FINAL AND APPROVED MINUTES
1. Call to Order, Approval of the Agenda, Approval of Minutes, and Public Comments.
A. Chair Allen Reinhard called the meeting to order at 4:01 pm. In attendance were Rick
Atherton, Nelson (Snookie) Eldridge, Leslie Forbes, Allen Reinhard, Lee Saperstein, John
Stackpole, and Stephen Welch (left at 4:32 pm); there was a quorum at all times.
Absent: Nat Lowell and Bert Ryder.
B. Public Comment. None
C. Minutes. Snookie Eldridge moved and Rick Atherton seconded approval of the minutes from
March 20, 2018. They were approved unanimously.
2. Marsh Hawk Lane and Somerset Road, New Complaint.
A letter was sent to Allen Reinhard, Chair, copied to many Town officials, complaining about
the state of Marsh Hawk Lane and Somerset Road. As detailed by the visitors to the meeting of
19 December 2017, a major concern of property holders along these roads is flooding after rain
events. Allen Reinhard replied to the complainant that, as a private road, there is little that we
can do. The Committee will tell the DPW of the concern in the hopes that they can be more
helpful with this drainage problem. In addition, it has been discovered that the Code of the
Town of Nantucket includes a section on "Temporary Repairs on Private Roads," Section 127,
Article III, https://ecode360.com/11471218. It was mentioned by several members that the
Town had graded Mill Brook Road under this policy. The complainants should approach the
Select Board under the section of their agenda reserved for public comments. Lee Saperstein
reminded the committee that these ways are on our spreadsheet of potential road takings and that
we might consider returning to it for discussion at a subsequent committee meeting. Subsequent
to the meeting, he opened the spreadsheet and sent copies to committee members; Friendship
Lane is number one on that list. Stephen Welch said that the Capital Projects Committee, which
he chairs, CapComm, has had a discussion on road takings as part of a larger effort to create a
ten-year capital projects budget. He suggested that, based on input from CapComm members,
our committee should integrate its efforts on road takings with theirs on capital budgeting.
[Action: Allen Reinhard to communicate with the complainants to tell them that the Select
Board has the authority to initiate temporary repairs to private roads and that they should present
their case to the Board.]
3. Discussion and Review of Outstanding Projects List: Goals, Priorities, and Process.
Allen Reinhard opened this agenda item by saying that we had spent time at the last meeting
discussing the projects list and seeking volunteers to be proponents of individual items. Today,
he hoped to expand this discussion. For the purposes of the minutes, the list, which is appended
to these minutes, is copied and formatted in italics with discussion material included in a regular
font.
Roads & ROW Outstanding Projects List:
Public Way Monument Project. (interested committee members: Snookie Eldridge, Allen
Reinhard, and Lee Saperstein)
o Install remaining monuments at Sconset Footpath, Hulbert Ave.
o Update file of existing monuments;
o Move monuments at West Chester Street Extension and Crooked Lane.
The committee agreed that this is an appropriate project and can be worked on soon.
Allen Reinhard said that he would generate a list of needed new placements and another
of recent ones. [Actions: Lee Saperstein will use the latter list to update the file of
marked public ways, a copy of which is on our web site; Allen will use the former list to
order new markers and arrange for their installation.]
Lee Saperstein asked about the marker at Shell and Main Streets in `Sconset. As reported
previously by Snookie Eldridge, the marker is lying on the ground but used to mark the
alley that runs from Main Street to Elbow Lane, between 4 and 6 Main Street. [Action:
The project team will investigate this marker further.]
Leslie Forbes asked again about Alliance Way off Eel Point Road. Because the Town's
GIS map of that way was unclear about its path to the water, Lee Saperstein suggested
doing some homework on the layout of this lane. [Action: Talk to Andrew Vorce about
Alliance Lane.]
• Sidewalk Projects (Allen Reinhard and Stephen Welch)
o Prospect St: (bike path to Upper Vestal St.) and on to Madaket bike path;
o CliffRd.- Coffin Park to bike path at Sherburne Turnpike;
o Pleasant St: Gardner Perry Lane to Williams St;
o Follow implementation of downtown sidewalk improvements;
o Bike and Pedestrian connection from Surfside to Hummock Pond and Madaket
paths.
When discussing Prospect Street and connecting bike paths, Lee Saperstein suggested
that Winn Street might be appropriate for the takings list. Subsequent examination shows
that it is on the list.

