He is putting fill on top of compacted areas. Asked the board to consider ways it can intervene in regard to grading violations in the future. Don Bracken, Bracken Engineering, Inc., for 10 Brant Point Road — He will go out to look at what's going on. If they are outside the scope of the permit he will instruct them to stop and get a permit. The main structure is pre -1978 with secondary structure, both to be moved away from the eroding bank into envelopes outside ConCom jurisdiction. The septic is in an upland area but he has left room for it to be relocated outside the 100 -foot buffer should it be compromised. The work within ConCom jurisdiction is to pick it up and move the structures; the main dwelling is about 15 feet from the eroding bank. Erosion has averaged 13 feet a year since 1998. We are looking at putting some sacrificial sand at the base of the slope to stabilize it during work. Champoux — Asked about the foundations. Santos — The main house currently has a full basement. The hole will be filled after the move. Erisman — Asked how much sacrificial sand would be used. Santos — Explained how the bank has been eroding and how he plans to temporarily stabilize it. The property has been subdivided into two lots; the work is to remove the existing dwelling and redevelop one of the new parcels. There is a small corner of the pool and a guest house within the buffer. The property is serviced by Town water and sewer. A test pit in the guesthouse location showed groundwater at 10 feet so he has applied for a waiver for 2 -foot groundwater separation; the pool is only seven feet deep and mostly outside the 100 -foot buffer and the guesthouse foundation will be a crawl space. Champoux — Asked if he's withdrawing the waiver; he thinks it would be best if he did. Santos — He'll withdraw the waiver request. Erisman — Asked about a siltation fence. Santos — It will mark the 50 -foot buffer, which is the limit of work. The wetland is actually the edge of a ditch. Champoux — Going from 38 to 29 creates a significant slope and prospect for erosion; there should be a dedicated vegetated buffer on the slope. Bennett — The will also need something for roof runoff. Santos — He tested an area that could be a recharge area. There are no groundwater issues. Discussion about seeing a grading plan before closing. Santos — Asked for a 2 -week continuance. Work within ConCom jurisdiction is for the move and restoration. It will be a net benefit by increasing separation. The I/A septic will also be outside jurisdiction. Black Pine is not an invasive species and is salt tolerant. Steinauer — Black pine spread likes crazy; it acts like an invasive species. It also tends to die quite young. Mondoring Report: Pocomo Neighbors — 47,53,55,57,61,63,67,69 Pocomo Road SE48-2874 Discussi n Art Gasbarro, Nantucket Engineering & Survey — In respect to the top of bank, there is some deviation in the line (5:50) of that area in the order of a foot or two. At the far east and far west end, noted no particular change. There are two properties in the middle of this that are not protected. A large bolder near the end has settled, which changed the top of the bank about five feet. Extra sand was piled at the end with a fiber mat over it; he asked that the mat be removed as that sand is to be readily available. An area of beach that lost vegetation, owners identified it and replanting with beach grass is included in the plan. 900 cubic yards (CY) of sand were added to cover the rolls. For the entire project, we provided 1250 CY of sand. Cobble beach still exists; there is no material difference. The project is meeting the performance standards and condition of the order. A point of concern is using the Proprietors Road for the sand delivery; he has been asked to look at using Pocomo Point, which would require an amended order. Reviewed some of the concerns about using the Proprietors Road; there is no destabilization. There is some erosion at the two properties that are unprotected; further surveys will show some settling of the bank to the natural angle of repose. Obert Shapiro, 57 Pocomo Road — As an abutter to this project, he has suffered consequences. Erosion occurred adjacent to the mat -covered sand; his property lost beach grass, which was replanted. At first he thought the roprietors Road was appropriate but he didn't expect a permanent sand chute. Asked the commission to consider in amendment that moves sand delivery to Pocomo Point. He cannot live with the current set up. Over 40 years hey lost less than eight feet of the bank; in one year they lost three to four feet adjacent to the sand delivery point risman — She walks that beach and in the winter it is now narrow. She is concerned allowing trucks and heavy quipment on the beach would damage the beach and decrease the beach further. tall— Suggested a site visit so the commission can take a look at the situation with the report in hand. olding — The sand delivery point is on the west side of Mr. Shapiro's property. Asked if there is evidence of end tour there. hapiro — The far ends of the array taper into the adjacent bluff; next to the sand chute, there is no tapering or oftening. sbarro — The only point he noticed scour was the area of the rock. Sachacha Pond Sitting Bennett, Erisman, Steinauer, LaFleur, Champoux, Golding, Topham Staff Department of Public Works was cleaning up after their road repair work but were a little over zealous. He will send out photos and take a look. If necessary the commission will have to issue an enforcement action.
