Minutes of September 30, 2015 at 3:00 PM
Nantucket DPW, 188 Madaket Road, Nantucket MA
Commissioners present: Sarah Oktay, Charles Stott and Helene Weld
State Reclamation Board Staff: Absent
DPW staff: Kara Buzanoski
Vector Disease Control International: Emily Hibbard
Members of the Public: Mark Palmer
Chairman Stott called the meeting to order at 3:00 P.M.
The minutes of meetings held on June 3rd, 2015 and July 29th, 2015 were unanimously
approved.
E. Hibbard reported for VDCI. This was a good year with mosquito counts low due to dry
weather conditions. All tests for West Nile were negative – they will continue to test until mid-
October. There were some complaints coming from Medowy Creek residents. This property is
part of the Nantucket Conservation Foundation. VDCI will consider marsh management rather
than treatment for this area.
Review motion re: acceptance of contributions – The motion to “conditionally authorize
acceptance of contributions to the trust fund and to authorize DPH to conduct testing” was
discussed. Chairman Stott emphasized that the motion only provides authorization. K.
Buzanoski noted that the VDCI contract may be renewed in each of the next two years and that
the transfer of funds to the trust fund is still being considered by Town Officials in consultation
with Town Counsel.
Access to conservation properties – E. Hibbard and VDCI will propose a marsh management
plan to Nantucket Conservation Foundation. There is need for an island wide review of areas
requiring marsh management programs as well as a need for yearly reports.
State reclamation Board Update – One West Nile fatality on the mainland was reported.
Public education – It was suggested that websites for Nantucket Board of Health, M.A. Dept. of
Public Health, State Reclamation Board and Nantucket DPW be added to the mosquito control
education tri-fold pamphlet.
Mark Palmer has created a Facebook page for Nantucket Mosquito Control.
The mosquito table at the Nantucket Fair provided information on both mosquito and tick
protection and was very well attended.
E. Hibbard requested input from the Board for a news release planned for the spring.
Meeting schedule and frequency – It was suggested that the Board meet on a monthly basis in
the spring and summer beginning in March and then on an “as needed” basis in fall and winter.
Public Comment – None
Adjournment – there being no further business to consider, a motion was adopted to adjourn.
