B. EXECUTIVE SESSION: The Executive Session is for Purpose 6 [G.L. c. 30A, 21(a)(6)J. The
particular transactions and parcels of real estate are not identified since disclosure of the
property information may have a detrimental impact on the Land Bank's negotiating position
with one or more third parties. The Commission will not reconvene in open session at the
conclusion of executive session.

CALL TO ORDER: 4:00 p.m.
PRESENT: Kristina Jelleme, Neil Paterson, Allen Reinhard, John Stackpole.
ABSENT: Richard Glidden
STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan
Campese, Administrator/Finance Manager; Marian Wilson, Assistant Administrator.
I. CONVENE IN OPEN SESSION:
II. EXECUTIVE SESSION: Upon a motion made by Commissioner Stackpole and duly seconded
by Commissioner Reinhard, it was unanimously VOTED to go into executive session in order to
discuss the purchase, exchange, lease or value of real property and review and approve executive
session minutes. A roll call vote was taken: Reinhard -Aye, Paterson -Aye, Stackpole-Aye, Jelleme-
Aye. The Chairman under Purpose 6 [G.L. c. 30A, 21(a)(6)] declared that discussion of these
matters in open session may be detrimental to the Land Bank's negotiating position and that the
Commission would reconvene in regular session following executive session.
III. RECONVENE IN OPEN SESSION:
Inquirer and Mirror Reporter, Brian Bushard entered the meeting at 4:19 p.m.
Rachael Freeman, Environmental Coordinator entered the meeting at 4:20 p.m.
A. CITIZEN BUSINESS/ANNOUNCEMENTS: None.
B. GOLF BUSINESS:
1. Miacomet Golf Course ("MGC") Clubhouse Replacement — Project Update: Mr.
Savetsky reviewed the Project Update submitted by Architectural Consulting Group ("ACG") and
reported that everything was on schedule and on budget.
2. Warrant Authorization — Clubhouse Requisition: Upon a motion made by
Commissioner Stackpole and duly seconded by Commissioner Reinhard, it was unanimously
VOTED to execute the February 12, 2019, warrant document in the amount of $348,913.15 to be
provided to the county treasurer.
3. 2021 Mid -Am Tournament - Execution of Contract: Mr. Savetsky reported that
counsel has reviewed the contract and some final revisions were needed. Upon a motion made by
Commissioner Reinhard and duly seconded by Commissioner Stackpole, it was unanimously

VOTED to execute the USGA Mid -Am Tournament contract pending approval from Ms. Swett and
Mr. Savetsky on final revisions.
4. Miacomet and `Sconset Golf Courses — Management Contract Discussion: Mr.
Savetsky reviewed a letter of intent from Alan Costa asking for a two-year contract extension for
management services at Miacomet and `Sconset Golf Courses. It was the consensus of the
Commission to schedule a special meeting to have Mr. Costa present his request in person.
C. PROPERTY MANAGEMENT:
1. Bachman/158 Orange Street — Landscape Plan Update: Ms. Freeman distributed a
landscaping plan from Dutra Designs for improvements to the Bachman property. She estimated a
budget of $100,000 to $150,000 for landscape construction which would include removing the
asphalt driveway and replacing the retaining wall with stones. Commissioner Jelleme commented
on the accessible viewing area on the plan and inquired about possibility of construction happening
in phases. Ms. Freeman agreed to come back with phased options and pricing at a future meeting.
2. Reyes/231 Polpis Rd. — Landscape Plan Update/Naming Discussion: Ms.
Freeman reviewed a landscape plan from Ben Champoux, which included planting a cherry grove,
benches, and tree identification tags for the various unique trees on the property. She asked the
Commission to ponder a suitable name for the Reyes property that showcases its unique
characteristics. Names suggested included Reyes Arboretum, Reyes Pond, and Reyes Arboretum
and Pond. The Commission agreed to decide on a name at a future date.
3. Grand Swap — Document Execution:
a. Harborside Realty Trust — Execution of Schedule of Beneficiaries: Upon a
motion made by Commissioner Stackpole and duly seconded by Commissioner Jelleme, it was
unanimously VOTED to execute the Schedule of Beneficiaries.
b. 39 Washington Street — Execution of Direction of Beneficiary: Upon a
motion made by Commissioner Stackpole and duly seconded by Commissioner Jelleme, it was
unanimously VOTED to execute the Direction of Beneficiary.
c. 44 Washington Street — Execution of Direction of Beneficiary: Upon a
motion made by Commissioner Stackpole and duly seconded by Commissioner Jelleme, it was
unanimously VOTED to execute the Direction of Beneficiary.
d. 44 Washington Street - Execution of Acceptance of Deed to Nantucket
Land Bank: Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner
Jelleme, it was unanimously VOTED to accept the deed from Harborview Realty Trust to the
Nantucket Land Bank for 44 Washington Street.
e. 55 Warren's Landing Road — Execution of Acceptance of Deed from Town
of Nantucket to Land Bank: Upon a motion made by Commissioner Stackpole and duly seconded

