ADVISORY COMMITTEE OF NONVOTING TAXPAYERS
Minutes of meeting 10 A.M., SATURDAY, July 28,2018;00 4UG 21 AM 9.25

1. Attending: Lou Bassano, Bill Gardner, Don Green, Peter Kahn, Sue
Matloff, and Bill Sherman; also guest G. Philip Nowack. Members
absent: Gary Beller, Howard Blitman, Peter Halle, Jay Strauss and
Tony Walsh.
2. Absent our Chair Jay Strauss, Vice-Chair Don Green called the
meeting to order at 10:07 a.m. and declared a quorum not present.
The proposed minutes of June 23 and July 14, 2018 were held for
later approval. A cancelled flight was noted as the reason Peter
Halle was absent. New member Bill Gardner of Quidnet was
welcomed.
3. Concerned by our lack of a quorum, Don urged exploring the
possibility of using the internet to facilitate member and public
participation. A group Don is associated with has found Zoom.com
flexible and workable. Cost is $15/mo.
4. Another suggestion --- from Lou --- invite island NGOs such as
Civic League area associations to have a representative join
ACNVT or simply come to its meetings, the better to represent
island seasonal residents.
5. Concern was expressed about summertime commercial construction
and its impact on quality of island life. Questioned were the Town
Code or other restrictions to limit adverse impact, also whether the
Town had enforcement resources. Was completion of the new
Cottage Hospital expected by year end?
6. With Special Town Meeting on 10/10/18 set to deal with zoning for
retail marijuana on island, concern was expressed about the number
and location of outlets.
7. Noted was the role of the Public Outreach Manager Katie Cabral in
Town Administration. The possibility was raised of having that
position also responsible for representing concerns of property
owning seasonal residents, especially off-season and at Town
Meetings [if no seasonal resident has been designated to the Town
Moderator for that role]. As issues arise of potential concern to
seasonal residents, ACNVT's Chair could be notified and the Town
Department having relevant jurisdiction alerted to be mindful of
seasonal residents' interests in the matter.
8. The possibility of a bike safety committee was raised, noting the
difficulty of assuring safe biking through bylaw enforcement. The
committee would be charged with making recommendations.
9. Bill Sherman called attention to Alan Worden's
NantucketDataPlatform.com as a source of detailed island analytics,
notably demographics. [The website includes annual variations in
number of people on island.]
10. When the harborside tank farm is re-established on an airport
property, perhaps by 2020, the Harbor Place site can be developed,
including a multi -modal transportation center (parking garage).
Some support for the provision of more parking was voiced along
with concern about the cost of construction and the uncertainties of
subsoil pollution. An update by Dave Fredericks would be
welcomed.
11.Given the strong interest in island transportation issues, hope was
expressed that Transportation Planner Mike Burns might give an
update after the presentation by FinCom Chair David Worth
planned for our next meeting August 18''.
12. With a reminder that our next ACNVT meeting is set for 10 a.m. in
the PSF Training Room on Saturday August 18, 2018, the meeting
was adjourned 11:02 a.m.
