APPROVAL OF MINUTES Draft minutes of June 5, 2018 Not ready yet. Mr. Brace said he'd them ready for the next meeting. CHAIRMAN'S REPORT Pond management forum in July — reminder Summer meeting schedule - reminder Mr. Lowell suggested, and the board agreed, that the HSAB should meet on July 3, so close to the Fourth of July. The board agreed to meet on July 18 instead. Mr. Brace said he would secure a venue for this meeting. MARINE DEPARTMENT REPORT: General Marine Department report — Sheila Lucey No report. NATURAL RESOURCES REPORT General Natural Resources Department report — NRD staff No report. PUBLIC COMMENT ON MARINE DEPARTMENT / NATURAL RESOURCES REPORT OLD BUSINESS Rob McNeil's presentation — Discussion The HASB discussed possible solutions to collecting hazardous waste more frequently than the six times a year that the DPW does with Hazardous Waste Collection days. Mr. Kuntz said there needs to be more personnel collecting hazardous waste at the landfill and that signs also need to be in Spanish. Mr. Brace said the HSAB should work to get the town, the Department of Public Works, to set up collection receptacles at the landfill open to collection during daily landfill hours and to hire more personnel to work these stations. Mr. Lowell recalled Mr. McNeill's comment that this set-up would take a while to become reality. Mr. Brace said that no matter what the HSAB does with this issue, it needs to keep Mr. McNeill in the loop before sending formal recommendations to the Select Board on this issue. Mr. Lowell said he wanted to come up with a solid plan to recommend to the Select Board. Mr. McClure agreed that there needed to be regular hazardous waste collection at the Materials Recovery Facility (MRF) or at the DPW yard. Mr. Brace suggested having one or two HSAB members informally propose this idea during the Select Board public comment period of their meeting and also generally talking about this issue, just get the discussion going beyond HSAB meetings. Ms. Andrews agreed with Mr. Lowell's idea to somehow contain the runoff from jobsite dumpsters. Mr. Brace suggested that the HSAB write a letter to the Town Manager and the Select Board to test the waters on these issues and the board's proposed solutions. Harbor dredging — Discussion The HSAB continued to discuss harbor dredging. Mr. Lowell explained the complicated process of finding locations for dredging spoils and how off shore dumping of the spoils is another possibility. The board discussed the challenges of securing the necessary permits from the Army Corps of Engineers to complete needed dredging in Nantucket's harbors. Mr. Brace agreed to call the Army Corps to find out what the process is for securing dredging permits. Goals & Objectives for 2018/2019 - Discussion The board discussed several of its objectives including the use of environmentally friendly moorings. Mr. McClure and Mr. Brace stressed the importance of meeting with all of the mooring handlers at once to get a read on their thoughts on helix and Dor-Mor moorings. The board agreed to keep this issue on its goals and objectives for 2018. Mr. Brace suggested all board members should bring the matrix to the next meeting and then Mr. Lowell could assign follow-through for each item to different board members. NEW BUSINESS Town pier and response to discussion on June 5 — Discussion The HSAB discussed the condition of the town pier. Mr. Lowell recommended that all board members go down to and walk around on the town pier and the floating docks to get a sense of its conditions in preparation for continued discussion at the next meeting. Mr. Lowell expressed a desire to see the latest version of the Nantucket Islands Land Bank plans for Petrel Landing to see what is planned for more commercial access to the Nantucket Waterfront. PUBLIC QUESTIONS AND COMMENT RECAP and ITEMS FOR NEXT MEETING Mr. Kuntz said he would be giving the HSAB an update on green crab research and on the outflow pipes entering the harbor. The HSAB discussed various existing and potential pollution points along the downtown waterfront.
