B. EXECUTIVE SESSION: The Executive Session is for Purpose 6 [G.L. c. 30A, 21(a)(6)J. The
particular transactions and parcels of real estate are not identified since disclosure of the
property information may have a detrimental impact on the Land Bank's negotiating position
with one or more third parties. The Commission will not reconvene in open session at the
conclusion of executive session.

PRESENT: Kristina Jelleme, Neil Paterson, Allen Reinhard, John Stackpole, Richard Glidden
STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan
Campese, Administrator/Finance Manager; Marian Wilson, Assistant Administrator.
Inquirer and Mirror Reporter, Brian Bushard was also present at call to order.
I. CONVENE IN OPEN SESSION:
A. PUBLIC HEARING:
1. Proposed Second Amendment to July 13, 2012 Land Bank Rules and Regulations:
Pursuant to Section 4.6(15) of the Land Bank Act, the Commission held a public hearing for the
purpose of receiving comment on proposed technical amendments to the Nantucket Land Bank
Commission's Rules and Regulations. Chairman Paterson opened the hearing; no members of the
public were present. Ms. Campese updated the Commission on the proposed amendment to Rules
and Regulations for the "M" (first-time homebuyer's) exemption that would allow the subdivision
and sale of a portion of the property without jeopardizing the "M" exemption so long as the
property being sold qualified for the "O" exemption.
There being no further comments or discussion, upon a motion made by Commissioner
Stackpole and duly seconded by Commissioner Reinhard, it was unanimously VOTED to close the
hearing.
Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner
Reinhard, it was unanimously VOTED to adopt the following resolution:
WHEREAS, pursuant to notice published in the Inquirer & Mirror on December 13, 2018
(copy attached to these minutes), on January 8, 2019, this Commission held a public hearing to
receive public comment on revised regulations adding Section 4.16(15) providing criteria to allow
partial release of an M Exemption lien when the original parcel is divided to create an O Exemption
unit (available as affordable housing), which amendment comprises a second amendment to the
Rules and Regulations as amended effective July 13, 2012, and previously amended June 2, 2107.
NOW, THEREFORE, be it resolved that the attached provision be added to the Rules and
Regulations as Section 4.16(15), which was reviewed by the Commission at its January 8, 2019,

meeting and public hearing, be and hereby is adopted as presented, to take effect January 18, 2019.
RESOLVED FURTHER, that the Land Bank staff is instructed to arrange for publication of
the notice of the Second Amendment of the July 13, 2012, Rules and Regulations in the Inquirer &
Mirror in advance of said effective date, and to take all other procedural steps required.
B. CITIZENS BUSINESS/ANNOUNCEMENTS: None.
Architectural Consulting Group ("ACG'), Owners Project Manager, Donald Velozo entered the
meeting via video conference at 4:04 p.m.
C. GOLF BUSINESS:
1. Miacomet Golf Course ("MGC") Clubhouse Replacement — Project Update: Mr.
Velozo informed the Commission that the building permit had been issued on December 27, 2018.
Mr. Savetsky authorized a modification to the Dellbrook/JKS contract to begin on that date.
Additionally, Mr. Velozo recommended a future change order to have Dellbrook/JKS vent the
kitchen equipment rather than the allowing the kitchen installer to alter the building. As of today,
Dellbrook/JKS had mobilized with heavy equipment, and a trailer and temporary electrical service
had been established on site. The site survey is in progress, and the foundation was expected to be
poured next week. After a brief update, Mr. Velozo noted that the budget for furniture, fixtures and
equipment was inadequate and may need to be increased after a thorough review of the bids which
are due on January 10, 2019. Further, Dellbrook/JKS submitted a project schedule with a substantial
completion date of September 23, 2019. Additionally, the Commission agreed that conduits should
be installed in the basement of the new building to allow for a generator if needed in the future.
2. Miacomet Golf Clubhouse Replacement Construction — Authorization for
Executive Director to approve Change Orders up to $15,000: Mr. Velozo recommended that in
order to keep the project going in a timely manner that Mr. Savetsky be authorized to approve
change orders of up to $15,000. After some discussion, upon a motion made by Commissioner
Reinhard and duly seconded by Commissioner Stackpole, it was unanimously VOTED to authorize
Mr. Savetsky to approve changes not to exceed $25,000 as needed and to regularly update the
Commission on such approvals.
Mr. Velozo exited the meeting at 4:10 p. m.
3. Warrant Authorization — General Contractor Requisition: Upon a motion made by
Commissioner Stackpole and duly seconded by Commissioner Jelleme, it was unanimously
VOTED to execute the January 8, 2019, warrant document in the amount of $82,884.00 to be
provided to the county treasurer.
D. PROPERTY MANAGEMENT: Sustainable Nantucket/Mt. Vernon Farm — License
Amendment: Ms. Bell presented a License Amendment reflecting the Commission's prior vote to
allow caterpillar tunnels and a pavilion to be constructed within Sustainable Nantucket's use area at
Mount Vernon Farm. Upon a motion made by Commissioner Reinhard and duly seconded by

