Minutes
Meeting: Monday, January 23, 2012 at 3:00 PM in the Town Hall Conference Room
Attending: Kara Buzanoski, DPW Director
Charlie Stott, Madaket Homeowners Association

1) RPF:
Sarah passed out paperwork from her e-mail regarding the RFP. We agreed to
review the data and discuss it at the next meeting.
2) Legislation:
We had a conference call with Atty. Brian Riley and Atty. Adam Thrasher of
Kopelman & Paige, (Town Counsel) regarding the Home Rule petition to create a local
Mosquito Control Board. We discussed that Chapter 252 is not a local acceptance
statute. It includes the requirement for enabling legislation. However, Chapter 252 could
be used to do treatment under, for this year, while we are pursuing the Home Rule
petition to create the local Mosquito Control Board. Discussion ensued regarding the
process of approaching access to private property for treatment. Atty. Riley suggested
that even though the legislation will enable the Town to treat private property, we should
get rights of entry from the private property owners. Atty. Thrasher went over the home
rule petition provision for taxing properties to create a funding source for running the
Mosquito Control Board.
Next meeting will be to go over bid specs for April award.
The minutes from the last meeting January 9, 2012 were approved.
Meeting was adjourned at 3:45pm.
Next meeting is February 6, 2012 at 3pm in the Town Hall conference room.
