committee meeting as a result of his meeting with Andrew Vorce, Town Planner. To clarify,
Baltimore Street is a private way and Washington Avenue is public. Allen Reinhard had
previously sent us approved plans for rebuilding a structure on 1 Washington Avenue (attached).
He reminded us that the traveled way on Baltimore Street was not in the road layout and this led
to erroneous conclusions about the re -located structure encroaching into the road. He also said
that the designer's comments about yard sales, which are found on his plan, were also in error.
He reported that Andrew Vorce will continue to look into this situation. Patricia Stolte added
that she thought that there are still fundamental problems with Baltimore Street.
Allen Reinhard noted that the Town had an enforcement policy and it has enforcement teeth; Lee
Saperstein said that encroachment complaints go to the Department of Public Works and we
could add our committee's voice with respect to Washington Avenue. Leslie Forbes asked if
Washington Avenue were opened up, would service vehicles be able to get down Baltimore
Street. Patricia Stolte was concerned that widening Washington Avenue would be expensive. At
this point, Allen Reinhard asked her what she would like to see happen to these streets. She
replied that Baltimore should be one-way in the northerly direction toward Washington. Lee
Saperstein asked if the Town will mark a private way and Allen Reinhard replied, "Probably
not." The Town would have to take it to become public before it can assign parking and traffic
limitations to it. Allen Reinhard suggested, also, that he will meet with Andrew Vorce to find
out if there is any interest in a taking. While it is up to the abutters, they might wish to
rationalize the road layout on Baltimore Street. Lee Saperstein said that we should also send the
DPW a note indicating our support for the removal of encroachments on Washington Ave.
Patricia Stolte said that she has met with the DPW Director. Referring to the designer's plan for
1 Washington Avenue, Leslie Forbes asked, why there are the words, "yard sale", on the plan.
Several people replied that it is incorrect; the Town may not sell land owned privately. [Action:
Allen Reinhard will meet with Andrew Vorce, Town Planner, and Rob McNeil, Director, DPW,
and return this item to next month's agenda.]
3. Lovers Lane, Monohansett, Okorwaw: Latest Plans.
Allen Reinhard reported that he went to an open meeting held by the DPW to present plans for
rebuilding these roads including improvements to drainage. He felt that the meeting was
received positively by those attending and, in particular, the plans for drainage improvements.
He noted that the plans were of an initial nature and that additional engineering planning is
needed to make accurate estimates of costs for capital budgeting purposes. It is proposed that
Lovers Lane be paved and there be a bicycle path alongside of it that will connect the paths on
the Boulevarde and Old South Road. Ed Gillum asked when will this be budgeted for
construction. Allen Reinhard answered that some portions are budgeted, particularly
Monohansett and Okorwaw that were part of the major project to improve the Boulevarde.
4. Potential Takings List Discussion.
As soon as Allen Reinhard introduced the topic of the Potential Takings List, Nat Lowell offered
that we should return Millbrook Road to the list. He felt that it had deteriorated to the point of
impassibility. He suggested that if it is taken for a public road that it not be paved. He noted that
we had removed Millbrook from an older version of the list because abutters were maintaining it.
This no longer appears to be the case. Lee Saperstein suggested that the committee check with
Rob McNeil, DPW Director, for their input. Allen Reinhard reminded us that Marty McGowan,
a resident of Millbrook Road, had brought its condition to our attention several meeting ago and
promised to survey his neighbors on their attitude toward its being taken by the Town. At this

point, he has not heard back from Marty McGowan. He promised to return this item to a future
agenda.
5. Public Way Monument Project, Greenway, and Railroad Trail Update.
Allen Reinhard reported that he has ordered new monuments, both upright and flush, from Neil
Paterson and will report back when they are emplaced. Lee Saperstein said that, at that time, he
will amend the Master Chart of Monument Locations found on our web page. Allen Reinhard
noted also that the Conservation Foundation has brush cut some of the railroad bed through the
Tom Nevers portion of its lands.
6. Prospect Street, Pleasant Street, and Cliff Road Sidewalk Updates.
Allen Reinhard said that he has talked with Rob McNeil, DPW Director, about sidewalks on both
Pleasant Street and Cliff Road. The Pleasant Street property owner (numbers 57 and 61), who
controls the bulk of the land between Williams and Gardner Perry Lanes, is amenable to a
sidewalk and suggested that the Town develop a plan. Allen Reinhard will arrange to walk the
property with Rob McNeil and other interested parties. He said that our committee will continue
to urge a sidewalk on Cliff Road between Highland Avenue and Sherburne Turnpike. Although
not yet a committed project, the Prospect Street sidewalk is included in future sidewalk planning.
7. Historic Coloured Cemetery Access Issue.
Allen Reinhard repeated his presentation at the Cemetery Commission on access to the Historic
Coloured Cemetery from the Hospital grounds. When the Town relinquished its rights on the
way that separated the hospital from the Cemetery and the adjacent Land Bank property, it had
an agreement from the Hospital that they would develop a landscaped entrance from their
grounds that would enable physically challenged visitors to the Cemetery to get into it easily
from their cars. Now that the way around that side of the hospital has been developed, such an
entrance has not been provided. He has spoken with Jason Graziadei who is aware of the
situation and will talk about it with the engineers and the planners. Rick Atherton said that
access is the primary issue and then asked if the Land Bank could provide a way from Vesper
Lane and a parking area against the cemetery. Allen Reinhard said that it could be a possibility.
Committee members agreed that the desired outcome is for physically challenged people to be
able to enter the cemetery and that the committee is amenable to alternative suggestions. Allen
Reinhard also reported that fences around the cemetery will be replaced by the Town once
construction is complete. References to the early agreements can be found in the Roads and
Right of Way committee's minutes of May 17, 2016. In addition, votes were taken in Town
Meeting on the new hospital: 2015 Annual Town Meeting, Article 70, zoning change, and
Article 102, bullet number 28, page 202 of the warrant, land conveyance, in which the Town's
interest in the adjacent right of way was transferred to the Hospital.
8. Old, new or other business: member comments.

Allen Reinhard said that he will off -Island at the time if the April meeting, which is the 16th of
that month. Could we move the meeting to the following week, either Monday April 22, or
Wednesday, April 24, at 4:00 pm? He proposed that a final decision will be made at next
month's meeting.
9. Adjourn,
The meeting was adjourned at 5:40 p.m. Next meeting: 4:00 p.m., Tuesday, March 19, 2019.