Allen Reinhard asked if anyone knew why the Cliff Road bike path was out of town and
did not connect to the in -town sidewalks. He wondered if there was some legal reason
for its start up by Sherburne Turnpike.
For construction of a new sidewalk on Pleasant Street, Lee Saperstein asked about the
trees on the big lot at 57 Pleasant Street. He suggested that we get an expert opinion on
their value and if there is a need to preserve them. [Action: Allen Reinhard will ask
about the street -side trees at 57 Pleasant Street.]
Harbor Walk Project (Rick Atherton)
o Identify route and idents sections needing constructed walkway;
o Concept drawings of construction required;
o List permits and approvals needed and process to obtain them;
o Funding.
• Spruce Street (East Creek Road) Viewing Platform. (Rick Atherton)
o Choose site;
o Review requirements of CPA grant;
o Develop concept and plan;
o Permits and approvals;
o Bids.
• Chapter 91 Monitoring Project. (Leslie Forbes and Lee Saperstein)
o Define goals for project;
o Make local license information available on line;
o Chapter 91 licenses along route for the Harbor Walk;
o Locate other locations on Nantucket and Madaket Harbors requiring licenses.
Lee Saperstein asked Leslie Forbes whether the circumstances around Boston Harbor
might pertain to Nantucket (q. v. "Boston Municipal Harbor Plan"). According to an
article passed around earlier by her, Boston has obtained responsibility for Chapter 91.
She thought that it was possible. They will arrange to meet with Jeff Carlson, Coordinator
for Natural Resources, to ask his opinion about applying for a delegation of authority to
Nantucket. They will ask him, also, about access around the condominiums at
Washington Street Extension (80 Washington Street). [Action: Leslie Forbes and Lee
Saperstein to meet with Jeff Carlson.]
• Nantucket Greenway and Trail System Project. (Allen Reinhard, Bert Ryder, and Lee
Saperstein)
o Nantucket Central Rail Road trail;
o Map existing island trail and footpath systems and idents missing links;
o How should maps and information be shared?

Lee Saperstein said that he was hopeful that we could begin to mark some of railroad
routes as historic walking trails. To this end, he asked about reporting to the Select
Board, with copies to the Land Bank and Conservation Foundation on marking the
railroad on Town land.
4. Definitive list of Town Public Ways and Up -to -Date Street Map.
Allen Reinhard has asked Town officials about the existence of an up-to-date street list and map.
The extent of new development means that it is often difficult to locate new streets. We know
that there is a street list associated with the GIS material on the Town's web site but it is not
specific to private or public ownership. The Town Clerk also maintains a "Street List" but it also
does not define the ownership of these streets. There is, also, a "Nantucket Road Ownership
Worksheet" on the Town's map page but its accuracy and precision are in question. He said that
no one admitted to the responsibility for maintaining such a list or map and thought that it would
be a good project for the Town. Perhaps the Planning Department in concert with the DPW
could keep such a list up to date. [Action: Allen Reinhard to ask Andrew Vorce about a single,
master list of streets and their ownership.]
5. South Beach Street Sidewalk and Street Repair Update.
Allen Reinhard said that he had walked past the intersection of South Beach and Broad Streets
and thought that it looked very attractive; it makes a nice entrance to Nantucket from Steamboat
Wharf. Incidentally, there will be a ribbon -cutting ceremony for this work at 3:00 pm on
Thursday, April 2e, at this intersection.
6. Old, new or other business: Cemetery Access, Member Comments.
Before leaving the meeting, Stephen Welch asked about starting earlier, say at 3:00 or 3:30 pm.
This would alleviate a scheduling conflict of his. Those present had no objection to changing the
time. It was mentioned by several that this had been the time forever and, perhaps, it was
selected to accommodate members of the public who might wish to attend. Rick Atherton
suggested that we find out about using the Training Room at the Public Safety Facility at 4
Fairgrounds Road. [Action: Allen Reinhard to explore a minor time change for meetings.]
It was also mentioned by several committee members that it is time to renew our page on the
Town's web site.
Lee Saperstein reminded Snookie Eldridge and John Stackpole that their terms on the committee
expire on June 30, 2018.

Next meeting: 4:00 p.m., Tuesday, May 15, 2018. The location will be specified on the agenda
when it is circulated.
