Meeting of 18 December 2018

FINAL AND APPROVED MINUTES
1. Call to Order, Approval of the Agenda, Approval of Minutes, and Public Comments.
A. Chair Allen Reinhard called the meeting to order at 4:00 pm. In attendance were Rick
Atherton, Nelson (Snookie) Eldridge, Ed Gillum, Allen Reinhard, Bert Ryder (4:20 pm), and
Stephen Welch; there was a quorum at all times.
Absent: Leslie Forbes and Lee Saperstein.
Guests: Rob McNeil, Director DPW.
Allen Reinhard introduced Ed Gillum, newly appointed Committee member, who briefly
explained his interest in Roads & ROW issues and his background on Nantucket. Stephen
Welch addressed the Committee to announce his intention to resign due to schedule conflicts
with his commitments to other boards. He spoke about the positive accomplishments of the
Committee and was gracious in his comments about his time serving.
B. Approval of the Agenda. The agenda was approved unanimously.
C. Minutes. Upon a motion made by Snookie Eldridge and seconded by Rick Atherton, minutes
from November 20, 2018, were approved unanimously.
D. Public Comments. There were none.
2. Millbrook Road obstructions: update and discussion.
Allen Reinhard explained that he and Lee Saperstein viewed the "speed bumps" that neighbors
on Millbrook Road had installed. The Committee reviewed the options to resolve a complaint
about obstruction on a private road from discussing the situation with the neighbors, filing a
complaint with the police, generating support from neighbors on the road for an approach to the
Select Board, to filing a civil lawsuit. The Chair said he would continue to keep the situation on
the agenda and would wait to hear from Mr. McGowan regarding his efforts to secure support
from neighbors.
3. James Street taking update.
No additional information was available on whether the taking had been completed. Rick
Atherton stated that he and Bob DeCosta had attended the Real Estate Assessment Committee
meeting where the matter was to be voted on. The item was moved to a future agenda. The Select
Board agenda of 11/28/19, stated the matter would be moved forward by a "Request to be
Continued to January 30." At this time, no decision on the width of the easement has been made.
4. Public Way Monument Project update.
Allen Reinhard explained that he and Lee Saperstein had visited the locations where Public Way
monuments needed to be installed at Surfside and along Baxter Road and the Sconset Footpath.
They will add the additional locations to the existing list of monuments and make arrangements
to order and install new markers where necessary.
5. Pleasant Street sidewalk update.
Allen Reinhard explained that, contrary to previous reports, there is no plan at this time to
subdivide the property at 57 Pleasant Street, which lies between Gardner Perry Lane and
Williams Street. Contact was made with the owners of the property and they recognize the
problem concerning the lack of a sidewalk and are amenable to installing a sidewalk if the town
suggests a satisfactory plan. Rob McNeil said that the work could be completed by this summer
if a plan is approved and urged continuing discussion with the property owners to keep the
project moving forward.
6. Steps needed to move Spruce St. viewing stand CPA project to East Creek Rd.
Allen Reinhard explained that further contact with the Community Preservation Committee,
CPC, is necessary to determine whether this move is possible. He will contact the CPC to
determine what steps are necessary to move the project location. [Action: Allen Reinhard to
contact CPC.]
7. Old, New, or Other business.
Nat Lowell raised a question regarding Bear Way, a private way off Bear Street. The way is
cluttered with abandoned household items and vehicles.
Allen Reinhard noted that the Conservation Foundation has cleared over one-half of a mile of the
Nantucket Railroad bed west of Tom Nevers. This comes 100 years after the railroad was
dismantled and could eventually become part of the Nantucket Greenway, a system of cross -
island walking trails.
8. Adjourn,
There being no further business to come before the Committee, the meeting was adjourned at
5:20 p.m. Next meeting: 4:00 p.m., Tuesday, January 15, 2019.
