Minutes
Meeting: Monday, February 6, 2012 at 3:00 PM in the Town Hall Conference Room

Gabi Sakolsky of Cape Cod Mosquito Control was contacted by phone and joined in
these discussions:
1) RPF/IFB:
Kara reviewed the question from a vendor about daily testing in the IFB
(Invitation for Bid). The Committee discussed it and agreed that weekly is sufficient, but
salt water testing should be done 2-3 days after a moon tide. It was also noted that a
pesticide applicators license is required. Gabi noted that an EPA NPDES permit is
required for larvicide application. Larvicide and pupaecides and applications were
discussed.
2) Legislation:
Kara noted that the Home Rule petition article prepared by Town Counsel was
discussed by the Finance Committee. The Finance Committee discussed the funding
mechanism in the HRP. They talked to Town Counsel about deleting the funding portion
and proceeding with the operations part only. Their vote for Town Meeting was to
support this with the removal of the funding portion. Town Counsel discussed this with
General Counsel for the State Reclamation Board who felt this was ok.
The Board had extensive discussions with Gabi about what Cape Cod Mosquito
Control does for sampling, testing, education, Army Corps permitting, Integrated Pest
Management planning, staffing, water management work, larvicide/pupaecide
application, and entering onto private property. Gabi was very helpful, knowledgeable
and generous with her assistance.
The minutes from the last meeting February 6, 2012 were approved.
Meeting was adjourned at 3:50 pm.
Next meeting is March 26, 2012 at 3pm in the Town Hall conference room.