Commissioner Stackpole, it was unanimously VOTED to execute the license amendment.
E. APPROVAL OF MINUTES: Upon a motion by made by Commissioner Stackpole and
duly seconded by Commissioner Glidden, it was unanimously VOTED to accept, approve and
release the minutes of the regular meeting of December 11, 2018, as written.
F. TRANSFER BUSINESS:
1. December 2018 Transfers — Record Nos. 40271 through 40365: The Commission
reviewed transfers for the period of December 1, 2018 through December 31, 2018.
a. Current "M" Exemptions and Liens: The Commission authorized the
placing of liens against the following properties as a result of the purchasers claiming the "M"
exemption as first-time buyers of real property.

b. Current "O" Exemption and Lien: The Commission authorized the placing
of a lien against the following property as a result of the purchaser claiming the "O" exemption as
part of a deed -restricted affordable housing program:

c. Five -Year Domicile and Ownership Compliance — Release of Liens:
Upon a motion made by Commissioner Reinhard and duly seconded by Commissioner Jelleme, it
was unanimously VOTED to execute and authorize the issuance of Releases of Lien for the
following transfers as a result of the purchasers fulfilling the requirements of Section 12, subsection
(-m-):

No. 34768 Leonie White and Sanique Levy
No. 34789 Sarah Maneikis
No. 34791 PAC Realty Trust, Eric Schurm, Trustee

G. FINANCIAL BUSINESS:
1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing
calendar years 2017 and 2018 and fiscal years 2018 and 2019 through December 2018 were
presented were presented to the Commission.
2. Monthly Financial Report: The Commission accepted the November 2018
financial report including the balance sheet and income statement previously provided by email.

3. Warrant Authorization - Cash Disbursements: Upon a motion made by
Commissioner Stackpole and duly seconded by Commissioner Jelleme, it was unanimously
VOTED to execute the January 8, 2019 warrant document in the amount of $227,566.14 to be
provided to the county treasurer.
Mr. Bushard departed the meeting at 4:32 pm.
Il. EXECUTIVE SESSION: Upon a motion made by Commissioner Reinhard and duly seconded
by Commissioner Jelleme, it was unanimously VOTED to go into executive session in order to
discuss the purchase, exchange, lease or value of real property and approve executive session
minutes. A roll call vote was taken: Reinhard -Aye, Paterson -Aye, Jelleme-Aye, Stackpole-Aye,
Glidden -Aye. The Chairman under Purpose 6 [G.L. c. 30A, 21(a)(6)] declared that discussion of
these matters in open session may be detrimental to the Land Bank's negotiating position and that
the Commission would not reconvene in regular session following executive session.
ADJOURNMENT: Upon a motion made by Commissioner Jelleme and duly seconded by
Commissioner Reinhard, it was VOTED to adjourn at 5:32 p.m.
