HomeMy WebLinkAbout03012012 Energy Study Committee MinutesMinutes for meeting on March 1, 2012, 2 Fairgrounds RoadNext scheduled regular monthly meeting is on April 5, 2012, 5PM, 2 Fairgrounds Road The meeting was called to order by Chairman Anne Kuzspa at 5:07PM. In attendance were Committee Members Anne Kuzspa, John Stover, Peter Morrison, Whitey Willauer, and Zachary Dusseau.Members of Public in attendance were: Bob Patterson, Jason Flanagan, Sandy Welsh, Jason Graziadei, Lau-ren Sinatra, Dr. Timothy Weld, and Selectman Rick Atherton. Called to order by Chair Anne Kuzspa at 5:07. Agenda and minutes of February 2 approved. Lauren Sinatra and John Stover discussed their recent visit to Berkshire East to tour the site of a Power-Wind 56 that stands 59 meters tall to the hub. Standing at distances of 4000ft to 800ft, as well as at the base of the unit, they assessed the loudest part of the turbine came from the cooling coils within the towers itself vs. the ‘wisp’ of the blades. Lauren and John also attended the Bourne public forum on wind tur-bines. State representatives were taking comments and questions from residents in three forums to ad-dress concerns. Was not a question and answer forum; the state will issue a formal response sometime in the near future. Jason Flanagan addressed actual instances of turbine accidents correlated with the installed volume, indi-cating a very low percentage chance of accidents per turbine installations. Committee requested citations for his calculations, which he agreed he would provide. A memo submitted to the Energy Committee by Wade Greene dated March 1, 2012 and supporting the NESC was accepted by Anne Kuzspa. 1. The Health Subcommittee presented their findings to the NESC to transmit to the Board of Selectman for presentation on March 7, 2012. See attached summary. Discussion proceeded through each point of the summary and it was determined that Anne will present the findings to the Board of Selectman. 2. Peter Morrison presented the final report to be submitted to the Finance Committee who made a nega-tive recommendation. 3. Actions: Motions made and passed: 1. that the Energy Study Committee endorses the findings and final report submitted by the Subcommittee on Wind Turbine Risk Assessment. 2. To accept the Subcommit-tee on Health’s findings, with minor refinements, and present them to the Board of Selectman. 3. To meet March 8 to discuss further action steps required for Annual Town Meeting. MassSave will continue conducting no-cost energy assessments April 23-27th. The Solar Project at the airport has been tabled via Airport Energy Subcommittee Memo. No updates on Municipal Energy Aggre-gation. Emphasis on the fact that the Civic League’s Meet the Articles on March 10 is a platform to present non-biased facts on the availability, reliability, risk, and performance for the proposed turbine.