by Commissioner Jelleme, it was unanimously VOTED to accept the deed from Town of Nantucket
to the Land Bank for 55 Warren's Landing Road
4. Dog Park — Planning Update: After further discussion with staff, Mr. Savetsky
said there was a consensus that the Gardner property was not suitable for a dog park, however staff
felt the Miacomet Road property was appropriate for the project. There was adequate space for
enclosures to accommodate large and small dogs with the potential of creating a looped trail system
for walking. The Commission was in favor of moving forward and would like to see a design in the
near future with construction planned for the fall.
5. Settlers Landing/27 N. Cambridge St. — Project Update: Mr. Savetsky present
pictures of the metal ramp that would be needed to make the property accessible to the beach. Due
to the length of the ramp need, he recommended against creating accessible access to the beach.
However, he said access from the end of North Cambridge Street was possible. Commissioner
Stackpole suggested looking into access at the newly acquired Wood property.
D. APPROVAL OF MINUTES: Upon a motion by made by Commissioner Reinhard and
duly seconded by Commissioner Jelleme, it was unanimously VOTED to accept, approve and
release the regular session minutes of January 22, 2019, as written.
E. TRANSFER BUSINESS:
1. January 2019 Transfers — Record Nos. 40366 through 40443: The Commission
reviewed transfers for the period of January 1, 2019 through January 31, 2019.
a. Current "M" Exemptions and Liens: The Commission authorized the placing of
liens against the following properties as a result of the purchasers claiming the "M" exemption as first-
time buyers of real property:
No. 40429 William D. Ciarmataro, Jr. and Bouchra A. Yates
No. 40432 Curren D. Huyser
b. Current "O" Exemption and Lien: The Commission authorized the placing
of a lien against the following property as a result of the purchaser claiming the "O" exemption as
part of a deed restricted affordable housing program.
No. 40415 Mark Budaj
c. Five -Year Domicile and Ownership Compliance — Release of Liens: Upon
a motion made by Commissioner Jelleme and duly seconded by Commissioner Reinhard, it was
unanimously VOTED to execute and authorize the issuance of Release of Liens for the following
transfers as a result of the purchasers fulfilling all of the requirements of Section 12, subsection (-
m):

1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing fiscal
years 2018 and 2019 through January 2019 were presented.
Ms. Freeman departed the meeting at 5:20 p.m.
2. Warrant Authorization — Cash Disbursements: Upon a motion made by
Commissioner Reinhard and duly seconded by Commissioner Jelleme, it was unanimously VOTED
to execute the February 12, 2019 warrant document in the amount of $395,786.77 to be provided to
the county treasurer.
Mr. Bushard departed the meeting at 5:23 p. m.
IV. EXECUTIVE SESSION: Upon a motion rpade by Commissioner Stackpole and duly seconded
by Commissioner Reinhard, it was unamm ifsly VOTED to go into executive session in order to
discuss the purchase, exchange, lease or alue of real property and review and approve executive
